A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON DECLARING ITS INTENTION TO APPROVE AN
AMENDMENT TO THE CONTRACT BETWEEN THE BOARD OF
ADMINISTRATION OF THE PUBLIC EMPLOYEES'
RETIREMENT SYSTEM AND THE CITY COUNCIL OF THE
CITY OF VERNON

WHEREAS, the Public Employees' Retirement Law permits the
participation of public agencies and their employees in the Public
8
9
Employees' Retirement System (PERS) by the execution of a
10
contract, and sets forth the procedure by which said public
agencies may elect to subject themselves and their employees to
11
12
amendments to said Law; and
13
WHEREAS, the Board of Administration of the PERS and the
City of Vernon entered into a contract dated October 23, 1948,
14
15
effective November 1, 1948, which provides for participation of
16
the City of Vernon and its employees in the PERS, and have made
amendments to said contract effective April 1, 1956, October 1,
17
18
1960, July 1, 1966, October 1, 1972, May 1, 1974, November 1,
19
1975, December 1, 1976, March 1, 1979, July 6, 1986, October 17,
20
1986, September 7, 1990, January 19, 1991, and september 21, 1991,
21
December 24, 1993, and October 30, 1994; and
22
WHEREAS, one of the steps in the procedure to amend this
contract is the adoption by the governing body of the public
agency of a resolution giving notice of its intention to approve
23

an amendment to said contract, which resolution shall contain a
26
summary of the change proposed in said contract; and
27
WHEREAS, pursuant to Government Code Section 20471, the
28
amendment to the contract must be adopted by ordinance not less
1 than twenty (20) days following approval of the resolution of
2 intention; and
3 WHEREAS, the following is a statement of the proposed
4 change: To amend the PERS contract pursuant to Government Code
5 section 21573, to provide third level of 1959 survivors benefits
6 for local fire members only; and
7 WHEREAS, the "Amendment to the Contract Between the Board
8 of Administration of the public Employees' Retirement system and
9 the City council of the City of Vernon" restates the original
10 Contract as amended and makes the following changes:
11 1. Because of amendments and reorganization of the
12 Government Code sections pertaining to PERS, the section
13 numbers cross-referenced in the Contract have been
14 changed;
15 2. section 7.a. of the Contract has been amended to delete
16 local fire members and section 7.e. has been amended to
17 add local fire members;
18 3. section 10.a. of the Contract has been amended to add
19 local fire members; and
20 WHEREAS, an actuarial study was conducted by the
21 California PERS Actuarial and Employer services Division entitled
22 "Contract Amendment Cost Analysis" dated January 24, 1997, which
23 showed an employer cost increase of $1.50 annually per covered
24 member, but which will result in no current additional cost
25 because of a surplus of assets; and
26 WHEREAS, said actuarial study showed that the cost to
27 each employee will remain at the same cost as for basic coverage
28 or $2.00 per month ($0.93 biweekly); and

1 WHEREAS, said actuarial study and analysis was made
2 public at the meeting of the City Council of the city of Vernon on
3 April 22, 1997; and
4 WHEREAS, the PERS Board of Administration requires the
5 City of Vernon to submit a "certification of Governing Body's
6 Action" (CON-12) and a "certification of Compliance with
7 Government Code Section 7507" (CON-12A) prior to the adoption of
8 the ordinance.
9 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
10 CITY OF VERNON AS FOLLOWS:
11 SECTION 1: The City Council of the City of Vernon does
12 hereby give notice of intention to approve an amendment to the
13 contract between the City Council and the Board of Administration
14 of the PERS, a copy of said amendment being attached hereto as an
15 Exhibit and by this reference made a part hereof.
16 SECTION 2: The City Clerk is directed to place the
17 ordinance approving the contract amendment on the City Council
18 agenda for consideration not less than twenty (20) days following
19 the approval of this resolution.
20 SECTION 3: The City Council of the City of Vernon hereby
21 authorizes the city Clerk or his designee to complete and execute
22 the "certification of Governing Body'S Action" and the
23 "Certification of Compliance with Government Code section 7507,"
24 copies of which have been submitted concurrently herewith, and to
25 return an executed copy of each with a certified copy of this
26 resolution to S. Dawn Evans, Employer Representative, Public
27 Agency Contract Services, PERS Actuarial and Employer Services
28 Division, P. O. Box 942709, Sacramento, CA 94229-2709.

