A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON, CALIFORNIA, ORDERING TERRITORIES
DESIGNATED AS PARCEL 1 AND 2 ANNEXED TO THE
CITY OF VERNON AND CITY OF MAYWOOD,
RESPECTIVELY, IN CONNECTION WITH
REORGANIZATION NO. 1-96 (PARCELS 1 AND 2)

WHEREAS, the cities of Vernon and Maywood on or about
7
February 9, 1996, filed an application with the Los Angeles County
8
Local Agency Formation Commission ("LAFCO") for appt::oval of an
9
exchange of parcels known as Reorganization No. 1-96 (Parcels 1
10
and 2); and
11
WHEREAS, LAFCO adopted its Resolution No. 1997-36 on
12
September 10, 1997, making determinations and approving the
13
proposed reorganization to the City of Vernon of territory
14
described in Exhibit "A" attached hereto and by this reference
incorporated herein; and
15
16
WHEREAS, the terms and conditions of reorganization as
17
approved by LAFCO are as follows:
Parcel 1 - Detach from City of
18
Maywood, annex to city of Vernon, detach from LACO Consolidated
Fire Protection District, detach from Greater LACO Vector Control
19
District, and withdraw from County Library.
Parcel 2 - Detach

from City of Vernon, annex to City of Maywood, annex to LACO
Consolidated Fire Protection District, annex to Greater LACO

Vector Control District, and annex to County Library; and

WHEREAS, the reasons for this proposed reorganization
are to attach to Vernon an area of land currently used as a

parking lot for a Vernon business and an adjacent industrial use;
and

1 WHEREAS, the regular county assessment roll is utilized
2 by this city; and
3 WHEREAS, the affected territory will not be taxed for
4 existing general bonded indebtedness of this city; and
5 WHEREAS, a public hearing on this reorganization was
6 called for and held by the City Council of the City of Maywood at
7 the place and time noticed therefor on May 28, 1996, and there
8 were no written protests filed by owners of land within the
9 territory.
10 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
11 THE CITY OF VERNON AS FOLLOWS:
12 SECTION 1: The City Council of the City of Vernon
13 hereby finds and determines that the recitals contained
14 hereinabove are true and correct.
15 SECTION 2: The City Council of the City of Vernon
16 hereby orders the territory described in Exhibit "A" annexed, and
17 directs the City Clerk of the City of Vernon to transmit seven (7)
18 certified copies of this resolution to Larry J. Calemine,
19 Executive Officer of the Local Agency Formation Commission of Los
20 Angel~s County, 383 Kenneth Hahn Hall of Administration, 500 West
21 Temple Street, Los Angeles, CA 90012.

Honorable Members:
An application was filed in February 1996 with LAFCO requesting
approval of an exchange of parcels known as Reorganization No. 1-96
(Parcels 1 and 2) between Vernon and Maywood.
Proposed Parcell - Detaching from the City of Maywood and annexing to
the City of Vernon the property commonly known as 4441 East 52nd Street
and 4459 E. 52nd Street and a portion of Cudahy Avenue in the City of
Maywood.
Proposed Parcel 2 - Detaching from the City of Vernon and annexing to
the City of Maywood undeveloped land at the corner of 52nd Street and
Atlantic Boulevard and a portion of 52nd Street.
This reorganization was approved by the Local Agency Formation
Commission of the County of Los Angeles by Resolution No. 1997-36 on
September 10, 1997.
It is recommended that the City Council adopt a resolution finalizing

In February of 1996 the City of Vernon filed an application
with LAFCO requesting approval of an exchange of Parcels known as
Reorganization No. 1-96 (Parcels 1 and 2) between Vernon and
Maywood.
Proposed Parcell Detaching from the City of Maywood and
annexing to the City of Vernon the property commonly known as

