A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON CHANGING THE ENERGY COST ADJUSTMENT
BILLING FACTOR CHARGED FOR ELECTRICAL ENERGY
DISTRIBUTED AND SUPPLIED TO ITS ELECTRICAL
CUSTOMERS

WHEREAS, Vernon City Code S 30.4 provides for an Energy,
Cost Adjustment Billing Factor ("ECABF") and for changes in such
billing factor to be made from time to time by resolutions of the
City Council of the City of Vernon when, in the City Council's

opinion, such changes are necessary for the sound financial
12
position of the Light and Power Operating Funds; and
WHEREAS, the ECABF adopted in previous Resolution No.
13
14
6998 was based upon the computation method established in
15
Resolution No. 5342;
16
WHEREAS, Resolution No. 7032, adopted by the City
17
Council of the City of Vernon on October 7, 1997, provided a new
methodology which was effective November 1, 1997, to compute the
18
19
ECABF; and
20
WHEREAS, the City Council of the City of Vernon hereby
intends to approve a new ECABF, effective November 1, 1997, in
21
22
accordance with Resolution No. 7032; and
23
WHEREAS, the implementation of the new ECABF methodology
24
will require a proration between billing periods for some
25
customers in order to properly reflect the ECABF prior to and
after November 1, 1997, the effective date of the new methodology.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF VERNON AS FOLLOWS:

1 SECTION 1: The City Council of the City of Vernon
2 finds and determines that the recitals contained hereinabove are
3 true and correct.
4 SECTION 2: The City Council of the City of Vernon does
5 hereby adopt an ECABF of negative $0.00239 per kilowatt hour on
6 electrical energy sold to its electrical consumers.
7 SECTION 3: The effective date of said ECABF shall be
8 November 1, 1997, which shall be applied to the energy sold
9 pursuant to the new rate schedules adopted by the City Council in
10 Resolution No. 7034, and shall continue until rescinded or amended
11 by resolution of the City Council of the City of Vernon.
12 SECTION 4: In order to administratively accommodate the
13 requirement to bill electric customers during previously
14 established billing cycle dates, the electric bills will be
15 computed by prorating electric service between the period prior to
16 November 1, 1997, and the period starting on November 1, 1997, so
17 that the prior ECABF adopted in Resolution No. 6998 shall continue
18 to apply to all energy sold to electric customers pursuant to rate
19 schedules in effect prior to November 1, 1997.
20 SECTION 5: The proration of the electric bills for
21 energy sold to the electric customers, pursuant to rate schedules
22 other than TOU-G and TOU-V, shall be calculated as follows:
23 A. Energy for October shall be calculated based on the
24 energy usage divided by the number of days in the billing cycle
25 period multiplied by the number of days in October within the
26 billing cycle period.
27 B. Energy for November shall be calculated based on the
28 energy us.age divided by the number of days in the billing cycle

1 period multiplied by the number of days in November within the
2 billing cycle period.

SECTION 6: Effective November 1, 1997, this resolution
4 rescinds existing ECABF Resolution No. 6998.

SECTION 7: The City Clerk of the City of Vernon shall
6 certify to the passage of this resolution, and thereupon and
7 thereafter the same shall be in full force and effect.
8 APPROVED AND ADOPTED this 21st day of October, 1997.