SECTION 4: The City Clerk of the City of Vernon shall

certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

OF THE
CITY OF VERNON
The Board of Administration, Public Employees' Retirement System, hereinafter referred to as
Board, and the governing body of above public agency, hereinafter referred to as Public Agency,
having entered into a contract effective November 1, 1948, and witnessed October 23, 1948, and
as amended effective April 1, 1956, October 1, 1960, July 1, 1966, October 1, 1972, May 1,
1974, November 1, 1975, December 1, 1976, March 1, 1979, July 6, 1986, October 17, 1986,
September 7, 1990, January 19, 1991, September 21, 1991, December 24, 1993 and October 30,
1994 which provides for participation of Public Agency in said System, Board and Public
Agency hereby agree as follows:
A. Paragraphs 1 through 12 are hereby stricken from said contract as executed effective
October 30, 1994, and hereby replaced by the following paragraphs numbered 1 through
12 inclusive:
1. All words and terms used herein which are defined in the Public Employees'
Retirement Law shall have the meaning as defined therein unless otherwise
specifically provided. "Normal retirement age" shall mean age 55 for local
miscellaneous members and age 50 for local safety members.
2, Public Agency shall participate in the Public Employees' Retirement System from
and after November 1, 1948 making its employees as hereinafter provided,
members of said System subject to all provisions of the Public Employees'
Retirement Law except such as apply only on election of a contracting agency and
are not provided for herein and to all amendments to said Law hereafter enacted
except those, which by express provisions thereof, apply only on the election of a
contracting agency.

3. Employees of Public Agency in the following classes shall become members of
said Retirement System except such in ea~h such class as are excluded by law or
this agreement:
a. Local Fire Fighters (herein referred to as local safety members);
b. Local Police Officers (herein referred to as local safety members);
c. Employees other than local safety members (herein referred to as local
miscellaneous members).
4. In addition to the classes of employees excluded from membership by said
Retirement Law, the following classes of employees shall not become members of
said Retirement System:
NO ADDITIONAL EXCLUSIONS
5. The percentage of final compensation to be provided for each year of credited
prior and current service as a local miscellaneous member shall be determined in
accordance with Section 21354 of said Retirement Law (2% at age 55 Full).
6. The percentage of final compensation to be provided for each year of credited
prior and current service as a local safety member shall be determined in
accordance with Section 21362 of said Retirement Law (2% at age 50 Full).
7. Public Agency elected and elects to be subject to the following optional
prOVISIOns:
a. Section 21571 (Basic Level of 1959 Survivor Benefits) for local police
members only.
b. Sections 21624, 21626 and 21628 (Post-Retirement Survivor Allowance).
c. Section 21024 (Military Service Credit as Public Service), Statutes of
1974.
d. Section 20042 (One-Year Final Compensation).
e. Section 21573 (Third Level of 1959 Survivor Benefits) for local
miscellaneous members and local fire members only.
f. Section 21548 (Pre-Retirement Optional Settlement 2 Death Benefic) for
local miscellaneous members and local fire members only.

8. Public Agency, in accordance with Government Code Section 20790, ceased to be
an "employer" for purposes of Section 20834 effective on November 1, 1975.
Accumulated contributions of Public Agency shall be fixed and determined as
provided in Government Code Section 20834, and accumulated contributions
thereafter shall be held by the Board as provided in Government Code Section
20834.
9. Public Agency shall contribute to said Retirement System the contributions
determined by actuarial valuations of prior and future service liability with respect
to local miscellaneous members and local safety members of said Retirement
System.
10. Public Agency shall also contribute to said Retirement System as follows:
a. Per covered member, $1.50 per month on account of the liability for the
1959 Survivor Benefits provided under Section 21573 of said Retirement
Law. (Subject to annual change.) In addition, all assets and liabilities of
Public Agency and its employees shall be pooled in a single account,
based on term insurance rates, for survivors of all local miscellaneous
members and local fire members.
b. A reasonable amount, as fixed by the Board, payable in one installment
within 60 days of date of contract to cover the costs of administering said
System as it affects the employees of Public Agency, not including the
costs of special valuations or of the periodic investigation and valuations
required by law.
c. A reasonable amount, as fixed by the Board, payable in one installment as
the occasions arise, to cover the costs of special valuations on account of
employees of Public Agency, and costs of the periodic investigation and
valuations required by law.
11. Contributions required of Public Agency and its employees shall be subject to
adjustment by Board on account of amendments to the Public Employees'
Retirement Law, and on account of the experience under the Retirement System
as determined by the periodic investigation and valuation required by said
Retirement Law.

