A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON SUPERSEDING RESOLUTION NO. 6684 AND
ESTABLISHING THE RATES FOR BUSINESS LICENSE TAXES
AND RELATED FEES AND DEPOSITS PURSUANT TO CHAPTER
15 OF THE CODE OF THE CITY OF VERNON, CALIFORNIA,

WHEREAS, pursuant to Vernon City Code Section 15.8, the
City Council of the City of Vernon is authorized to set business
license taxes, related fees and deposits by resolution; and
WHEREAS, the City Council has established business license

fees pursuant to Resolution No. 6684, adopted on September 19, 1995;
and
11

WHEREAS, the cost of living and general prices have
increased and the fees established herein reflect adjustments to
13
cover increased costs and to provide internal consistency between
14
the fee increments; and
15

WHEREAS, the City Administrator-Finance Director has
recommended that the business license taxes, related fees, and
17
deposits be revised as set forth herein.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are
22
true and correct.

SECTION 2: Transfer Fees (V.C.C. Sec. 15.9).
25
When a business relocates within the City of Vernon, there
shall be no transfer fee.
26

SECTION 3: Business License Fees (V.C.C. Sec. 15.18).
28
Every person doing business or engaged in any business,
1 profession, trade or occupation, or performing any act, or otherwise
2 dealing in or with goods, wares or merchandise, and not
3 elsewhere specifically licensed by other provisions of Chapter 15 of
4 the Vernon city Code, shall pay a license fee for each calendar year
5 or portion thereof for the privilege of doing business in the City
6 of Vernon as follows:
7 ANNUAL FEE
8 FOR EVERY PERSON EMPLOYING:
9 0 or 1 employee (warehousing with no employees
in the City of Vernon shall pay the minimum of
10 $120.00 per year)

11 SECTION 4: Penalties and Delinquent Charges (V.C.C. Sec.
12 15.20).
13 Delinquent business licenses, including new businesses
14 which have failed to obtain a license, shall be charged a delinquent
15 fee of ten percent (10%) for the first month and ten percent (10%)
16 per month thereafter up to a maximum of fifty percent (50%) of their
17 annual business license fee for each year of delinquency in addition
18 to the annual business license fee for each such year.
19 SECTION 5: Central station Industrial Protective service
20 (V.c.c. Sec. 15.28).
21 Every person conducting a central station protective
22 signaling system shall pay the following fees:
23 (a) The applicant shall pay a minimum license fee of
24 $355.00 per year at the time of application for or renewal of the
25 license;
26 (b) The licensee shall pay to the City of Vernon two
27 percent (2%) of the gross receipts of business arising from
28 licensee's operations conducted in the City of Vernon, less the

2 SECTION 6: Persons without a Fixed Place of Business
3 (V.C.C. Sec. 15.29).
4 (a) Every person, firm or corporation engaged in or
5 carrying on the business of an auctioneer for the sale at auction of
6 any real or personal property shall pay a fee of $120.00 each day
7 unless exempted by State law;
8 (b) Every person, firm, or corporation engaging in the
9 business of commercial still photography shall pay a fee of $65.00
10 each day;
11 (c) Every person, firm, or corporation providing taxicab
12 service in the city other than from a taxicab stand, as such terms
13 are defined in Chapter 23 of the Code, shall pay a fee of $180.00
14 each year;
15 (d) Every person, firm, or corporation providing vehicle
16 towing services in the city shall pay a fee of $180.00 each year.
17 SECTION 7: License Fees for Peddlers (V.C.C. Sec. 15.30).
18 (a) Every peddler shall pay a minimum fee of $220.00 per
19 year, or portion thereof;
20 (b) Every peddler who calls attention to his wares, or
21 advertises the same by use of music, entertainment, speech, fancy or
22 grotesque dress, or otherwise, upon any public street, alley or
23 other public place, doorway of any room or building, unenclosed or
24 vacant lot or parcel of land within the city of Vernon, shall pay
25 $625.00 per year, or any portion thereof;
26 (c) Every catering vehicle engaged in the preparation and
27 sale of hot food and drink items from said vehicle shall pay a fee
28 of $235.00 per year;

