RESOLUTION NO. 6988
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON GRANTING A CONDITIONAL USE PERMIT TO
ARMEN KESHISHYAN FOR THE EXPANSION OF A TRUCK
TERMINAL AT 3308 BANDINI BOULEVARD
6 WHEREAS, Armen Keshishyan is the owner and
7 operator of Vernon Truck Wash, Inc. and has applied for a
8 conditional use permit to continue operating said facility
9 and to allow it to expand by adding a customer service and
10 retail outlet and by acquiring additional parking on an
11 adjacent parcel; and
12 WHEREAS, the facility is a pre-existing conforming
13 use in the Heavy Industry (M-2) Zone; and
14
WHEREASt Section 26.3.5-3 of the Comprehensive
15 Zoning Ordinance requires a truck terminal or transportation
16 related use to obtain a conditional use permit and Section
17 26.5.2-11 requires a pre-existing use to obtain such a
18 permit when the use is extended or expanded; and
19 WHEREAS, the City Council of the city of Vernon
20 held a hearing on said application for a conditional use
21 permit on July 15, 1997; and
22 WHERE~S, the operation will service approximately
23 50 trucks per day; and
24 WHEREAS, the proposed site is approximately 2.02
25 acres in size, contains three buildings, and the size,
26 topography and drainage of the facility are adequate; and
27 WHEREAS, Armen Keshishyan is proposing to demolish
28 one existing building and construct a building that is 1,510
~
1 square feet in size and will consist ofa chrome and fuel
2 sales area and restrooms and showers for customers; and
3 WHEREAS, Armen Keshishyan is proposing to obtain
4 approximately 0.71 acres of the adjacent Los Angeles Water
5 and Power right-of-way for additional parking area; and
6 WH:EREAS, a barrier wall or lCindscaping will be
7 installed where parking areas adjoin a public street
8 pursuant to the Vernon City Code; and
9 WHEI<EAS, the proposed site is surrounded by
10 industrial uses compatible with the proposed use and no
11 adverse effect from traffic,parking, >noise, odors, dust,
12 smoke, light or glare, or risk of fire,infection or
13 explosion is anticipated from tl1e proposed operation; and
14 WHEREAS, the site has access to Bandini Boulevard,
15 100 feet in width, and traffic will generally travel east on
16 Bandini Boulevard to freeway access. All streets are of an
17 adequate pavement-type to handle the traffic generated from
18 the proposed operations; and
19 WHEREAS, the site, when completed, will have
20 adequate off-street parking and loading facilities in
21 accordance with the Vernon City Code; and
22 WHEREAS, the conditions imposed on the conditional
23 use permit will adequately protect the public health, safety
24 and general welfare and the operation is consistent with all
25 applicable rules and laws of the City of Vernon; and
26 WHEREAS, the proposed use, as to location,
27 operation and design is consistent with the General Plan and
28 Zoning Ordinance of the City of Vernon; and

1 WHEREAS, the City Council has received an
2 Engineer's Report dated July la, 1997, in this matter upon
3 which it has relied in the foregoing recitals.
4 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
5 OF THE CITY OF VERNON AS FOLLOWS:
6 SECTIQ~.l: The City Council of the City of Vernon
7 hereby finds and determines that the recitals contained
8 hereinabove are true and correct.
9 SECTION 2: The conditional use permit is granted
10 to Armen Keshishyanto operate an existing truck terminal at
11 3308 Bandini Bbulevard and to expand said facility in
12 accordance with the plans attached to the application.
13 SECTION 3: In order to adequately protect the
14 public health, safety and general welfare the following
15 conditions are imposed:
16 a. The facility shall be operated in accordance
17 with all current codes, rules, regulations and subject to
18 permit fees as adopted by the City of Vernon.
19 b. All required federal, state, local and
20 regulatory agency permits shall be obtained and maintained.
21 Prior to occupancy a business license and occupancy permit
22 shall be obtained.
23 c. All parking and loading facilities shall be
24 paved and maintained with a hard durable surface material
25 and shall be adequately drained, and kept free of dust, mud,
26 trash and weeds. Where parking or maneuvering areas adjoin
27 the public street a barrier wall or landscaping shall be
28 installed and maintained to meet City standards.

