A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF VERNON GRANTING A
CONDITIONAL USE PERMIT TO P. KAY
METAL SUPPLY, INC. TO CONTINUE
OPERATING A HAZARDOUS WASTE TREATMENT
FACILITY AT 2448 25TH STREET IN THE
CITY OF VERNON
WHEREAS, P. Kay Metal Supply, Inc, has applied for
a conditional use permit to continue operating a hazardous
waste treatment facility at 2448 251h Street in the City of
Vernon; and
WHEREAS, the City Council of the City of Vernon
held a hearing on said application for a conditional use
permit on May 5, 1998; and
WHEREAS, the operation of the hazardous waste
treatment facility by P. Kay Metal Supply, Inc. has been
permitted by the California Department of Toxic Substances
Control and all environmental aspects with regard to the
operation of the facility have been reviewed and approved by
said agency; and
WHEREAS, the proposed site is in the General
Industrial Zone and Section 26.3.5-3 of the Comprehensive
Zoning Ordinance requires a hazardous waste treatment
facility to obtain a conditional use permit; and
WHEREAS, the proposed site is adequate in size,
shape and topography for the proposed operation, has
adequate drainage, and landscaping, if required, will be
installed pursuant to the Vernon City Code; and

WHEREAS, the proposed site is surrounded by
industrial uses compatible with the proposed use and
pursuant to the Negative Declaration prepared by the
Department of Toxic Substances Control approved on December,
17, 1997, no adverse effects are anticipated from the
proposed operation; and
WHEREAS, the site has access to 25th Street in the
City of Los Angeles and Minerva Street in the City of
Vernon. Traffic will generally travel on 25th Street, east
to Santa Fe Avenue and north to freeway access. Santa Fe
Avenue is of an adequate size and pavement -type to handle
the traffic generated from the proposed operations; and
WHEREAS, The Department of Toxic Substances
Control, acting as Lead Agency for purposes of the
California Environmental Quality Act (CEQA), performed an
Initial Study to determine the potential adverse impacts to
the environment that the proposed project may cause and
adopted a Negative Declaration for the project on December
19, 1997; and
WHEREAS, the City of Vernon, as a Responsible
Agency under CEQA, is required to consider the negative
declaration before reaching a decision on the project; and
WHEREAS, in accordance with Section 711.4(c) of
the Fish and Game Code, no evidence has been found that the
proposed project will have the potential for adverse effects
on wildlife resources, and the project is therefore exempt
from the fees otherwise payable under Section 711.4; and

1 WHEREAS, the conditions imposed on the conditional
2 use permit will adequately protect the public health, safety
3 and general welfare and the operation is consistent with all
4 applicable rules and laws of the City of Vernon; and
5 WHEREAS, the proposed use, as to location,
6 operation and design is consistent with the General Plan and
7 Zoning Ordinance of the City of Vernon; and
8 WHEREAS, the City Council has received a Staff
9 Report, dated April 28, 1998 upon which it has relied in
10 making the foregoing recitals; and
11 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
12 OF THE CITY OF VERNON AS FOLLOWS:
13 SECTION 1: The City Council of the City of Vernon
14 hereby finds and determines that the recitals contained
15 hereinabove are true and correct.
16 SECTION 2: The City Council of the City of Vernon,
17 pursuant to Section 15096 of the State CEQA Guidelines,
18 hereby certifies that it has reviewed and considered the
19 negative declaration prepared by the Department of Toxic
20 Substance Control, and that it has reached its own
21 conclusions on whether and how to approve the project.
22 SECTION 3: Pursuant to Section 711.4(c) of the
23 Fish and Game Code, the City has found no evidence that the
24 proposed project will have the potential for adverse effects
25 on wildlife resource, and the project is therefore exempt
26 from the fees otherwise payable under Section 711.4.