12. Contributions required of Public Agency and its employees shall be paid by
Public Agency to the Retirement System within fifteen days after the end of the
period to which said contributions refer or as may be prescribed by Board
regulation. If more or less than the correct 'amount of contributions is paid for any
period, proper adjustment shall be made in connection with subsequent
remittances. Adjustments on account of errors in contributions required of any
employee may be made by direct payments between the employee and the Board.

WHEREAS, Government Code Section 21573 provides for a single employer rate to be
established to provide benefits under said Section on account of members
employed by contracting agencies electing to include the provision of said Section

WHEREAS, Government Code Section 21573, requires pooling of all assets and liabilities of all
contracting agencies subject to said Section;
NOW, THEREFORE BE IT AGREED, that assets and liabilities of the City of Vemon and its
covered employees shall be pooled pursuant to the provisions of Government Code
Section 21573.

AMENDMENT TO CONTRACT
BETWEEN THE
BOARD OF ADMINISTRATION
OF THE
PUBLIC EMPLOYEES' RETIREMENT SYSTEM
AND THE
CITY COUNCIL
OF THE
CITY OF VERNON
The Board of Administration, Public Employees' Retirement System, hereinafter referred to as
Board, and the governing body of above public agency, hereinafter referred to as Public Agency,
having entered into a contract effective November 1, 1948, and witnessed October 23, 1948, and
as amended effective April 1, 1956, October 1, 1960, July 1, 1966, October 1, 1972, May 1,
1974, November 1, 1975, December 1, 1976, March 1, 1979, July 6, 1986, October 17, 1986,
September 7, 1990, January-19, 1991, September 21, 1991, December 24, 1993 and October 30,
1994 which provides for participation of Public Agency in said System, Board and Public
Agency hereby agree as follows:
A. Paragraphs 1 through 12 are hereby stricken from said contract as executed effective
October 30, 1994, and hereby replaced by the following paragraphs numbered 1 through
12 inclusive:
1. All words and terms used herein which are defined in the Public Employees'
Retirement Law shall have the meaning as defined therein unless otherwise
specifically provided. "Normal retirement age" shall mean age 55 for local
miscellaneous members and age 50 for local safety members.
2. Public Agency shall participate in the Public Employees' Retirement System from
and after November 1, 1948 making its employees as hereinafter provided,
members of said System subject to all provisions of the Public Employees'
Retirement Law except such as apply only on election of a contracting agency and
are not provided for herein and to all amendments to said Law hereafter enacted
except those, which by express provisions thereof, apply only on the election of a
contracting agency.
3. Employees of Public Agency in the following classes shall become members of
said Retirement System except such in each such class as are excluded by law or
this agreement:
a. Local Fire Fighters (herein referred to as local safety members);
b. Local Police Officers (herein referred to as local safety members);
c. Employees other than local safety members (herein referred to as local
miscellaneous members).
4. In addition to the classes of employees excluded from membership by said
Retirement Law, the following classes of employees shall not become members of
said Retirement System:
NO ADDITIONAL EXCLUSIONS
5. The percentage of final compensation to be provided for each year of credited
prior and current service as a local miscellaneous member shall be determined in
accordance with Section 21354 of said Retirement Law (2% at age 55 Full).
6. The percentage of final compensation to be provided for each year of credited
prior and current service as a local safety member shall be determined in
accordance with Section 21362 of said Retirement Law (2% at age 50 Full).
7. Public Agency elected and elects to be subject to the following optional
prOVISIOns:
a. Section 21571 (Basic Level of 1959 Survivor Benefits) for local police
members only.
b. Sections 21624, 21626 and 21628 (Post-Retirement Survivor Allowance).
c. Section 21024 (Military Service Credit as Public Service), Statutes of
1974.
d. Section 20042 (One- Year Final Compensation).
e. Section 21573 (Third Level of 1959 Survivor Benefits) for local
miscellaneous members and local fire members only.
f. Section 21548 (Pre-Retirement Optional Settlement 2 Death Benefit) for
local miscellaneous members and local fire members only.
8. Public Agency, in accordance with Government Code Section 20790, ceased to be
an "employer" for purposes of Section 20834 effective on November 1, 1975.
Accumulated contributions of Public Agency shall be fixed and determined as
provided in Government Code Section 20834, and accumulated contributions
thereafter shall be held by the Board as provided in Government Code Section
20834.
9. Public Agency shall contribute to said Retirement System the contributions
determined by actuarial valuations of prior and future service liability with respect
to local miscellaneous members and local safety members of said Retirement
System.
10. Public Agency shall also contribute to said Retirement System as follows:
a. Per covered member, $1.50 per month on account of the liability for the
1959 Survivor Benefits provided under Section 21573 of said Retirement
Law. (Subject to annual change.) In addition, all assets and liabilities of
Public Agency and its employees shall be pooled in a single account,
based on term insurance rates, for survivors of all local miscellaneous
members and local fire members.
b. A reasonable amount, as fixed by the Board, payable in one installment
within 60 days of date of contract to cover the costs of administering said
System as it affects the employees of Public Agency, not including the
costs of special valuations or of the periodic investigation and valuations
required by law.
c. A reasonable amount, as fixed by the Board, payable in one installment as
the occasions arise, to cover the costs of special valuations on account of
employees of Public Agency, and costs of the periodic investigation and
valuations required by law.
11. Contributions required of Public Agency and its employees shall be subject to
adjustment by Board on account of amendments to the Public Employees'
Retirement Law, and on account of the experience under the Retirement System
as determined by the periodic investigation and valuation required by said
Retirement Law.
12. Contributions required of Public Agency and its employees shall be paid by
Public Agency to the Retirement System within fifteen days after the end of the
period to which said contributions refer or as may be prescribed by Board
regulation. If more or less than the correct amount of contributions is paid for any
period, proper adjustment shall be made in connection with subsequent
remittances. Adjustments on account of errors in contributions required of any
employee may be made by direct payments between the employee and the Board.