1 d. All existing cracked sidewalk, curb and gutter
2 adjacent to the site on Bandini Boulevard shall be repaired
3 and maintained to meet City standards.
4 e. No equipment or freight shall be stored on the
5 site, other than in buildings or trailers.
6 f. Servicing of vehicles including washing, steam
7 cleaning, repairing and maintenance shall be performed in
8 facilities in compliance with appropriate codes.
9 g. The facility shall be operated in a manner
10 which will not impede traffic on Bandini Boulevard.
11 h. A National Pollutant Discharge Elimination
12 System Permit shall be obtained from the California State
13 Board of Water Resources. A Storm Water Pollution
14 Prevention Plan shall be submitted to the Health Department
15 and implemented in order to prevent non-storm water
16 discharges, products, or wa~tes of any kind from entering
17 the storm drain system.
18 i. The facility shall be in compliance with all
19 Health Department rules and regulations and all required
20 Health Department permits shall be obtained.
21 j. A hazardous materials inventory and
22 business/contingency plans shall be submitted and a
23 hazardous materials permit shall be obtained from the City
24 of Vernon Health Department. Hazardous materials/wastes
25 shall be handled and managed in compliance with all
26 appropriate federal, state and local laws.
27 k. Adequate plans and materials must be available
28 for handling leaks or spills from vehicles during storage or

1 transportation.
2 1. The facility shall be operated in a manner
3 that will prevent unsanitary conditions, odors or other
4 nuisances. The property shall be provided with adequate
5 refuse containers and disposal service.
6 m. The facility's buildings shall be structurally
7 maintained to exclude vermin and the property shall be
8 maintained vermin free.

n. Anew fuel tank system (including tanks,
10 piping and monitoring system) shall be installed if the
existing monitoring system no longer complies with the
Facility Operating Permit for Underground Storage of
Hazardous Substances or by December, 1998, as required by
local, state and federal mandates.
o. No vehicles parked at the site shall be
occupied between the hours of 10:00 pm and 5:00 am.
p. Vehicles parked at the site shall not be used
for sleeping or habitation purposes.
SEC~ION4: The City Clerk of the. City of Vernon
shall certify to the passage of this resolution and
thereupon and thereafter the same shall be in full. force and
effect.

Armen Keshishyan has submitted an application for a conditional

Gentlemen:
Armen Keshishyan has applied for a conditional use permit to
operate and expand an existing truck terminal at 3308 Bandini
Boulevard.
After review of the application by the Community Services
Department, it is recommended that the conditional use permit be
granted and a negative declaration be adopted.
Herewith for your consideration are the following supporting
documents:
1. Request for conditional use permit and information
supporting the application.
2. Engineers's Report.
3. Initial Study and Environmental Checklist.
4. Notice of Public Hearing, Notice of Intent, copies of
notification letters to owners and tenants in the area and
affidavits of posting and mailing.
5. Proposed Negative Declaration.

In my opinion the proposed operation will pose no adverse
effects to the City of Vernon and will have no significant
effects on the environment since it is an existing facility.
The project is consistent with the General Plan as adopted
by the City of Vernon.
Therefore it is recommended that the City Council determine:
1. That the project is consistent with the General Plan as
adopted by the City of Vernon.
2. That the project will not have a significant effect on
the environment in this case.
3. That the project will not individually or cumulatively
have an adverse effect on wildlife resources.
It is also recommended that a Negative Declaration be
adopted, that a Notice of Determination and a De Minimis Finding
be filed with the County Clerk.
Further, it is recommended that the conditional use permit
be granted for the property at 3308 Bandini Boulevard subject to
the following conditions:
a. The facility shall be operated in accordance with all
current codes, rules, regulations and subject to permit fees as
adopted by the City of Vernon.
b. All required federal, state, local and regulatory agency
permits shall be obtained and maintained. Prior to occupancy a

PROJECT DESCRIPTION:
Armen Keshishyan is the owner and operator of Vernon Truck
Wash, Inc. located at 3308 Bandini Boulevard. Vernon Truck Wash,
Inc. is an existing facility consisting of three buildings. One is
used for truck washing; one is an office building; and one will be
demolished after construction of the propo$ed building. The
proposed building is approximately 1,510 square feet. It will
consist of a retail area for chrome and fuel sales and a customer
service area which will include showers and restrooms.
The facility is open 24 hours per day, seven (7) days per
week. Approximately fifty (50) trucks will access the site daily.
There will be approximately ten (10) employees which will cover
three eight-hour shifts. The proposed expansion includes obtaining
the right to use the adjacent Los Angeles Department of Water and
Power right-of-way for additional parking.