SECTION 4: The conditional use permit is granted
to P. Kay Metal Supply, Inc. to continue operating a
hazardous waste treatment facility at 2448 25th Street.
SECTION 5: In order to adequately protect the
public heath, safety and general welfare the following
conditions are imposed:
a. The facility shall be operated in accordance
with, and made to conform with all current codes, rules,
regulations and subject to permit fees as adopted by the
City of Vernon and all Federal, State, or local control
agencies.
b. All required federal, state, local and
regulatory agency permits shall be obtained prior to
operation, including but not limited to the Los Angels
County Sanitation Districts, Regional Water Quality Control
Board, the Department of Toxic Substances Control, and the
City of Vernon Environmental Health Department.
C. All parking and loading facilities shall be
paved with a hard durable surface material and shall be
adequately drained, and kept free of dust, mud, trash and
weeds. Adequate on -site parking shall be maintained so that
no on -street parking will occur.
d. All existing cracked sidewalk, curb and gutter
adjacent to the site on Minerva Street shall be repaired and
maintained to meet City Standards.
e. All waste haulers shall be State certified and
use Department of Transportation (DOT) -approved
transporters.

f. The facility shall be operated in compliance
with the final Tiered Permit as a Treatment, Storage, or
Disposal Facility as issued by the Department of Toxic
Substances Control on January 20, 1998 or as modified in the
future.
SECTION 6: Noncompliance with the conditions set
forth in the conditional use permit shall be grounds for
voiding the permit pursuant to Section 26.5.2-10 of the
Comprehensive Zoning Ordinance.
SECTION 7: P. Kay Metal Supply, Inc. and any
successors in interest, shall indemnify, hold harmless and
defend the City of Vernon, its officers, agents, and
employees from and against any and all claims, complaints,
or petitions for (1) damages losses, expenses resulting from
bodily injury, sickness, disease, disability or death
arising from the operation of the facility excluding
therefrom any such claim resulting from the gross negligence
or intentional wrongdoing of the City of Vernon, its
officers, agents or employees; (2) a peremptory writ or
other relief by way of injunction, mandamus, or
administrative mandamus; or (3) legal expenses and
attorney's fees incurred by the City of Vernon or awarded
against the City of Vernon on behalf of any party in such
actions or proceedings-. The City of Vernon does not waive
its right to participate in the defense of any such action.

SECTION 8: Not later than twenty (20) days from
the date of adoption of this Resolution, P. Kay Metal
Supply, Inc. shall indicate, in writing, its acceptance of
and agreement with the conditions contained in Section 5 of
this Resolution and the indemnification provision contained
in Section 7 of this Resolution.
Section 9: The City Clerk of the City of Vernon
shall certify to the passage of this resolution and
thereupon and thereafter the same shall be in full force and
effect.

P. K. Metal Supply, Inc. has applied for a conditional use
permit to operate a hazardous waste treatment facility at 2448
25th Street. After review of the application by the Community
Services Department, it is recommended that the conditional use
permit be granted.
Herewith for your consideration are the following supporting

Agency for the Project and determined that the proposed operation

no significant effects on the environment, and no mitigating
measures are required. The project is consistent with the
General Plan as adopted by the City of Vernon.

Therefore It is recommended that the City Council determine:
1. That the project is consistent with the General Plan as
adopted by the City of Vernon.
2. That the project will not have a significant effect on
the environment.
3. That the project will not individually or cumulatively

The Negative Declaration has been adopted by the Department
of Toxic Substances Control and a De Minimis Finding will be
filed with the County Clerk.
Further it is recommended that the conditional use permit be
granted subject to the following conditions:
a. The facility shall be operated in accordance with, and

