A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON COMMENDING MANUEL H. MORALES, A
UTILITYMAN IN THE COMMUNITY SERVICES DEPARTMENT,
FOR HIS EXEMPLARY SERVICES TO THE CITY OF VERNON
DURING 1996

WHEREAS, the City Council of the City of Vernon by
7
Resolution No. 6355 adopted on November 23, 1993, adopted a
8
Superior Performance and Ideas Resulting in Tangible Savings
9
("SPIRITS") Program to recognize the value of employees of the
City of Vernon who strive to give superior performance and/or who
10
11
develop innovative ideas with cost savings to the City by the
12
presentation of various types of awards; and
13
WHEREAS, in accordance with said SPIRITS program, the
14
Superior Performance awards are given based on an employee's
15
previous annual evaluation of outstanding performance ,utilizing a
16
three-tier level selection process; and
17
WHEREAS, Level 1 of the selection process consists of
18
recommendations made to the respective Department Heads of the
19
names of outstanding employees and awards being made by the
20
Department Head at their discretion to said employee based on the
21
awards set forth in the SPIRITS program; and
22
WHEREAS, an awards committee selects a Department award
23
recipient from the recipients of Level 1 awards; and
24
WHEREAS, by letter dated February 11, 1997, Bruce V.
Malkenhorst, city Clerk, advised the City Council that the
25

Community Services Department had selected Manuel H. Morales,
27
Utilityman, to receive the SPIRITS 1996 ANNUAL DEPARTMENT AWARD

(Level 2); and

WHEREAS, in order to advance to Level 3 of said selection
3
process an awards committee composed of Department Heads and/or
their designees selects one annual SPIRITS City award recipient
4

from the recipients of Level 2 awards; and
6
WHEREAS, Manuel H. Morales, utilityman in the community
7
Services Department, has demonstrated a high degree of initiative
8
and skill such that the awards committee has selected him to
9
receive the SPIRITS 1996 ANNUAL CITY AWARD (Level 3) in
10
recognition of his excellent and superior performance; and
11
WHEREAS, the City Council of the City of Vernon wishes to
12
express its appreciation and gratitude to Manuel H. Morales for
his exemplary services to the city.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
15
CITY OF VERNON AS FOLLOWS:
16
SECTION 1: The City Council of the City of Vernon hereby
17 expresses its appreciation and gratitude to Manual H. Morales for
18 his exemplary services to the City of Vernon.
19
SECTION 2: The City Clerk of the City of Vernon shall
20 certify to the passage of this resolution and present a certified
21 copy thereof to Manuel H. Morales and thereupon and thereafter the
22 same shall be in full force and effect.
23
