1 RESOLUTION NO. 6891
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON RECITING THE FACT OF THE SPECIAL
3 MUNICIPAL ELECTION HELD ON DECEMBER 10, 1996,
DECLARING THE RESULT THEREOF AND SUCH OTHER
4 MATTERS AS PROVIDED BY LAW
5 WHEREAS, a special municipal election was held and
6 conducted in the City of Vernon, California on Tuesday,
7 December 10, 1996, as required by law; and
8 WHEREAS, notice of the election was given in time, form
9 and manner as provided by law; voting precincts were properly
10 established; and mail ballots were properly sent to all registered
11 voters; and
12 WHEREAS, in all respects the election was held and
13 conducted and the votes were cast, received and canvassed and the
14 returns made and declared in time, form and manner as required by
15 the provisions of the City Charter and the Elections Code of the
16 State of California; and
17 WHEREAS, pursuant to Resolution No. 6836 adopted
18 August 20, 1996, the City Clerk was ordered to canvass the returns
19 of the election and the City Clerk has certified the results to
20 the City Council, which certification and results are received,
21 attached and made part hereof as Exhibit "A".
22 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
23 CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
25 finds and determines that the recitals contained hereinabove are
26 true and correct.

SECTION 2: One (1) voting precinct was established for
28 the purpose of holding said election consisting of the regular

1 election precincts in the City as established for the holding of
2 state and County elections.

SECTION 3: The whole number of votes cast by mail
4 ballots in the City was thirty-five (35).

SECTION 4: The measure voted upon at the election was as
6 follows:

Shall an ordinance entitled "AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF VERNON AMENDING
SECTIONS 15.36, 15.36-1, 15.37, AND 15.37-1 OF
THE CODE OF THE CITY OF VERNON CONCERNING
BUSINESS LICENSE TAXES AND ADDING SECTION 15.38
TO SAID CODE RELATING TO THE ESTABLISHMENT OF A
BUSINESS LICENSE TAX FOR BUSINESSES ENGAGED IN
RECYCLING LEAD-ACID BATTERIES AND ESTABLISHING
A DATE FOR AN ELECTION TO BE HELD TO APPROVE
THE LEVY OF THE BUSINESS LICENSE TAXES
CONTAINED HEREIN" be approved and adopted?

SECTION 5: The number of votes given in the City for and

against the measure were as listed in Exhibit "A" attached.

SECTION 6: The City Council does declare and determine
21
that as a result of the special municipal election, a two-thirds
22
(2/3) majority of the voters voting on the above Measure A did
23
vote in favor of it, and the measure was carried, and shall be
24
deemed approved and adopted.
25
SECTION 7: The City Clerk shall enter on the records of
the City Council of the City, a statement of the result of the
26
27
election, showing:

(1) The whole number of votes cast in the City;

7 certify to the passage of this resolution, and thereupon and