WASTE TREATMENT FACILITY
AT 2448 25" STREET
(April 28, 1998)
P. K. Metal Supply, Inc., has submitted an application for a
conditional use permit to continue operation of a hazardous waste
treatment facility at 2448 25th Street in the City of Vernon.
Solder has been manufactured on the site since 1938. In 1938,
United Metal Corporation of California started operating a solid
solder manufacturing facility. In 1978, P. K. Metal Supply, Inc.
took over the operation and the site as a tenant and continued
the same process. In 1988, P. K. Metal Supply, Inc. purchased
the site and continued to operate the site as before. Until
1993, the facility recycled solid solder from their customers.
Solid solder is not considered a hazardous waste by the
California Department of Toxic Substances Control (DTSC) or the
Federal Resource Conservation and Recovery Act (RCRA) permitting
regulations. In 1993, P. K. Metal Supply, Inc. changed their use
to include the recycling of solder dross, which is a State
hazardous waste. P. K. Metal Supply, Inc. thus changed their use
and became a hazardous waste treatment facility as defined by the
City of Vernon Comprehensive Zoning ordinance Section 26.2.7.
Definitions (H). Therefore, P. K. Metal Supply, Inc. is required
to obtain a conditional use permit to operate a hazardous waste
treatment facility in the M Zone.
Prior to 1993, recycled solder dross was exempt from

permitting regulations. In 1993, the State changed the
definition of hazardous waste to include recycled solder dross
(Health and Safety Code Section 25201.6). Therefore, P. K.
Metals Supply, Inc. is required by the Department of Toxic
Substances Control (DTSC) to file for a Tiered Permit as a
Standardized Treatment, Storage, or Disposal Facility (TSDF). In
1993, P. K. Metal Supply, Inc. was issued an interim permit by
the State to continue operation of a solder dross recycling
operation. As required by DTSC, P. K. Metal Supply, Inc. was
subject to environmental review as required by the California
Environmental Quality Act (CEQA).
The Department of 'Toxic Substances Control (DTSC)acted as
the Lead Agency to do the environmental review as required by
CEQA. After conducting an initial study, DTSC determined that
the project would have no significant impact on the environment
and prepared a Negative Declaration. The Negative Declaration
was approved on December 17, 1997. After approval of the
Negative Declaration P. K. Metal Supply, Inc. was issued their
final TSDF Standardized Permit by DTSC on January 20, 1998.
1. GENERAL PLAN The proposed use conforms to the Zoning
Ordinance and the General Plan. The site is located in the M
zone, General Industrial. A hazardous waste treatment facility
is allowed in this zone with a conditional use permit as long as
they comply with all State and Federal requirements.
2. BITE The site straddles the City of Los Angeles and the
City of Vernon boundary. Approximately 40% of the property lies

within the City of Vernon while the remaining 60% lies within the
City of Los Angeles. The majority of the building and 4
temporary hazardous waste storage areas located near the building
are on the Vernon side. The parking lot and the main hazardous
waste storage area is located on the Los Angeles side.
3. ADVERSE EXPEOP The proposed site is surrounded by
industrial uses compatible with the proposed use. An initial
study was conducted for the project by the Department of Toxic
Substances Control, in compliance with CEQA, which identifies
potentially significant impacts on the environment from the
project. The Department of Toxic Substances Control has
determined that the project will cause no significant
environmental impact and prepared a Negative Declaration, which
was approved.on December 17, 1997.
There is no evidence the project will have an adverse effect
on fish or wildlife resources, and a de minimis determination
will be filed with the County Clerk to exempt the project from
filing fees under Fish and Game Code Section 711.4.
4. 8M The facility has two driveways, one on Minerva
in the City of Vernon and one on 25th Street in the City of Los
Angeles. Trucks enter the site from 25th Street and exit the site
from Minerva Street. Approximately 3 trucks and 12 employee
automobiles enter and exit the site per day. The facility is
secured by an eight -foot high wrought iron fence topped with
razor wire, an electrically operated gate, a security camera, and
intrusion alarms.