ON ARMEN KESISHYAN
CONDITIONAL USE PERMIT TO OPERATE A
TRUCK TERMINAL AT 3308 BANDINI BOULEVARD
(July 10, 1997)
Armen Keshishyan is the owner and operator of Vernon Truck
Wash, Inc. and has applied for a conditional use permit to
operate a truck terminal at 3308 Bandini Boulevard in the City of
Vernon. Vernon Truck Wash, Inc. is an existing truck washing
facility and is proposing to expand by constructing a customer
service and retail outlet and by providing additional parking on
an adjacent lot.
1. GENERAL PLAN The proposed use conforms to the Zoning
Ordinance and the General Plan. The site is presently being used
as a truck wash facility. A truck terminal or a transportation-
related use in the Heavy Industry (M-2) zone is required to
obtain a conditional use permit. The pre-existing use is
expanding and, thus, required to obtain a conditional use permit.
2. ~ The site is approximately 2.0 acres in size and
the adjacent Los Angeles Department of Water and Power right-of-
way that will be acquired for parking is approximately 0.71 acres
in size. The site consists of three buildings: one is the truck
washing facility, one is an office building, and one will be
demolished. The applicant is proposing to build a customer
service and retail outlet that will be 1500 square feet in size.
The building will have showers, restrooms and a retail outlet for
chrome and fuel sales. The size, shape, topography and drainage

of the parcel are adequate for the proposed operation.
3. ADVERSE AFFECT The proposed site is surrounded by
industrial uses compatible with the proposed use and no adverse
noise, odor, dust, smoke, light or glare, or risk of fire,
infection or explosion is anticipated from the proposed
operation.
4. ACCESS The site has access to Bandini Boulevard, which
is 100 feet wide. This street is of adequate size to handle the
traffic generated from the proposed expansion of the operation.
5. TRUCK MOVEMENTS There will be approximately 50 trucks
that will be serviced at the facility each day. The facility
will be open seven days per week, 24 hours per day. A majority
of the trucks will access the facility during the morning hours.
There will be 10 employees at the site which will cover three 8-
hour shifts. Traffic will generally travel east on Bandini
Boulevard to the 710 freeway when leaving the facility.
6. STATE OR FEDERAL CONDITIONS There are no conditions
imposed by State or Federal law.
7. CONDITIONS It is recommended that the following
conditions be set on the permit to adequately protect the public
interests:
a. a. The facility shall be operated in accordance with all
current codes, rules, regulations and subject to permit fees as
adopted by the City of Vernon.
b. All required federal, state, local and regulatory agency
permits shall be obtained and maintained. Prior to occupancy a
business license and occupancy permit shall be obtained.

c. All parking and loading facilities shall be paved and
maintained with a hard durable surface material and shall be
adequately drained, and kept free of dust, mud, trash and weeds.
Where parking or maneuvering areas adjoin the public street a
barrier wall or landscaping shall be installed and maintained to
meet City standards.
d. All existing cracked sidewalk, curb and gutter adjacent
to the site on Ba~dini Boulevard shall be repaired and maintained
to meet City standards.
e. No equipment or freight shall be stored on the site,
other than in buildings or trailers.
f. Servicing of vehicles including washing, steam cleaning,
repairing and maintenance shall be performed in facilities in
compliance with appropriate codes.
g. The facility shall be operated in a manner which will
not impede traffic on Bandini Boulevard.
h. A National Pollutant Discharge Elimination System Permit
shall be obtained from the California State Board of Water
Resources. A Storm Water Pollution Prevention Plan shall be
submitted to the Health Department and implemented in order to
prevent non-storm water discharges, products, or wastes of any
kind from entering the storm drain system.
i. The facility shall be in compliance with all Health
Department rules and regulations and all required Health
Department permits shall be obtained.
j. A hazardous materials inventory and business/contingency
plans shall be submitted and a hazardous materials permit shall
be obtained from the City of Vernon Health Department. Hazardous

materials/wastes shall be handled and managed in compliance with
all appropriate federal, state and local laws.
k. Adequate plans and materials must be available for
handling leaks or spills from vehicles during storage or
transportation.
1. The facility shall be operated in a manner that will
prevent unsanitary conditions, odors or other nuisances. The
property shall be provided with adequate refuse containers and
disposal service.
m. The facility's buildings shall be structurally
maintained to exclude vermin and the property shall be maintained
vermin free.
n. A new fuel tank system (including tanks, piping and
monitoring system) shall be installed if the existing monitoring
system no longer complies with the Facility Operating Permit for
Underground Storage of Hazardous Substances or by December, 1998,
as required by local, state and federal mandates.

INTRODUCTION
Armen Keshishyan has submitted a conditional use permit
application to the City of Vernon requesting permission to operate
and expand an existing truck wash facility.
This Initial Study has been prepared to determine if the
operation of this facility will have a significant effect upon the
environment. This study has been prepared in accordance with the
California Environmental Quality Act (CEQA). The City of Vernon
will use this Initial Study as a basis for deciding whether to
prepare an Environmental Impact Report (EIR) or approve a Negative
Declaration.

