A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION
OFA LETTER AMENDMENT TO THE INTERCONNECTION
AGREEMENT BETWEEN NEVADA POWER COMPANY AND THE
CITY OF VERNON, SERVICE SCHEDULE B, ECONOMY
ENERGY INTERCHANGE, DATED DECEMBER 15, 1981

WHEREAS, the city Council of the City of Vernon by
Resolution No. 4866 adopted on December 15, 1981, approved an

Interconnection Agreement with the Nevada Power Company; and
10
WHEREAS, Federal Energy Regulatory Commission Order No.
888 (FERC Docket Nos. RM95-8-000 and RM94-7-001) requireS-the
11
12
unbundling of economy energy transactions executed under current
13
Bilateral Coordination Arrangements subsequent to December 31,
14
1996; and
15
WHEREAS, to comply with this requirement, any sales of
16
economy energy made under Schedule B of the Interconnection
17
Agreement between Nevada Power Company and the city of Vernon
18
subsequent to December 31, 1996, will include an incremental
19
charge for transmission pursuant to the rates set forth in Nevada
20
Power's open access transmission tariff in addition to the other
21
charges delineated in Schedule B; and
22
WHEREAS, Nevada Power Company desires to file the
23
executed letter amendment to the Interconnection Agreement dated
24
December 15, 1981 with the Federal Energy Regulatory Commission to
25
demonstrate compliance with Order No. 888.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
27
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon does

hereby find and determine that the recitals contained hereinabove
2
are true and correct.

SECTION 2: The City Council of the City of Vernon hereby
4
approves the Letter Amendment to the Interconnection Agreement
5
dated December 15, 1981, a copy of which has been presented to the
City Council concurrently with this resolution, and the City
Council hereby orders said Amendment to be received and filed by
6

the City Clerk.

SECTION 3: The City Council of the City of Vernon hereby
10
authorizes the Mayor and the City Clerk to execute said Amendment
11
for, and on behalf of, the City of Vernon.
12
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and
13
14
thereafter the same shall be in full force and effect.
15
APPROVED AND ADOPTED this 5th day of November, 1996.

Gentlemen:
Section 4 of the Referenced Docket requires the unbundling of economy energy transactions executed
under current Bilateral Coordination Arrangements subsequent to December 31, 1996. To comply with
this requirement, any sales of economy energy made under Schedule B, of the Interconnection
Agreement between Nevada Power Company and the City of Vernon subsequent to December 31,
1996, will include an incremental charge for transmission pursuant to the rates set forth in Nevada
Power's open access transmission tariff in addition to the other charges delineated in Schedule B.
Please indicate your concurrence by signing both copies of this letter and returning one executed copy by
October 10, 1996, in the enclosed envelope. Nevada Power will file this executed modification to our
Interconnection Agreement with FERC to demonstrate compliance with Order No. 888. If you have any

Re: Notice of Termination -Interconnection Agreement between Nevada Power Company d/b/a
NV Energy ("NV Energy") and City of Vernon, dated December 15, 1981 ("Interconnection
Agreement")
Dear Sir or Madam:
Pursuant to the terms of NV Energy's Federal Energy Regulatory Commission (FERC) Rate
Schedule No. 35 -Interconnection Agreement, NV Energy hereby provides the City of Vernon
with notice that it will terminate the Interconnection Agreement effective 180 Days from the date
of this notice (November 19, 2011) pursuant to Section 2.1 of the Interconnection Agreement.
A review of our records indicates that there has been no transactional activity under the
Interconnection Agreement for many years. This Notice of Cancellation is being sent to the
address located in the Interconnection Agreement and the current address available on your
company's Internet web site.
Please note that we will notify FERC to cancel Rate Schedule No. 35 to coincide with the
effective date above for the termination of the Interconnection Agreement.