5- P. K. Metal Supply, Inc. has
operated at the same location in the City of Vernon since 1978
recycling tin/lead solder. The traffic pattern has remained
predominantly the same in that time.
P. K. Metal Supply, Inc. generates approximately 3 daily
truck trips, Monday thru Friday, except holidays. P. K. Metals
Supply, Inc. uses one tractor/trailer rig on a daily basis to
pick up and deliver solder to their customers. A -normal traffic
day is one round trip for the company owned truck. Other
customers that are long distance use other trucking companies.
The truck traffic arrives at the site by exiting from the
freeway system on Santa Fe Avenue and traveling south. From
Santa Fe Avenue they continue east on 25t° Street and enter on the
site from 25th Street. Leaving the site traffic exits from
Minerva Street, travels south to 26th Street, west to Santa Fe
Avenue, then north to the freeway system. There is no
substantial traffic increase caused by the additional
recycling/recovery of the solder dross.
6. OPERATT)NS In 1993, when P. K. Metal Supply, Inc. began
to recycle solder dross, the State required them to obtain a TSDF
permit from DTSC. In 1993, P. K. Metal Supply, Inc. was issued
their interim permit and began recycling the solder dross in
addition to solid solder. Due to the new State mandate there was
an excessive back log of facilities requiring permits from DTSC.
Therefore, DTSC was not able to complete P. K. Metal Supply's
final TSDF permit until January 1998. At that time P. K. Metal

Supply, Inc. was licensed by DTSc to handle solder dross until
January, 2008. The standardized permit authorizes P. K. Metal
Supply, Inc. to process less than 100,000 pounds of waste solder
dross per month. P. K. Metal Supply, Inc. can re -process the
solder dross and recover the valuable products of lead and tin.
The recycled metals decrease the waste that is sent to landfills
and reduces the need to mine these metals.
Since 1978 when P. K. Metal Supply, Inc. started recycling
solid solder the process has remained predominantly unchanged.
The recycling of the solder dross begins by P. K. Metal Supply,
Inc. accepting solder dross in Department of Transportation
(DOT) -approved containers from known off -site generators. Many
of these off -site generators are regular customers that purchase
new solder material. This allows.P. K. Metal Supply, Inc. to
control the type of waste it receives, enhance the recovery
process, and reduce the amount of waste generated. Locally
generated hazardous wastes are picked up by P. K. Metal Supply,
Inc., a State registered hazardous waste transporter, in their
own enclosed vehicles. P. K. Metal Supply, Inc. receives out-of-
state wastes from various registered hazardous waste
transporters. All hazardous waste generated at the facility is
sent off -site to a permitted Treatment, Storage, or Disposal
Facility (TSDF), by a registered transporter, for further
treatment or disposal.

outside of the containers are inspected for defects and the

manifest is checked. Once the waste arrives at the facility, the
solder dross is visually inspected by the plant manager for
impurities. If the waste passes, it is unloaded into the
hazardous waste storage area.

All incoming solder dross is matched and verified against
its manifest and weighed. The waste shipment is assigned a
tracking number. This tracking number follows the hazardous
waste throughout the process to the final solder material that is
packaged and sold to a. customer.
A sample from each container is analyzed by an on -.site
laboratory, before the solder dross is treated. After testing,
the solder dross is ready to be processed in one of the four
melting furnaces. All the solder dross from a single generator
is processed in one melting furnace and mixed until homogenized.
A second sample of the solder dross is analyzed to determine if
any refining will be required to produce the required solder
alloy. A third and final analysis determines if the solder meets
minimum national standards.
The treatment consists of melting the solder dross in one of
the four melting furnace pots. The fine powder oxide that forms
is skimmed from the molten metal and placed into 55-gallon DOT -
approved locktop drums. All the oxide powder is exported as
required by the California Code of Regulations.
If the solder dross requires refining, flux materials are
added to the batch and a mechanical mixer stirs the contents