WHEREAS, the Public Employees' Retirement Law permits the
participation of public agencies and their employees in the Public
Employees'Retirement system (PERS) by the execution of a contract,

1. Because of amendments and reorganization of the
Government Code sections pertaining to PERS, the section
numbers cross-referenced in the Contract have been changed;
2. section 7.a. of the contract has been amended to delete
local fire members and section 7. e. has been amended to add
local fire members;
3. section 10.a. of the contract has been amended to add
local fire members.
THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS:
SECTION 1: The "Amendment to the contract Between the
13 Board of Administration of the Public Employees' Retirement system
14 and the city council of the city of Vernon" is hereby approved and
15 authorized, a copy of said amendment being attached hereto, marked
16 "Exhibit" and made a part hereof by reference.
17 SECTION 2: The Mayor and the city Clerk are hereby
18 authorized to execute said Amendment for, and on behalf of, the city
19 Council of the city of Vernon.
20 SECTION 3: There being no newspaper printed, published or
21 circulated in the city of Vernon, the city Clerk is hereby directed
22 to certify to the passage of this ordinance and shall post the same,
23 or cause the same to be posted, within fifteen (l5) days after its
24 passage in accordance with section 36933 of the Government Code, in
25 three (3) of the most public places in the city of Vernon, to wit:
26 the northwest corner of 38th street and Santa Fe Avenue, the
27 northeast corner of Leonis Boulevard and Pacific Boulevard; and on

.8. Public Agency, in accordance with Government Code Section 20790, ceased to be
an "employer" for purposes of Section 20834 effective on November 1, 1975.
Accumulated contributions of Public Agency shall be fixed and determined as
provided in Government Code Section 20834, and accumulated contributions
thereafter shall be held by the Board as provided in Government Code Section
20834.

Public Agency shall contribute to said Retirement System the contributions
determined by actuarial valuations of prior and future service liability with respect
to local miscellaneous members and local safety members of said Retirement
System.

10. Public Agency shall also contribute to said Retirement System as follows:
a. Per covered member, $1.50 per month on account of the liability for the
1959 Survivor Benefits provided under Section 21573 of said Retirement
Law. (Subject to annual change.) In addition, all assets and liabilities of
Public Agency and its employees shall be pooled in a single account,
based on term insurance rates, for survivors of all local miscellaneous
members and local fire members.
b. A reasonable amount, as fixed by the Board, payable in one installment
within 60 days of date of contract to cover the costs of administering said
System as it affects the employees of Public Agency, not including the
costs of special valuations or of the periodic investigation and valuations
required by law.
c. A reasonable amount, as fixed by the Board, payable in one installment as
the occasions arise, to cover the costs of special valuations on account of
employees of Public Agency, and costs of the periodic investigation and
valuations required by law.
11. Contributions required of Public Agency and its employees shall be subject to
adjustment by Board on account of amendments to the Public Employees'
Retirement Law, and o~ account of the experience under the Retirement System
as determined by the periodic investigation and valuation required by said
Retirement Law.

