A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION
OF A STATEMENT OF ELIGIBILITY TO PARTICIPATE IN
THE 1997 DOW JONES POWERHUB "FREQUENT POSTINGS
PROGRAM" BEING OFFERED TO WESTERN SYSTEMS POWER
POOL MEMBERS

WHEREAS, the City of Vernon is a member of the Western
Systems Power Pool ("WSPP"); and

WHEREAS, the City Council of the City of Vernon approved
10
a Dow Jones Telerate, Inc. ("DJT") Hub Service Agreement and DJT
11
Hub Service Member Agreement User Information Addendum pursuant to
Resolution No. 6908 on January 21, 1997, to subscribe to the
WSPP's Hub Service being operated by DJT; and

WHEREAS, a 1997 Dow Jones PowerHub "Frequent postings
15
Program" is being offered to WSPP members at no charge and is
16
designed to be an incentive competition to acquaint WSPP members
17
with the Dow Jones PowerHub Trading System and the Dow Jones
PowerHub Web Bulletin Board Services; and
18

WHEREAS, the City of Vernon currently uses the WSPP
20
Bulletin Board Services as part of its normal operation; and
21
WHEREAS, participation in said program requires the
participant to sign a Statement of Eligibility; and
WHEREAS, participation in said Frequent Postings Program
qualifies the City for the quarterly prize competition which

offers prizes of up to $1,000 per quarter to the organization with
the most postings (offers to buy or sell power or transmission) on
the Dow Jones PowerHub Trading System or Bulletin Board Services.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon does
hereby find and determine that the recitals contained hereinabove
3

are true and correct.

SECTION 2: The City Council of the City of Vernon hereby
approves the Statement of Eligibility, a copy of which has been
presented to the City Council concurrently with this resolution,
and the City Council hereby orders said Statement to be received

and filed by the City Clerk.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the City Administrator to execute said Statement for,
10

12
and on behalf of, the City of Vernon.

SECTION 4: The City Clerk of the city of Vernon shall
14
certify to the passage of this resolution and thereupon and
15
thereafter the same shall be in full force and effect.