The facility is located at 3308 Bandini Boulevard in the City
of Vernon. The proj ect site is surrounded by Industrial and
Distribution type uses. The nearest residential dwelling is
located more than 4400 feet south of the site. The attached
vicinity map depicts the local vicinity and shows the relationship
of the facility to major highways in the Los Angeles area. The
site is zoned M-2, Heavy Industry. A truck terminal or
transportation-related use is allowed in this area with a
conditional use permit.

DISCUSSION OF ENVIRO~AL EVALUATION
I) LAND USE AND PLANNING
The project area is zoned Heavy Industry, M-2. A truck
terminal or transportation-related use is allowed in this zone
with a conditional use permit. The facility is a pre-existing
use, however, a conditional use permit is required for any
expansion or alteration of the use, as is proposed. The City of
Vernon is primarily made up of industrial and distribution type
facilities. The project site is not located near any sensitive
sites. The nearest residential unit is approximately 4400 feet
south of the project. The site is surrounded by compatible uses.
II) POPULATION AND HOUSING
The population of the City of Vernon is approximately 90,
with up to 50,000 people working in the City. The truck wash
facility will be operated with approximately 10 employees. No
change in population or housing will occur as a result of the
project.
III) GEOPHYSICAL
The topography of the City of Vernon is relatively level.
Although there are no known earthquake faults in the City, Vernon
is in a seismically active region and several faults in the area
are likely to cause moderate ground shaking in Vernon. The
modifications at the facility will require excavation for the
installation of the building foundation. Minor grading and
paving of the additional parking area will also take place. The
existing site is entirely paved. Modifications at the site will
not cause any changes to the geologic substructure, change in
topography, covering of any unique geologic or physical features,
any increase in wind or water erosion to the soil or any changes
in deposition. Since the ground is relatively level landslides
and mudslides are unlikely. The building will be constructed in
accordance with the Uniform Building Code specifications for Zone
4 seismicity. Best Management Practices will be enforced, as
necessary, to minimize the any dust and debris leaving the site.
IV) WATER
Groundwater resources in the City of Vernon consist of
inter-layer bedrock and aquifers, as found in the central Los
Angeles basin. The Los Angeles Rives is just to the south of the
property. Drainage for the site goes to Bandini Boulevard and
the proposed modifications will leave the drainage patterns
substantially unchanged. Best management practices will be
enforced to minimize any debris leaving the site. No changes in
water currents, movements, absorption rate flood flows or
drainage patterns will occur as a result of the project.
V) AIR OUALITY
The City of Vernon lies ~n the middle of the Los Angeles
coastal plain. The coastal plain has a semi-marine micro-
climate, which is characteristic of areas which are behind the
fog belt but constantly under the ocean's influence. Winters are
seldom cold and frost is rare. Spring days may be cloudy due to
high fog and summers are warmer than along the coast.
Winter temperatures are lower than a marine climate and
there is less fog in summer. The annual average daytime
temperature ranges from 84.10F in August to 66.60F in January.
Nighttime temperatures vary from 64.40F in summer to 48.40F in
winter. The average annual rainfall in the City is 14.85 inches
and occurs from late October to early April.
The City of Vernon is located within the South Coast Air
Basin of California. The basin covers a 6,600-square mile area
within Orange County, non-desert portions of Los Angeles County,
Riverside County, and San Bernardino County. Air quality in the
basin is monitored by the South Coast Air Quality Management
District (SCAQMD) at 35 monitoring stations throughout the area.
The monitoring station nearest to the City of Vernon is the Pico
Rivera station. Readings at the station are used to characterize
air quality in the City of Vernon.
The South Coast Air Basin, in general, has not attained
national and state standards for ozone, carbon monoxide, nitrogen
dioxide, and PM. Comparison with national and state standards
for these contaminants show that readings at the Pico Rivera
station have maximum ozone concentrations that are 2 to 3 times
the state standard and exceedances occur lout of every 3 days.
Carbon monoxide concentrations have not exceeded established
standards and nitrogen dioxide concentration rarely exceed state
or federal standards. Total suspended particulates have exceeded
the state standard but not the federal standard. Ambient levels
of PM10 are not monitored at the Pico Rivera station, so the Los
Angeles station is used for these readings. The readings
exceeded the state standard in 50 to 63 percent of the samples
but are generally less than the federal standard.
VI) TRANSPORTATION/CIRCULATION
Several freeways serve Vernon. To the north is the Santa
Ana (I-5), Santa Monica (I-10) and the Hollywood (I-101)
freeways, to the west is the Harbor Freeway (I-110), and to the
east is the Long Beach Freeway (I-710). Vernon has several
arterials which bisect the City. The site has access to Bandini
Boulevard which is 100 feet in width.
The existing truck wash facility will service approximately
50 trucks per day. The arrival of these trucks is unpredictable,
however, a majority of the trucks arrive in the morning hours.
Ample truck parking and maneuvering is provided on site in order
to prevent queuing on Bandini Boulevard. There will be
approximately 10 employees accessing the site in three shifts.
Traffic will access the site from the Bandini Boulevard and
will typically exit the facility and travel easterly to 'the 710
Freeway. The proposed traffic load is not significant in
comparison to the total load on the surrounding streets and is
not substantially greater than the amount of traffic historically
generated by the property.
VII) BIOLOGICAL RESOURCES
The City of Vernon is urbanized and plant life is limited to
non-native, introduced and ornamental species which are used for
landscaping. Existing vegetation typically found in the City
consists of street trees, grass and other vegetation commonly
used in landscaping. Animal life in Vernon and nearby urban
communities consists of bird, reptile and mammal species that
live inclose proximity to man. There are no endangered animal
species in the City.