12. Contributions required of Public Agency and its employees shall be paid by
Public Agency to the Retirement System within fifteen days after the end of the
period to which said contributions refer or as may be prescribed by Board
regulation. If more or less than the correct amount of contributions is paid for any
period, proper adjustment shall be made in connection with subsequent
remittances. Adjustments on account of errors in contributions required of any
employee may be made by direct payments between the employee and the Board.

The sample Ordinance is a guide only and is included to allow sufficient time to prepare the
Ordinance for a first and final reading. The Resolution of Intention and accompanying
documents should not be held pending final reading of the Ordinance.
Government Code Section 7507 requires that the future annual costs of the proposed contract
amendment be made public at a public meeting at W. two weeks prior to the adoption of the
final Ordinance. The agency is to certify compliance on the enclosed Certification of
Compliance with Government Code Section 7507.
The employer cost for the Third Level of 1959 Survivor Benefits is $1.50 per month per covered
IJ;1ember. Agencies are billed annually and payments may vary depending on the funding reserve
level. In addition, members covered by the 1959 Survivor Benefits contribute $2.00 per month.

Two copies of the Agreement to Poo11959 Survivor Benefits Assets and Liabilities are enclosed
for signature. The agreement will acknowledge that public agencies subject to Section 21573
will have all assets and liabilities pooled into a single account based on term insurance rates, for
local fire members.
In summary, the following documents must be returned to this office before we can forward the
actual contracts and other final documents necessary to complete the proposed contract. DO
NOT HOLD THESE DOCUMENTS PENDING ADOPTION OF THE FINAL ORDINANCE.
ORIGINAL SIGNATURES ARE REQUIRED
1. Resolution of Intention, original or certified copy.
2. Certification pf Governing Body's Action (CON-12), original.
3. Certification of Compliance with Government Code Section 7507, (CON-12A), original
or certified copy.
4. Agreement to Pool 1959 Survivor Benefits Assets and Liabilities, two original or certified
copIes.
If your agency adopts the Resolution of Intention on May 6, 1997, the earliest date the final
Ordinance may be adopted is May 26, 1997. There must be a 20 day period between the
adoption of the Resolution of Intention and the adoption of the final Ordinance. pursuant to
Government Code Section 20471. THERE ARE NO EXCEPTIONS TO THIS LAW.
The effective date of this amendment may be as early as the day following the effective date of
the final Ordinance.
Section 21573, which requires an adjustment of monthly benefit payments, shall become
operative the first of the month following a period of 30 days after receipt of the final documents
in the CalPERS Sacramento office.
Whenever possible we would prefer the documents provided with this letter to be used by the
agency. Revisions to any of the documents may require legal review which could delay the
anticipated effective date of the amendment.

WHEREAS, the Public Employees' Retirement Law permits the participation of public agencies
and their employees in the Public Employees' Retirement System by the execution
of a contract, and sets forth the procedure by which said public agencies may elect

WHEREAS, one of the steps in the procedures to amend this contract is the adoption by the

As we have discussed, levels of the 1959 Survivor Benefit offered by PERS are
similar to Social Security benefits provided by the private sector. As Social
Security benefit levels have increased due to inflation, PERS has made available
contract amendments to increase levels of benefits to employees by participating
agencies. Unlike Social Security, the PERS program provides no monthly
disability or death benefit if the employee dies after retirement, and for this
reason, it is much less costly to the employee and the employer.
There is no additional cost to the City at this time. A cost analysis has been
conducted by PERS Actuarial and Employer Services Division. Although the
stated cost to the employer is $1.50 per covered member per month, there is a
projected surplus of assets for the Third Level of the 1959 Survivor Benefit For
Local Fire Members of $273,300.00. This surplus is projected to be enough for
25 years.
The stated employee cost is still $2.00 per month or $.93 bi-weekly. This is the
same amount that the employee has been paying for current coverage.
If approved, the referenced amendment will provide the following monthly
benefits to local fire members.

