A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING AND ADOPTING THE
STANDARDIZED EMERGENCY MANAGEMENT SYSTEM
(SEMS) MULTI-HAZARD FUNCTIONAL PLAN

WHEREAS, the City Council of the City of Vernon
previously created the Vernon Disaster Council by enacting
Ordinance No. 897 in April, 1980; and
WHEREAS, pursuant to the provisions of Ordinance No.
897 set forth in Chapter 8 of the Vernon City Code and Section
8.10, the Vernon Disaster Council developed an emergency plan

which was approved and adopted by Resolution No. 6326 on
September 21, 1993, entitled the "Multi-Hazard Functional Plan";
and
WHEREAS, Government Code Section 8607 directed the
Office of Emergency Services in coordination with other state
agencies and local emergency management agencies to jointly
establish by regulation a standardized emergency management
system ("SEMS"); and
WHEREAS, Government Code Section 8607 calls for each
local agency to use the SEMS in order to be eligible for any
funding of response-related costs under a disaster assistance
program; and
WHEREAS, the City's Multi-Hazard Functional Plan has
been redrafted to incorporate the SEMS; and
WHEREAS, Leonis C. Malburg as Chief Executive of the
Direction and Control Group of the Emergency Operations Center
has recommended that said revised Plan be approved and adopted;
and
,
1 WHEREAS, the use of said revised Plan by the City of
2 Vernon will benefit the health, safety, and public welfare.
3 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
4 THE CITY OF VERNON AS FOLLOWS:

SECTION 1:
The City Council of the City of Vernon
6 hereby finds and determines that the recitals contained
7 hereinabove are true and correct.
SECTION 2:
The City Council of the City of Vernon
8
9 hereby approves and adopts the revised SEMS Multi-Hazard
10 Functional Plan, a copy of which has been presented to the City
11 Council concurrently with this resolution, and the City council
12 hereby orders said Plan to be received and filed by the City
13 Clerk.

SECTION 3: The City council of the City of Vernon
15 hereby authorizes the City Clerk to notify the California Office
16 of Emergency Services that the City of Vernon has approved and
17 adopted said Plan and to deliver a certified copy of this
18 resolution to Keith Harrison, Deputy Regional Administrator,
19 Southern Region, Governor's Office of Emergency Services, AFRC,
20 Building 283, 11200 Lexington Drive, Los Alamitos, CA 90720-5002.

SECTION 4:
The City Clerk of the City of Vernon shall

certify to the passage of this resolution, and thereupon and
23
thereafter the same shall be in full force and effect.