ENERGY AND MINERAL RESOURCES
The truck wash facility is an existing use. There will be
no impact to the City of Vernon Light and Power Department. The
energy used by this operation will be negligible.
There are no natural resource extraction activities in or
near the City.
IX) HAZARDS
All facilities within the City are regularly inspected by
the Vernon Fire and Health Departments for code violations. The
inspections are made to reduce the potential for urban fires.
The Vernon Fire Department has a fully manned hazardous materials
unit. All personnel are trained in hazardous material response.
No adverse impacts are anticipated.
X) NOISE
The noise environment within the City is dominated by
traffic noise. The project site is located in an industrial area
already subject to relatively high ambient noise levels. The
noise generated by the facility will not cause a significant
effect on the environment.
XI) PUBLIC SERVICES
The City of Vernon has both a Fire and Police Department.
No additional public services will be required for this facility.
XII) UTILITIES AND SERVICE SYSTEMS
The site is currently served with all utilities and the
proposed operation will not require any additional services
beyond those presently being served.
XIII) AESTHETICS
The area surrounding the property is made up of industrial

any offensive visual effect. A six-foot wall or screened fence
will be required in order to prevent any visual detriments.
The project, as proposed, will provide outside lights for
work during the night time hours. The site is located in an
industrial area and lighting of facilities is common, therefore
no impacts from light are anticipated. The project as proposed,
will create no glare.
XIV) CULTURAL RESOURCES
There are no known historic buildings or cultural sites in
the area. No archaeological or historical objects are present.
XV) RECREATION
There will be no significant impact to any recreational
resources in the area.
DISCUSSION OF LAND IMPACTS
The proposed project is in conformance with the City of
Vernon General Plan. The zoning of the site is M-2, Heavy
Industry, which allows a truck terminal or transportation-related
use with a conditional use permit. No impacts to surrounding
properties are expected.

DISCUSSION OF ENVIRONMENTAL EVALUATION
I} LAND USE AND PLANNING
The project area is zoned Heavy Industry, M-2. A truck
terminal or transportation-related use is allowed in this zone
with a conditional use permit. The facility is a pre-existing
use, however, a conditional use permit is required for any
expansion or alteration of the use, as is proposed. The City of
Vernon is primarily made up of industrial and distribution type
facilities. The project site is not located near any sensitive
sites. The nearest residential unit is approximately 4400 feet
south of the project. The site is surrounded by compatible uses.
II) POPULATION AND HOUSING
The population of the City of Vernon is approximately 90,
with up to 50,000 people working in the City. The truck wash
facility will be operated with approximately 10 employees. No
change in population or housing will occur as a result of the
project.
III) GEOPHYSICAL
The topography of the City of Vernon is relatively level.
Although there are no known earthquake faults in the City, Vernon
is in a seismically active region and several faults in the area
are likely to cause moderate ground shaking in Vernon. The
modifications at the facility will require excavation for the
installation of the building foundation. Minor grading and
paving of the additional parking area will also take place. The
existing site is entirely paved. Modifications at the site will
not cause any changes to the geologic substructure, change in
topography, covering of any unique geologic or physical features,
any increase in wind or water erosion to the soil or any changes
in deposition. Since the ground is relatively level landslides
and mudslides are unlikely. The building will be constructed in
accordance with the Uniform Building Code specifications for Zone
4 seismicity. Best Management Practices will be enforced, as
necessary, to minimize the any dust and debris leaving the site.
IV} WATER
Groundwater resources in the City of Vernon consist of
inter-layer bedrock and aquifers, as found in the central Los
Angeles basin. The Los Angeles Rives is just to the south of the
property. Drainage for the site goes to Bandini Boulevard and
the proposed modifications will leave the drainage patterns
substantially unchanged. Best management practices will be
enforced to minimize any debris leaving the site. No changes in
water currents, movements, absorption rate flood flows or
drainage patterns will occur as a result of the project.

