A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION
OF A PROFESSIONAL SERVICE AGREEMENT BY AND
BETWEEN THE CITY OF VERNON AND POST, BUCKLEY,
SCHUH & JERNIGAN, INC. TO PROVIDE TRAFFIC
ENGINEERING SERVICES RELATING TO THE
CONSTRUCTION OF THE ALAMEDA CORRIDOR

WHEREAS, the Alameda Corridor Transportation Authority
intends to build certain facilities north of the city of Vernon as

part of the Alameda Corridor Railway Consolidation Project; and
WHEREAS, the construction of certain facilities on
10
11
Washington Boulevard and Santa Fe Avenue will necessitate the
12
rerouting of traffic immediately to the north of Vernon and
13
possibly within the City of Vernon; and
14
WHEREAS, the firm of Post, Buckley, Schuh & Jernigan,
15
Inc. are uniquely qualified to provide engineering advice on
16
traffic congestion and traffic related issues.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
18
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the city of Vernon does
hereby find and determine that the recitals contained hereinabove
20

are true and correct.

SECTION 2: The City Council of the city of Vernon hereby
23
approves the Professional Service Agreement, a copy of which has
24
been presented to the City Council concurrently with this
resolution, and the City Council hereby orders said Agreement to
25
26
be received and filed by the City Clerk.
SECTION 3: The City Council of the City of Vernon hereby

Proposal To Provide Traffic Engineering Services
To Assess Potential Impacts To The City Of Vernon During
Construction Of The Alameda Corridor
Pursuant to our meeting of Tuesday, November 26, 1996, Post, Buckley, Schuh &
Jernigan (PBS&J) is pleased to submit this proposal to provide the subject traffic
engineering services in support of the City of Vernon's efforts associated with the
construction of the Alameda Corridor. Detailed below are our understanding of the
City's requirements for the initial traffic engineering study and our methodology for
providing the appropriate related services. A proposed not-to-exceed amount for
performing the initial study, and our current hourly rate schedule, are also included. A
PBS&J standard public services contract is attached hereto for your review and use. We
are prepared to commence work immediately upon receipt of authorization from the
City to proceed with the services defined herein.
Understanding Of The City's Needs
In 1997 the Alameda Corridor Transportation Authority (ACTA) will be constructing
improvements to Washington Boulevard and Santa Fe Avenue as part of the overall
construction of the Alameda Corridor. The City of Vernon has concerns regarding
potential traffic access problems associated with traffic handling and detours during
construction. In response to the City's concerns, ACTA is currently preparing a Traffic
Management Plan (TMP), which will be submitted to the City for review.
In anticipation of receipt of the ACTA TMP, the City has determined that an
independent initial baseline study of existing traffic conditions and train movements
within its jurisdiction, along with an assessment of the likely traffic impacts related to
construction of the corridor improvements is required. From the anticipated impacts a
determination will then be made of the appropriate detour routing and related
infrastructure improvements required to mitigate the anticipated traffic impacts. This
analysis will be used to evaluate mitigation measures proposed in ACTA'S TMP.
Scope of Services
1. Review traffic data collected recently by the City. Establish extent of data,

e.g. streets counted, traffic mix, delay information, if available. Determine
whether peak hour traffic occurs during traditional hours, i.e. 6-9 A.M. and
4-7 P.M., or if traffic is spread more uniformly throughout the day.
2. Perform traffic counts at specific locations within City, with emphasis on major
thru routes, particularly those in close proximity to planned Santa Fe
Avenue and Washington Boulevard construction areas, e.g. Soto Streeta and
26th Street. Based on assessment of existing traffic data, counts may either be
during morning and evening peak hour periods.
3. Perform train counts at specific locations within the City to determine
duration of passing trains and actual delays experienced by vehicular traffic due
to passing trains. A determination of the truck/car traffic mix will also be made.
4. Establish a time penalty associated with passing trains to be used in our
modeling analysis.
5. Prepare a baseline model of existing traffic patterns on streets including and
surrounding Santa Fe Avenue and Washington Boulevard using Transyt 7
software. '
6. Identify potential traffic detour / diversion routes which could be used by
motorists during construction.
7. Prepare a revised model assuming detour route usage to establish delays likely
to be experienced due to construction.
8. Use Highway Capacity Manual (HCM) software to determine necessary
improvements to likely detour routes. The City of Vernon has already
identified some measures it would like to see implemented, e.g. traffic signal
coordination, e),(tension of 26th Street, widening of Soto Street, etc. These
alternatives, along with others as may be identified by PBS&J, will be analyzed
for appropriateness and effectiveness.
9.' Perform cost/benefit analysis comparing cost of anticipated delays with cost of
mitigating improvements. Included in this analysis will be cost factors applied
to travel delays and other economic impacts.
10. Prepare draft report summarizing our findings from the initial study.
11. Based on City input, prepare final report or perform additional studies as
necessary to enhance City's objective of realizing a betterment from
construction of the Alameda Corridor improvements. The cost of performing
additional studies would be negotiated with the City at the time of request.
We propose to meet with City staff on, at least, a bi-weekly basis to keep the City
abreast of the study status. We anticipate that the work program described herein will
be completed within six (6) weeks from receipt of Notice To Proceed.

Proposed Not-To-Exceed Fee
PBS&J proposes to provide its services described herein on a Time and Materials (T &M)
basis, with a not-to-exceed amount of $35,000.00. This fee is exclusive of other direct
costs such as printing, deliveries, permit fees, or fees charged by other agencies for
providing documents and information. These direct costs would be reimbursable by the
City at cost plus 10%. When 80% of the not-to-exceed amount has been expended we
will notify the City regarding the work completed to date and the status of the
remaining work efforts to be completed to identify whether any additional services or
budget authorization are required. .

These rates will remail) in effect through September 30, 1997, at which time they may change.
Should rates change in October 1997,. the new rates will apply only to that portion of work
remaining to be completed after September 30, 1997. Contract limits, less amount invoiced
prior to September 30, 1997 will be adjusted according to the new rates.
All out-of-pocket expenses, such as filing fee, printing and reproduction costs will be invoiced
as a separate line item. Except for filing fees, all other reimbursables will be invoiced at our
cost plus ten percent (10%).