until the flux with the impurities rises to the surface of the
pot. The fluxes, with the impurities, are skimmed off, placed in
containers and stored in one of the on -site temporary hazardous
waste storage areas. The flux waste is kept in the container
until the container is full or until the end of the work week
when the waste is transferred to the DOT -approved roll -off bin.
Before the newly alloyed solder is poured from the pot, surface
oxides are again skimmed and placed in the oxide container.
P. R. Metal Supply's treatment process is carried out in an
enclosed building. The fumes and particulates from the furnace
pots are drawn by vacuum to the South Coast Air Quality
Management District approved bag house hopper. Hazardous waste
losses to the environment are nonexistent.
The facility has four temporary hazardous waste storage
units located near the furnaces, used to store facility generated
hazardous wastes and incoming solder. The main storage area
measures 20 feet by 30 feet, is covered, with a roof, and has
secondary containment. A DOT -approved roll -off bin is used to
transport hazardous waste to off -site permitted Treatment Storage
Disposal Facilities.
The contents captured by the bag house are tested to insure
that the system is operating efficiently. These tests began from
the effective date of the Negative Declaration prepared by the
DTSC (December 9, 1997) and are submitted to DISC.
7. STATL oR FEDFIZA CONDITIONS All Federal, State,
and local regulatory permits shall be obtained as required for

REQUEST: The applicant(s) request(s) a CONDITIONAL USE PERMIT to use the above described property for the following

State of California requires a facility to file for a Tiered Permit as a Treatment Storage or Disposal Facility (TSDF). P. K. Metal
Supply Inc is in the process of permit review by the Department of Toxic Substances Control Tiered Permitting Section, Sacramento,
CA. P. K. Metal Supply, Inc. has filed a Part B Permit Application, to process less than 100,000 pounds of solder dross per
month.
BURDEN OF PROOF: The applicant(s) shall indicate the following
facts (attach additional sheet(s) if necessary) : The Site has been used for more than 30 to mao,,:..cture and process solder as a new
product. The recovery of solder dross does not use any different techniques from manufacturing. The use of solder dross is beneficial in
two ways; 1. the solder dross is normally disposed of to a landfill, with recycling the solder dross is kept out of the environment, and 2.
Recycling solder dross saves two resources and associated mining, refining that is required to produce two raw materials, in this
manner recycling solder dross reduces other potential environmental and health effects that could arise from those operations.
(1) That the site for the proposed use is adequate in size and shape: The present site is adequate in size and shape in it's current
condition. There are no changes to the property or buildings required to provide the recycling services and to process waste
solder dross.

pavement type to carry the quantity and quality generated by the proposed use; and
The site has had sufficient access to streets and highways for 30 years.
This is a heavy industrial area.

The Site has never had an adverse effect on adjacent properties for the past
30 years. The site maintains pollution control systems that has reduced any
potential adverse effect over the past 30 years in operation.

• TRAFFIC REPORT
P. K. Metal Supply, Inc. has operated at this site for more than
twenty years manufacturing and shipping tin/lead solder. The
traffic pattern has not substantially changed during those years.
P. K. Metal Supply, Inc. is also a licensed Hazardous Waste
Hauler. P. K. Metal Supply has now applied to DTSC for an
interim permit to become a TSDF. Treatment, Storage, and
Disposal Facility. This is to allow P. K. Metal Supply to transport
and treat on -site waste solder dross. Most solder dross is sent to
a land fill for disposal. P. K. Metal Supply can re -process the
solder dross and recover the valuable products of lead and tin.
The recovered metals are re -alloyed into new solder.
The normal truck traffic in and out of P. K. Metals is 1 to 3 trucks
daily, Monday to Friday, except holidays. P. K. Metals has one
tractor/trailer rig that is used on a daily basis. The truck ships to
local customers delivers new solder and picks up the solder dross
on a manifest. The truck returns to the plant and unloads the
solder dross. A normal traffic day is one round trip for the
company owned truck. Other customers that are long distances
use other trucking companies. The normal pick-ups are 1 to 2
pick-ups per day.
The site has enough parking space to accommodate all of the
employees and the tractor - trailer. The traffic pattern is:
From Santa Fe Ave - left on 25th street and through the entrance
gate,
Leaving the plant the trucks exit onto Minerva, south to 26th
street, right onto 26th street to Santa Fe, right turn onto Santa Fe
north to the freeway system.
There is no substantial traffic increase caused by the
recycling/recovery of the tin/lead solder dross.

