Resolution No. 6987 , r~ 1 RESOLUTION NO. 6987 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND ADOPTING A CITY OF VERNON INFRASTRUCTURE LOAN PROGRAM, STATE OF CALIFORNIA CDBG ECONOMIC DEVELOPMENT BLOCK GRANT 3 4 5 WHEREAS, the City of Vernon has received community 6 Development Block Grant (CDBG) No. 95-EDBG-390 in March 1996 in 7 the amount of $500,000, and may receive subsequent grants; and 8 WHEREAS, the City Council of the City of Vernon by 9 Resolution No. 6874 on November 5, 1996, approved a contract with 10 The Holt Group to develop a loan/grant program in order to provide for public and private infrastructure improvements in the city of 11 12 Vernon; and 13 WHEREAS, The Holt Group has submitted an infrastructure loan program dated April 1997, and the City Administrator has 14 15 recommended its adoption by the city Council; and 16 WHEREAS, the implementation of the infrastructure loan program utilizing CDBG funds will benefit the public health, 17 18 safety and welfare. 19 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF 20 THE CITY OF VERNON AS FOLLOWS: 21 SECTION 1: The City Council of the City of Vernon 22 hereby finds and determines that the recitals contained 23 hereinabove are true and correct. 24 SECTION 2: The City Council of the City of Vernon 25 hereby approves and adopts the City of Vernon Infrastructure Loan 26 Program, the Employment and Procurement Plan, and the Fair Share 27 Payment Plan for Benefitted Businesses for State of California 28 CDBG Economic Development Block Grant, No. 95-EDBG-390, a copy of ... So that Vernon will comply with the State Housing and Community Development requirements, we are recommending that you advise City Council to approve a Resolution adopting the above guidelines.