V) AIR OUALITY
The City of Vernon lies in the middle of the Los Angeles
coastal plain. The coastal plain has a semi-marine micro-
climate, which is characteristic of areas which are behind the
fog belt but constantly under the ocean's influence. Winters are
seldom cold and frost is rare. Spring days may be cloudy due to
high fog and summers are warmer than along the coast.
Winter temperatures are lower than a marine climate and
there is less fog in summer. The annual average daytime
temperature ranges from 84.10F in August to 66.60F in January.
Nighttime temperatures vary from 64.40F in summer to 48.40F in
winter. The average annual rainfall in the City is 14.85 inches
and occurs from late October to early April.
The City of Vernon is located within the South Coast Air
Basin of California. The basin covers a 6,600-square mile area
within Orange County, non-desert portions of Los Angeles County,
Riverside County, and San Bernardino County. Air quality in the
basin is monitored by the South Coast Air Quality Management
District (SCAQMD) at 35 monitoring stations throughout the area.
The monitoring'station nearest to the City of Vernon is the Pico
Rivera station. Readings at the station are used to characterize
air quality in the City of Vernon.
The South Coast Air Basin, in general, has not attained
national and state standards for ozone, carbon monoxide, nitrogen
dioxide, and PM. Comparison with national.and state standards
for these contaminants show that readings at the Pico Rivera
station have maximum ozone concentrations that are 2 to 3 times
the state standard and exceedances occur 1 out of every 3 days.
Carbon monoxide concentrations have not exceeded established
standards and nitrogen dioxide concentration rarely exceed state
. or federal standards. Total suspended particulates have exceeded
the state standard but not the federal standard. Ambient levels
of PM10 are not monitored at the Pico Rivera station, so the Los
Angeles station is used for these readings. The readings
exceeded the state standard in 50 to 63 percent of the samples
but are generally less than the federal standard.
VI) TRANSPORTATION/CIRCULATION
Several freeways serve Vernon. To the north is the Santa
Ana (I-5), Santa Monica (I-10) and the Hollywood (I-101)
freeways, to the west is the Harbor Freeway (I-110), and to the
east is the Long Beach Freeway (I-710). Vernon has several .
arterials which bisect the City. The site has access to Bandini
Boulevard which is 100 feet in width.
The existing truck wash facility will service approximately
50 trucks per day. The arrival of these trucks is unpredictable,
however, a majority of the trucks arrive in the morning hours.
Ample truck parking and maneuvering is provided on site in order
,.
to prevent queuing on Bandini Boulevard. There will be
approximately 10 employees accessing the site in three shifts.
Traffic will access the site from the Bandini Boulevard and
will typically exit the facility and travel easterly to the 710
Freeway. The proposed traffic load is not significant in
comparison to the total load on the surrounding streets and is
not substantially greater than the amount of traffic historically
generated by the property.
VII) BIOLOGICAL RESQURCES
The City of Vernon is urbanized and plant life is limited to
non-native, introduced and ornamental species which are used for
landscaping. Existing vegetation typically found in the City
consists of street trees, grass and other vegetation commonly
used in landscaping. Animal life in Vernon and nearby urban
communities consists of bird, reptile and mammal species that
live in close proximity to man. There are no endangered animal
species in the City.

ENERGY AND MINERAL RESOURCES
The truck wash facility is an existing use. There will be
no impact to the City of Vernon Light and Power Department. The
energy used by this operation will be negligible.
There are no natural resource extraction activities in or
near the City.
IX) HAZARDS
All facilities within the City are regularly inspected by
the Vernon Fire and Health Departments for code violations. The
inspections are made to reduce the potential for urban fires.
The Vernon Fire Department has a fully manned hazardous materials
unit. All personnel are trained in hazardous material response.
No adverse impacts are anticipated.
X) NOISE
The noise environment within the City is dominated by
traffic noise. The project site is located in an industrial area
already subject to relatively high ambient.noise levels. The
noise generated by the facility will not cause a significant
effect on the environment.
XI) PUBLIC SERVICES
The City of Vernon has both a Fire and Police Department.
No additional public services will be required for this facility.
XII) UTILITIES AND SERVICE SYSTEMS