I have received the actuarial analysis from PERS relative to increasing the 1959
Survivor Benefits.
The following information is benefit costed:
THIRD LEVEL POLICE DEPARTMENT
EMPLOYER COST
According to the actuarial, this amendment will result in a temporary increase in
the employer contribution rate effective July 1, 1998 if the amendment effective
date is prior to July 1, 1997.
The expected increase in the employer contribution rate commencing July 1, 1998
is 0.326%. This amounts to a future annual estimated cost of $24,897.00. In
addition to the rate increase the employer pays $1.50 per covered member per
month (billed annually) commencing with the amendment date. Approximate total
is $27,453.00 ($24,897.00 + $2,556.00 = $27,453.00)
EMPLOYEE COST
The employee cost is $2.00 per month ($.93 bi-weekly).
THIRD LEVEL FIRE DEPARTMENT
EMPLOYER COST
This coverage group has a surplus projected to be enough for 25 years.
Therefore, only the following costs apply.
$1.50 per covered member per month (billed annually) commencing with the
amendment effective date. Approximate annual cost is $2,556.00.
EMPLOYEE COST
$2.00 per month ($.93 bi-weekly).
THIRH LEVEL ALL SAFETY
EMPLOYER COST
To cover all Safety Members at the Third Level, employer contribution rate
commencing July 1, 1998, (until June 30,2011) would be 0.022% or $1,680.20
per year estimate plus $1.50 per covered member per month. Estimated annual
cost is $4,236.20. ($1,680.20 + $2,556.00 = $4,236.20)

VERNON APPROVING AND AUTHORIZING AN AMENDMENT TO
THE CONTRACT BETWEEN THE BOARD OF ADMINISTRATION
OF THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND
THE CITY COUNCIL OF THE CITY OF VERNON

WHEREAS, the Public Employees' Retirement Law permits the

~articipation of public agencies and their employe~s in the Public
Employees' Retirement system (PERS) by the execution of a contract,

and sets forth the procedure by which said public agencies may elect

to subject themselves and their employees to amendments to said Law;

and

WHEREAS, the Board of Administration of the PERS and the
city of Vernon entered into a contract dated october 23, 1948,
eff~ctive November 1, 1948, which provides for participation of the
city of Vernon and its employees in the PERS, and have made

amendments to said contract effective April 1, 1956, October 1,
16
1960, July 1, 1966, October 1, 1972, May 1, 1974, November 1, 1975,
17 December 1, 1976, March 1, 1979, July 6, 1986, october 17, 1986,

september 7, 1990, January 19, 1991, September 21,1991, December
19
24, 1993, and October 30, 1994; and
20
WHEREAS, the city council of the city of Vernon adopted
21
Resolution No. 6946, on May 6, 1997, which declared its intention to
22
approve an amendment to the contract with the PERS; and
23
WHEREAS, the city council of the city of Vernon wishes to
24
amend the PERS contract pursuant to Government Code Section 21573 to
25 provide third level of 1959 survivors benefits for local fire
26
members only; and
27
WHEREAS, the IIAmendment to the Contract Between the Board
28
of Administration of the Public Employees' Retirement system and the
1 city council of the city of Vernon" restates the original Contract
2 as amended and makes the following changes:

Because of amendments and reorganization of the

Government Code sections pertaining to PERS, the section
5

numbers cross-referenced in the Contract have been changed;

2. section 7.a. of the contract has been amended to delete

local fire members and section 7.e. has been amended to add

3. section 10.a. of the Contract has been amended to add
local fire members.
THE CITY COUNCIL OF THE CITY OF VERNON HEREBY ORDAINS:

SECTION 1:
The "Amendment to the contract Between the
13 Board of Administration of the Public Employees' Retirement system
14 and the city council of the city of Vernon" is hereby approved and
15 authorized, a copy of said amendment being attached hereto, marked
16 "Exhibit" and made a part hereof by reference.

SECTION 2:
The Mayor and the city Clerk are hereby
18 authorized to execut~ said Amendment for, and on behalf of, the city
19 council of the city of Vernon.

SECTION 3: There being no newspaper printed, published or
21 circulated in the city of Vernon, the city Clerk is hereby directed
22 to certify to the passage of this ordinance and shall post the same,
23 or cause the same to be posted, within fifteen (l5) days after its
24 passage in accordance with section 36933 of the Government Code, in
25 three (3) of the most public places in the city of Vernon, to wit:
26 the northwest corner of 38th street and Santa Fe Avenue, the
27 northeast corner of Leonis Boulevard and Pacific Boulevard, and on
28 the bulletin board in the lobby of the city Hall of said city,