MAKING DETERMINATIONS AND ORDERING THE REORGANIZATION
OF CERTAIN TERRITORY DESIGNATED AS
"REORGANIZATION NO. 1-96, PARCELS 1 AND 2"
BETWEEN THE CITIES OF MAYWOOD AND VERNON
RESOLVED, by the Local Agency Formation Commission of the County of Los Angeles,
State of California, that
WHEREAS, an application for the proposed reorganization of certain territory to the
Cities ofMaywood and Vernon in the County of Los Angeles was filed with the Executive Officer
of this Local Agency Formation Commission, pursuant to Title 5, Division 3, commencing with
Section 56000 of the Government Code; and
WHEREAS, the Executive Officer has examined the application and executed a certificate
determining and certifYing that the application is sufficient; and
WHEREAS, the Executive Officer has prepared a report, including his recommendation
thereon, the proposal and report having been presented to and considered by this Commission;
and
WHEREAS, this Commission called for and held a public hearing on the proposal on
September 10, 1997 and at the hearing this Commission heard and received all oral and written
protest, objections and evidence which were made, presented or filed, and all persons present
were given an opportunity to hear and be heard with respect to this proposal and the report of the

WHEREAS, the Commission certifies that it has reviewed and has found the lead agency's
negative declaration to be adequate for consideration of this proposal.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. The Commission hereby amends the sphere of influence for the City of Vernon to
include Parcell; and amends the sphere of influence for the City ofMaywood to include Parcel 2.
2. Subject to the terms and conditions hereinafter specified, said reorganization is
approved.
3. A description of the boundaries of the proposal, as approved by this Commission,
is set forth in Exhibit "A," attached hereto and by this reference incorporated herein.
4. The territory includes 2.42 acres, is found to be uninhabited, and is assigned the
following distinctive short form designation:

Council at the place and time noticed therefore on May 28, 1996, and the City Council finds
and determines that there were no written protests filed by owners of land within the
territory .
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Maywood of
hereby orders the territory described in Exhibit A annexed, and directs the City Clerk of the
City of Maywood to transmit a certified copy of this resolution with applicable fees required
by Section 54902.5 of the Government Code to the executive officer of the Local Agency
Formation Commission of Los Angeles County.

City of Vernon and the City of Maywood as same existed on October 17, 1995; thence
South 70 33' 15" West 135.00 feet along the west line of said lot to the southwesterly
corner thereof; thence South 820 47' 15" East along the southerly line of said lot (being
the northerly line of 52ND Street, 60 feet wide) and its easterly prolongation a distance

Boulevard, 100 feet wide, as shown on map filed in Book 84, pages 58 and 59 of
Record of Surveys, in the office of said Recorder, said intersection being an angle point