The site is currently served with all utilities and the
proposed operation will not require any additional services
beyond those presently being served.
XIII) AESTHET~CS
The area surrounding the property is made up of industrial
and commercial uses. The facility will blend in and not create
any offensive visual effect. A six-foot wall or screened fence
will be required in order to prevent any visual detriments.
The project, as proposed, will provide outside lights for
work during the night time hours. The site is located in an
industrial area and lighting of facilities is common, therefore
no impacts from light are anticipated. The project as proposed,
will create no glare.
XIV) CULTURAL RESOURCES
There are no known historic buildings or cultural sites in
the area. No archaeological or historical objects are present.
XV) RECREATION
There will be no significant impact to any recreational
resources in the area.
DISCUSSION OF LAND IMPACTS
The proposed project is in conformance with the City of
Vernon General Plan. The zoning of the site is M-2, Heavy
Industry, which allows a truck terminal or transportation-related
use with a conditional use permit. No impacts to surrounding
properties are expected.

INTRODUCTION
Armen Keshishyan has submitted a conditional use permit
application to the City of Vernon requesting permission to operate
and expand an existing truck wash facility.
This Initial Study has been prepared to determine if the
operation of this facility will have a significant effect upon the
environment. This study has been prepared in accordance with the
California Environmental Quality Act (CEQA). The City of Vernon
will use this Initial Study as a basis for deciding whether to
prepare an Environmental Impact Report (EIR) or approve a Negative
Declaration.
PROJECT LOCATION AND EXISTING LAND USE
The facility is located at 3308 Bandini Boulevard in the City
of Vernon. The project site is surrounded by Industrial and
Distribution type uses. The nearest residential dwelling is
located more than 4400 feet south of the site. The attached
vicinity map depicts the local vicinity and shows the relationship
of the facility to major highways in the Los Angeles area. The

DISCUSSION OF ENVIRONMENTAL EVALUATION
I} LAND USE AND PLANNING
The project area is zoned Heavy IndustrYI M-2. A, truck
terminal or transportation-related use is allowed in this zone
with a conditional use permit. The facility is a pre-existing
use, however, a conditional use permit is required for any
expansion or alteration of the use, as is proposed. The City of
Vernon is primarily made up of industrial and distribution type
facilities. The project site is not located near any sensitive
sites. The nearest residential unit is approximately 4400 feet
south of the project. The site is surrounded by compatible uses.
II} POPULATION AND HOUSING
The population of the City of Vernon is approximately 90,
with up to 501000 people working in the City. The truck wash
facility will be operated with approximately 10 employees. No
change in population or housing will occur as a result of the
project.
III} GEOPHYSICAL
The topography of the City of Vernon is relatively level.
Although there are no known earthquake faults in the City, Vernon
is in a seismically active region and several faults in the area
are likely to cause moderate ground shaking in Vernon. The
modifications at the facility will require excavation for the
installation of the building foundation. Minor grading and
paving of the additional parking area will also take.place. The
existing site is entirely paved. Modifications at the site will
not cause any changes to the geologic substructure, change in
topography, covering of any unique geologic or physical features,
any increase in wind or water erosion to the soil or any changes
in deposition. Since the ground is relatively level landslides
and mudslides are unlikely. The building will be constructed in
accordance with the Uniform Building Code specifications for Zone
4 seismicity. Best Management Practices will be enforced, as
necessary, 'to minimize the any dust and debris leaving the site.
IV) WATEF~
Groundwater resources in the City of Vernon consist of
inter-layer bedrock and aquifers, as found in the central Los
Angeles basin. The Los Angeles Rives is just to the south of the
property. Drainage for the site goes to Bandini Boulevard and
the proposed modifications will leave the drainage patterns
substantially unchanged. Best management practices will be
enforced to minimize any debris leaving the site. No changes in
water currents, movements, absorption rate flood flows or
drainage patterns will occur as a result of the project.

