A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE DIRECTOR OF
LIGHT & POWER, RESOURCE PLANNING MANAGER, POWER
RESOURCE COORDINATOR, AND ENGINEERING AIDE AND
WATER & POWER DISPATCHERS TO EXECUTE AGREEMENTS
FOR ELECTRIC TRANSMISSION SERVICE WITH VARIOUS
UTILITIES WHO ARE ABLE TO PROVIDE TRANSMISSION
SERVICE TO VERNON TO PERMIT VERNON TO ENTER INTO
REASONABLE AND COST-EFFECTIVE PURCHASE AND SALES
TRANSACTIONS

WHEREAS, Southern California Edison Company (SCE) and
10
various other utilities who provide transmission service in
11
Southern California and in the Western system Coordinating Council
(WSCC) region are intending to refrain from selling firm
12
13
transmission service through the Western Systems Power Pool's
14
(WSPP) agreement starting January 1, 1997; and
15
WHEREAS, SCE and the other utilities in the WSCC service
16
region are intending to sell firm transmission service through
17
their open access transmission tariffs which have been approved by
18
the Federal Energy Regulatory Commission (FERC) as part of the
19
open access requirements mandated by the FERC; and
20
WHEREAS, the City of Vernon needs to purchase firm
21
transmission service from SCE in order to reach the City of Vernon
in Southern California and to purchase firm transmission service
22

from others when Vernon is able to purchase firm or nonfirm energy
from various utilities who make sales of firm and nonfirm energy
24

throughout the WSCC service region; and
26
WHEREAS, the Light & Power Department when purchasing
firm transmission service from the WSPP was previously authorized
27

by the City Council of the City of Vernon to permit various Light

& Power employees to purchase firm transmission service and enter
into agreements for said service as follows:
a. Engineering Aide and Water & Power
Dispatchers authorized to enter into agreements for up to four (4)
days.
b. Power Resource Coordinator authorized to
enter into agreements for up to ten (10) days.
c. Director of Light & Power and the Resource
Planning Manager authorized to enter into agreements for up to six
(6) months; and
WHEREAS, these authorizations have provided in the past
for a smooth, effective and efficient operation of the Light &
Power Department and the Department's ability to purchase cost-
effective resources from other utilities, which has permitted the
City of Vernon to offer electric service to its constituents
within its service area at very low rates; and
WHEREAS, it is recommended that the City Council
authorize Light & Power Department employees to purchase firm
transmission service from utilities within the WSCC service region
pursuant to FERC approved open access transmission tariffs in a
similar fashion, because it will again produce efficiencies and
reasonable administration of the power resource acquisition
program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The city Council of the City of Vernon does
hereby find and determine that the recitals contained hereinabove
are true and correct.

SECTION 2: The City Council of the City of Vernon hereby
approves and authorizes the following employees of the Light &

Power Department to enter into transmission service agreements

with utilities providing firm transmission service in the WSCC
service region through their individual open access transmission
5

tariffs approved by FERC as follows:

a. Engineering Aide and Water & Power
8 Dispatchers authorized to enter into agreements for up to four (4)
9 days.

b. Power Resource Coordinator authorized to
11 enter into agreements for up to ten (10) days.

c. Director of Light & Power and the Resource
13 Planning Manager authorized to enter into agreements for up to six
14 (6) months; and
15
SECTION 3: The City Clerk of the City of Vernon shall
16 certify to the passage of this resolution and thereupon and
17 thereafter the same shall be in full force and effect.
18 APPROVED AND ADOPTED this 17th day of December, 1996.