COUNTY, LOS ANGELES COUNTY PUBLIC LIBRARY AND THE GREATER LOS
ANGELES COUNTY VECTOR CONTROL DISTRICT)
WHEREAS, the Cities of Maywood and Vernon on or about February 9, 1996, filed
an application with the Los Angeles County Local Agency Formation Commission for
approval of an exchange of parcels known as Reorganization No. 1-96 (Parcels 1 and 2)
between the Cities of Maywood and Vernon; and
WHEREAS, pursuant to Section 99 of the California Revenue and Taxation Code,
prior to the effective date of any jurisdictional change, the governing bodies of all agencies
whose serv'ice areas or service responsibilities would be altered by such change must
determine the amount of property tax revenue to be exchanged between the affected
agencies and approve and accept the negotiated exchange of property tax revenues by
resolution, but if the affected agency is a special district, the Board of Supervisors must
negotiate on behalf of the district; and
WHEREAS, the Board of Supervisors of Los Angeles County, on behalf of the
County of Los Angeles and the Consolidated Fire Protection District and the Los Angeles
County Public Library, the Greater Los Angeles County Vector Control District, the City of
Maywood, and the City of Vernon, hereinafter referred to as the "Agencies, II have
determined that the amount of property tax revenues to be exchanged between their
respective agencies as a result of the IIReorganization No. 1-96 (Parcels 1 and 2)11
between the Cities of Maywood and Vernon is as set forth below.
NOW THEREFORE, BE IT RESOLVED AS FOllOWS:
1. The negotiated eXChange of property tax revenues between the Agencies
resulting from "Reorganization No. 1-96 (Parcels 1 and 2)" is approved and accepted.
2. For fiscal years commencing on and after July 1, 1997, or after the effective
date of this jurisdictional change, whichever is later, there shall be a transfer of funds to
the Agencies consistent with the provisions of Section 97.35 and 98 of the California
Revenue and Taxation Code, as determined by the County Auditor-Controller.
3. PARCEL 1 - For fiscal years commencing on and after July 1,1997, or after
the effective date of this jurisdictional change, whichever is later, all property tax revenue
received by: 1) the Consolidated Fire Protection District of Los Angeles County, 2) the Los
Angeles County Public Library, 3) the Greater Los Angeles County Vector Control District,
and 4) the City of Maywood attributable to the "Reorganization No. 1-96 (Parcel 1 )" shall
be transferred to the County of Los Angeles.
4. PARCEL 1 - For fiscal years commencing on and after July 1, 1997, or after
the effective date of this jurisdictional change, whichever is later, two hundred and four
dollars ($204) in property tax revenue shall be transferred from the County of Los Angeles
to the City of Vernon. In addition, for each fiscal year commencing on and after July 1,
1997, or after the effective date of this jurisdictional change, whichever is later, 7.8003681
percent of the incremental tax growth attributable to Parcel 1 area of the "Reorganization
No. 1-96" shall be transferred from the County of Los Angeles to the City of Vernon and
the County of Los Angeles' share of incremental tax growth shall be reduced accordingly.
5. PARCEL 2 - This parcel is currently exempt from ad valorem taxation,
however, for fiscal years commencing on and after July 1, 1997, or after the effective date
of this jurisdictional change, whichever is later, four hundred and thirty seven dollars
($437) in property tax revenue shall be transferred from the County of Los Angeles to the
Consolidated Fire Protection District of Los Angeles County. In addition, for each fiscal
year commencing on and after July 1, 1997, or after the effective date of this jurisdictional
change, whichever is later, 14.6036153 percent of the incremental tax growth attributable
to Parcel 2 area of the "Reorganization No. 1-96" shall be transferred from the County of
Los Angeles to the Consolidated Fire Protection District of Los Angeles County and the
County of Los Angeles' share of incremental tax growth shall be reduced accordingly.
6. PARCEL 2 - This parcel is currently exempt from ad valorem taxation,
however, for fiscal years commencing on and after July 1, 1997, or after the effective date
of this jurisdictional change, whichever is later, sixty dollars ($60) in property tax revenue
shall be transferred from the County of Los Angeles to the Los Angeles County Public
Library. In addition, for each fiscal year commencing on and after July 1, 1997, or after the
effective date of this jurisdictional change, whichever is later, 1.9867448 percent of the
incremental tax growth attributable to Parcel 2 area of the "Reorganization No. 1-96" shall
be transferred from the County of Los Angeles to the Los Angeles County Public Library
and the County of Los Angeles' share of incremental tax growth shall be reduced
accordingly.

