A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION
OF AN AMENDMENT TO THE WESTERN SYSTEMS POWER
POOL AGREEMENT DATED JULY 27, 1991

WHEREAS, the City Council of the City of Vernon adopted
Resolution No. 6388 on February 14, 1994, approving the execution
of a Western Systems Power Pool Agreement (WSPP Agreement) with
various entities dated July 27, 1991; and
WHEREAS, Federal Energy Regulatory Commission Order No.
888 (FERC Docket Nos. RM95-8-000 and RM94-7-001) requires the

unbundling of economy energy transactions executed under current
Bilateral Coordination Arrangements subsequent to December 31,

1996; and

WHEREAS, the various entities desire to amend the WSPP
16
Agreement to conform to FERC Order No. 888.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
18
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon does
20
hereby find and determine that the recitals contained hereinabove
21
are true and correct.
22
SECTION 2: The City Council of the City of Vernon hereby
23
approves the Amendment to the Western Systems Power Pool
Agreement, a copy of which has been presented to the City Council
concurrently with this resolution, and the city Council hereby
orders said Amendment to be received and filed by the City Clerk.

SECTION 3: The City Council of the City of Vernon hereby
authorizes the Mayor and the city Clerk to execute said Amendment

1 for, and on behalf of, the City of Vernon.

SECTION 4: The City Clerk of the city of Vernon shall

certify to the passage of this resolution and thereupon and
4
thereafter the same shall be in full force and effect.

APPROVED AND ADOPTED this 4th day of February, 1997.