V) AIR OUALITY
The City of Vernon lies in the middle of the Los Angeles
coastal plain. The coastal plain has a semi-marine micro-
climate, which is characteristic of areas which are behind the
fog belt but constantly under the oceants influence. Winters are
seldom cold and frost is rare. Spring days may be cloudy due to
high fog and summers are warmer than along the coast.
Winter temperatures are lower than a marine climate and
there is less fog in summer. The annual average daytime
temperature ranges from 84.10F in August to 66.60F in January.
Nighttime temperatures vary from 64.40F in summer to 48.40F in
winter. The average annual rainfall in the City is 14.85 inches
and occurs from late October to early April.
The City of Vernon is located within the South Coast Air
Basin of California. The basin covers a 6,600-square mile area
within Orange County, non-desert portions of Los Angeles County,
Riverside County, and San Bernardino County. Air quality in the
basin is monitored by the South Coast Air Quality Management
District (SCAQMD) at 35 monitoring stations throughout the area.
The monitoring'station nearest to the City of Vernon is the Pico
Rivera station. Readings at the station are used to characterize
air quality in the City of Vernon.
The South Coast Air Basin, in general, has not attained
national and state standards for ozone, carbon monoxide, nitrogen
dioxide, and PM. Comparison with national ,and state standards
for these contaminants show that readings at the Pico Rivera
station have maximum ozone concentrations that are 2 to 3 times
the state standard an~ exceedances occur lout of every 3 days.
Carbon monoxide concentrations have not exceeded established
standards and nitrogen dioxide concentration rarely exceed state
or federal standards. Total suspended particulates have exceeded
the state standard but not the federal standard. Ambient levels
of PM10 are not monitored at the Pico Rivera station, so the Los
Angeles station is used for these readings. The readings
exceeded the state standard in 50 to 63 percent of the samples
but are generally less than the federal standard.
VI) TRANSPORTATION/CIRCULATION
Several freeways serve Vernon. To the north is the Santa
Ana (1-5), Santa Monica (1-10) and the Hollywood (1-101)
freeways, to the west is the Harbor Freeway (1-110), and to the
east is the Long Beach Freeway (1-710). Vernon has several
arterials which bisect the City. The site has access to Bandini
Boulevard which is 100 feet in width.
The existing truck wash facility will service approximately
50 trucks per day. The arrival of these trucks is unpredictable,
however, a majority of the trucks arrive in the morning hours.
Ample truck parking and maneuvering is provided on site in order

to prevent queuing on Bandini Boulevard. There will be
approximately 10 employees accessing the site in three shifts.
Traffic will access the site from the Bandini Boulevard and
will typically exit the facility and travel easterly to the 710
Freeway. The proposed traffic load is not significant in
comparison to the total load on the surrounding streets and is
not substantially greater than the amount of traffic historically
generated by the property.
VII) BIOLOGICAL RESOURCES
The City of Vernon is urbanized and plant life is limited to
non-native, introduced and ornamental species which are used for
landscaping. Existing vegetation typically found in the City
consists of street trees, grass and other vegetation commonly
used in landscaping. Animal life in Vernon and nearby urban,
communities consists of bird, reptile and mammal species that
live in close proximity to man. There are no endangered animal
species in the City.
VI I I )
ENERG~ AND MJNERAL RESOURCES
The truck wash facility is an existing use. There will be
no impact to the City of Vernon Light and Power Department. The
energy used by this operation will be negligible.
There are no natural resource extraction activities in or
near the City.
IX) HAZARDS
All facilities within the City are regularly inspected by
the Vernon Fire and Health Departments for code violations. The
inspections are made to reduce the potential for urban fires.
The Vernon Fire Department has a fully manned hazardous materials
unit. All personnel are trained in hazardous material response.
No adverse impacts are anticipated,
X) NOISE
The noise environment within the City is dominated by
traffic noise. The project site is located in an industrial area
already subject to relatively high ambient noise levels. The
noise generated by the facility will not cause a significant
effect on the environment.
XI) PUBLIC SERVICES
The City of Vernon has both a Fire and Police Department.
No additional public services will be required for this facility.
XII) UTILITIES AND SERVICE SYSTEMS
The site is currently served with all utilities and the
proposed operation will not require any additional services
beyond those presently being served.
XIII) AESTHETICS
The area surrounding the property is made up of industrial
and commercial uses. The facility will blend in and not create
any offensive visual effect. A six-foot wall or screened fence
will be required in order to prevent any visual detriments.
The project, as proposed, will provide outside lights for
work during the night time hours. The site is located in an
industrial area and lighting of facilities is common, therefore
no impacts from light are anticipated. The project as proposed,
will create no glare.
XIV) CULTURAL RESOURCES
There are no known historic buildings or cultural sites in
the area. No archaeological or historical objects are present.
XV) RECREATION
There will be no significant impact to any recreational
resources in the area.
DISCUSSION OF LAND IMPACTS
The proposed project is in conformance with the City of
Vernon General Plan. The zoning of the site is M-2, Heavy
Industry, which allows a truck terminal or transportation-related
use with a conditional use permit. No impacts to surrounding
properties are expected.