1 (d) Every catering vehicle engaged in the preparation and
2 sale of cold food and drink items only from said vehicle, shall pay
3 a fee of $190.00 per year;
4 (e) Catering vehicles not otherwise licensed, operating in
5 the City of Vernon to serve an auction or other special event, shall
6 pay a fee of $55.00 per day for each day or portion thereof for said
7 operation.
8 (f) When a license for a peddler's vehicle or for a
9 catering vehicle is transferred from vehicle to vehicle, there shall
10 be a transfer fee of $65.00.
11 SECTION 8: Motion Picture Production (V.C.C. Sec. 15.31).
12 Every person engaged in motion picture production in the
13 City of Vernon shall pay the fees set forth in the filming permit
14 guidelines as approved by the City Council.
15 SECTION 9: Selling Fruits and Vegetables (V.C.C. Sec.
16 15.32).
17 Every person selling fruits and vegetables from a vehicle
18 shall pay a fee of $190.00 per year, or portion thereof.
19 SECTION 10: Dealers in Junk, Metal, Rags, Paper, etc.
20 (V.C.C. Sec. 15.33)
21 (a) Every person carrying on the business commonly known
22 as junk or scrap metal dealer shall pay a fee of $I,425.00 per year;
23 (b) A secondhand rag or paper dealer shall pay a fee of
24 $935.00 per year;
25 (c) A secondhand pipe dealer shall pay the sum of
26 $I,425.00 per year.
27 SECTION 11: Business License Fee For Warehousing (V.C.C.
28 Sec. 15 . 34 )

(a) The minimum warehousing license fee shall be $200.00
2 per year and the maximum warehousing fee shall be $I,990.00 per
3 year.
Warehousing shall include distributing and wholesale
4 businesses which are not conducted in conjunction with a
5 manufacturing business;

(b)
For every person engaged in or carrying on the
7 business of warehousing in the City of Vernon, the fee per square
8 foot shall be as follows:

(c) Each additional offsite warehousing facility which a
14 business may have in the City of Vernon shall have a business
15 license and the fee per square foot shall be as follows:

(d) If the warehousing facility is 5,000 square feet or
21 less, then the minimum rate applies;

(e) Every person engaged in or carrying on the business of
23 warehousing in conjunction with a manufacturing business and where
24 said business has 100 employees or more at the same location, the
25 business license fee will be based on the number of employees, and
26 the warehousing activity at the same location is exempt from the
27 square footage fee.

1 SECTION 12: Shows, Circuses, Rodeos and Other Amusements
2 (V. C. C. Sec. 15.35).
3 Every person engaged in the business of conducting a show,
4 circus, rodeo, or other type of amusement shall pay the following
5 fees:
6 (a) $180.00 per day for such show, circus, rodeo, or other
7 type of amusement; and
8 (b) $120. 00 per day for each sideshow for which an
9 admission fee is charged, and which is operated as a side attraction
10 to a show, circus, rodeo, or other type of amusement licensed under
11 subparagraph (a) above.
12 SECTION 13: Permit for Moving of Structures (V.C.C. Sec.
13 15.42) .
14 The sum of $275.00 shall be deposited with the City Clerk,
15 payable to the City of Vernon, and a permit fee of $15.00 shall be
16 paid for each structure moved into, in, or through the city of
17 Vernon.
18 SECTION 14: Used Car and Automobile Dealers Bond (V.C.C.
19 Sec. 15.44).
20 The applicant for a used car or automobile dealership shall
21 file with the City Clerk along with the application, a bond for
22 $5,250.00 executed on behalf of the City of Vernon by a duly
23 authorized surety corporation subject to approval by the City
24 Attorney.
25 SECTION 15: Junk, Secondhand Metal, Rags, Paper, or
26 Secondhand Steel, Pipe and Fittings Dealers' Bond (V.C.C. Sec.
27 15.45).
28 The applicant for a junk, secondhand metal, rags, paper, or

1 secondhand steel, pipe and fittings dealership shall file with the
2 City Clerk along with the application, a bond for $5,250.00 executed
3 on behalf of the City of Vernon by a duly authorized surety
4 corporation subject to approval by the city Attorney.

SECTION 16: In addition to the foregoing, the licensee or
6 permittee shall pay all other necessary fees or deposits which may
7 be required by other ordinances or resolutions of the city of Vernon
8 or applicable State laws in effect.

SECTION 17:
The fees provided for herein shall be
10 effective January I, 1998, and all other resolutions in conflict
11 with this resolution are hereby repealed and Resolution No. 6684 is
12 specifically superseded and declared void.

SECTION 18: The City Clerk of the City of Vernon shall
14 certify to the passage of this resolution, and thereupon and
15
thereafter the same shall be in full force and effect.