7. PARCEL 2 - This parcel is currently exempt from ad valorem taxation,
however, for fiscal years commencing on and after July 1, 1997, or after the effective date
of this jurisdictional change, whichever is later, 0.0307488 percent of the incremental tax
growth attributable to Parcel 2 area of the "Reorganization No. 1-96" shall be transferred
from the County of Los Angeles to the Greater Los Angeles County Vector Control District
and the County of Los Angeles' share of incremental tax growth shall be reduced
accordingly.
8. PARCEL 2 - This parcel is currently exempt from ad valorem taxation,
however, for fiscal years commencing on and after July 1, 1997, or after the effective date
of this jurisdictional change, whichever is later, all property tax revenue received by the
City of Vernon attributable to the "Reorganization No. 1-96 (Parcel 2)" shall be transferred
to the County of Los Angeles and the City of Vernon Taxing District #11S property tax shall
be reduced accordingly.
9. PARCEL 2 - For fiscal years commencing on and after July 1, 1997, or after
the effective date of this jurisdictional change, whichever is later, 6.8525693 percent of the
incremental tax growth attributable to Parcel 2 area of the "Reorganization No. 1-96" shall
be transferred from the County of Los Angeles to the City of Maywood and the County of
Los Angeles' share of incremental tax growth shall be reduced accordingly.
10. The City of Vernon shall: 1) annex Parcel 1 to the Vernon Industrial
Redevelopment Project Area 1, and 2) detach Parcel 2 from the Vernon Industrial
Redevelopment Project Area 1 pursuant to the California Community Redevelopment Law,
Health & Safety Code Sections 33000 et seq.
11. In the event that all or a portion of either Parcel 1 or Parcel 2 of the
reorganization area is subsequently included within a redevelopment project pursuant to
California Community Redevelopment Law (California Health & Safety Code Sections
33000 et seq.) the Cities of Maywood or Vernon shall not adopt the ordinance approving
the redevelopment plan with respect to the reorganization area until such time as the
respective redevelopment agencies of the cities have diligently and in good faith complied
with all applicable provisions of the California Community Redevelopment Law, including
but not limited to consultation with the County with respect to the plan and to the allocation
of taxes, pursuant to Health & Safety Code Section 33670 or any other relevant provision
of law. Any ordinance approving a redevelopment project that inCludes this annexed area
and which does not comply with this paragraph shall be void and of no effect with regard
to the subsequent allocation and distribution of taxes to the Redevelopment agency.
12. Maywood Resolution #4604 is hereby' superceded and re~aled.
The foregoing resolution was adopted by: 1) the Board of Supervisors of the
County of Los Angeles; 2) the City Council of the City of Maywood; 3) the City Council of
the City of Vernon, and 4) the governing board of the Greater Los Angeles County Vector
Control District.

City of Vernon and the City of Maywood as same existed on October 17, 1995; thence

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF MAYWOOD CALIFORNIA, ORDERING
TERRITORIES DESIGNATED AS PARCEL 1 AND 2
ANNEXED TO THE CITY OF VERNON AND CITY OF
MA YWOOD, RESPECTIVELY.
RESOLUTION ORDERING TERRITORY DESIGNATED AS "Reorganization No.
1-96, Exhibit A" ANNEXED TO THE CITY OF MAYWOOD
WHEREAS, the Local Agency Formation Commission of the County of Los Angeles
adopted its Resolution No. 1997-36 on September 10th, 1997, making determinations and
approving the proposed reorganization to the City of Maywood of territory described in
Exhibit A attached hereto and by this reference incorporated herein; and
WHEREAS, the terms and conditions of reorganization as approved by the Local
Agency Formation Commission are as follows: Parcell - Detach from City of Maywood,
annex to City of Vernon, detach from LACO Consolidated Fire Protection District, detach
from Grater LACO Vector Control District, and withdraw from County Library. Parcel 2 -
Detach from City of Vernon, annex to City of Maywood, annex to LACO Consolidated Fire
Protection District, annex to Grater LACO Vector Control District, and annex to County
Library; and
WHEREAS, the reasons for this proposed reorganization are: to attach a small area
of Vernon to Maywood to provide additional land so as to gather a larger parcel for
development, and to attach to Vernon an area of land currently used as a parking lot for a
Vernon business and an adjacent industrial use; and
WHEREAS, the regular county assessment roll is utilized by this city; and
WHEREAS, the affected territory will not be taxed for existing general bonded
indebtedness of this city; and
WHEREAS, the City Council certifies:
WHEREAS, a public hearing on this reorganization was called for and held by this
Council at the place and time noticed therefore on May 28, 1996, and the City Council finds
and determines that there were no written protests filed by owners of land within the
territory .
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Maywood of
hereby orders the territory described in Exhibit A annexed, and directs the City Clerk of the
City of Maywood to transmit a certified copy of this resolution with applicable fees required
by Section 54902.5 of the Government Code to the executive officer of the Local Agency
Formation Commission of Los Angeles County.
