A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON APPROVING THE LOS ANGELES COUNTY
COUNTYWIDE SITING ELEMENT FOR SOLID WASTE
DISPOSAL FACILITIES

WHEREAS, Section 41700 of the California Public
6
Resources Code requires the County of Los Angeles to prepare a
countywide siting element to establish regulations for the
7
8
planning and siting of solid waste transformation and land
9
disposal facilities on a countywide basis; and
10
WHEREAS, the preliminary draft Countywide Siting Element
was circulated for public review by the County of Los Angeles from
11

County to solicit questions and comments on the preliminary draft
16
Countywide Siting Element; and
WHEREAS, all the comments received through the public
information meetings and from the cities within the County,
17
18
19
various public agencies, environmental groups, business/industry
20
groups, and interested parties were reviewed and the Countywide
21
Siting Element was completed under the auspices of the Los Angeles
County Solid Waste Management Committee/Integrated Waste
22
23
Management; and
24
WHEREAS, an Environmental Impact Report was prepared for
the Countywide Siting Element by the County of Los Angeles in
25
26
compliance with the California Environmental Quality Act and
27
certified by the Los Angeles County Board of supervisors on
28
June 24, 1997; and
1 WHEREAS, the Countywide siting Element must be approved
2 by a majority of the cities within the County containing a
3 majority of the incorporated population of the county; and
4 WHEREAS, the County of Los Angeles has submitted the
5 Countywide Siting Element dated June 1997, to the City of Vernon
6 for approval, together with (1) the certified Environmental Impact
7 Report for the Siting Element and (2) draft Findings of Fact
8 regarding the Final Environmental Impact Report; and
9 WHEREAS, there being no newspaper of general circulation
10 in the City, notice of a pUblic hearing on the adoption of the
11 Countywide siting Element by this Council was posted in three (3)
12 of the most public places in the City of Vernon, to wit: the
13 northwest corner of 38th Street and Santa Fe Avenue, the northeast
14 corner of Leonis Boulevard and Pacific Boulevard, and on the
15 bulletin board in the lobby of the city Hall of said City, located
16 at 4305 Santa Fe Avenue, all in the City of Vernon, county of Los
17 Angeles, State of California, on or about September 8, 1997; and
18 WHEREAS, on October 7, 1997, the City Council held a
19 public hearing at which the Council considered adoption of the
20 Countywide Siting Element; and
21 WHEREAS, at the public hearing all interested persons
22 were given an opportunity to appear and be heard, and the Council
23 considered all public comments.
24 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
25 THE CITY OF VERNON AS FOLLOWS:
26 SECTION 1: The City Council of the City of Vernon
27 hereby finds and determines that the recitals contained
28 hereinabove are true and correct.

1 SECTION 2: The City Council finds that it has
2 considered the final Environmental Impact Report prepared by the
3 County of Los Angeles for the countywide siting Element and
4 certified by the County Board of Supervisors in compliance with
5 the California Environmental Quality Act.
6 SECTION 3: The City Council finds that it has
7 considered the environmental effects of the Siting Element as
8 shown in the Final Environmental Impact Report, a copy of which
9 has been presented to the City Council concurrently with this
10 resolution, and determined that the siting Element will not have a
11 significant effect on the environment.
12 SECTION 4: The City Council adopts the draft Findings
13 of Fact regarding the Final Environmental Impact Report for the
14 Countywide Siting Element, a copy of which has been presented to
15 the City Council concurrently with this resolution, and the same
16 being incorporated herein by reference as though set forth at
17 length.
18 SECTION 5: The City Council hereby approves the
19 Countywide Siting Element, a copy of which has been presented to
20 the City Council concurrently with this resolution, and the City
21 Council hereby orders said Countywide siting Element to be
22 received and filed by the City Clerk.

SECTION 6: The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution, and thereupon and
3 thereafter the same shall be in full force and effect.
4 APPROVED AND ADOPTED this 7th day of October, 1997.