The only hazardous materials that will be used at the facility is a solid. Solder
Dross is the top skimmings from a solder pot. It will contain some oxides
that have formed by the surface of the molten solder in contact with the
ambient air. The dross is skimmed to prevent air borne contaminents from
altering the soldering properties of the solder.
The skimmings of molten solder solidfy and become a solid. Some loose
granuals ( approximately like course sand) are part of the dross. The dross is
collected and shipped in closed 5-gallon or 55-gallon steel drums.
Spills
In the event of a spill, the solder dross will remain in a confined area. The
spills are easily and quickly cleaned up without the need for special tools or
equipment. Personnal Protective equipment that is recommended for clean-up
personnel are; Tyvec coveralls, full face respirators, cotton or leather gloves.
Tools required for clean-up are: broom(s), shovel(s), and a container, if the
original container (drum) is damaged. The average weight of a 55-gallon
drum is 1500 - 2200 lbs. There is no need for evacuation, people not
. involved in the clean-up should remain 10 feet away from the spill area.
Quantities Transported - Traffic Flow (see Traffic Report)
Normal traffic patterns do not pass through the City of Vernon. However,
most loads of waste solder dross is about 10,000 pounds. Exceptions are
some shippments from P. K. Metal Supply to off -site disposal facility may be
as much as 40,000 Ibs per shippment, this could occur once per quarter.
The drums are transported in closed 20 or 40 foot vans, or smalled trucks.
Emergency Response Plan
A copy of the facilities Emergency Response and Contingency Plan has been
filed with the City of Vernon, Environmental Health Department.

SUPPLEMENTAL INFORMATION
33. The Proposed Project does not include any construction of buildings or adding new equipment. The Site
is located in an industrial area. The area has been industrialized for more than 50 years. The current building
on the Project Site has existed for more than 60 years and the operation of manufacturing tin/lead solder has
existed for more than 30 years at this location.
HISTORICAL SITES: There are no known historical sites located on the Project Site.
TOPOGRAPHY: The land area is nearly flat with a gentle slope to the South - East towards the river.
SOIL STABILITY: The present building and equipment have resided on the same site for more than 30
years, the soil is alluvial fill from ancient flooding before the Los Angeles River was lined and improved. The
site is not within the 100 year or 500 year flood plain. Source FEMA.
ANIMALS: There are no known animals that will be displaced by any of the processes on the Site.
PLANTS: There are no known flora species that are endangered or rare. Due to heavy industry in the area,
there is only crab grass and potted plants in the area.
SCENIC ASPECTS: Please review the attached photos of the area.

Enclosed herewith for your information is a Notice of Public
Hearing concerning a conditional use permit application which has
been filed with the City of Vernon for the continued use of a
hazardous waste treatment facility. The applicant, P. K. Metal
Supply, Inc., is proposing to continue recycling solder dross at
their facility at 2448 25th Street.
A copy of the application and supporting evidence is
available for public review at my office between the hours of
7:15 a.m. and 5:15 p.m. Monday through Thursday.

Project Description:
P. Kay Metal Supply, Incorporated (P. Kay Metal) has applied to the Department of Toxic
Substances Control (DTSC) for a Series B Standardized Hazardous Waste Facility Permit
authorizing the operation of a hazardous waste transfer, storage and treatment facility in
Los angeles to reclaim lead and tin from offsite-generated solder dross and to recycle these
metals into new solder. The facility is located above the 100-year flood plain in an area
zoned "Mn for General Industrial. The facility has operated at this site since 1978. This
site has operated as a solder manufacturing facility continuously for sixty years. Lead is a
Resource Conservation and Recovery Act (RCRA) hazardous waste at concentrations above levels
establishing waste as hazardous under the Toxicity Characteristic Leaching Procedure (TCLP).
The lead concentration of P. Kay Metal's waste exceeds TCLP and requires it to be classified
as a RCRA hazardous waste due to toxicity. Solder dross is exempted from federal RCRA
permitting regulations when recycled but State permitting is required pursuant to Health &
Safety Code (HSC) 25201.6.
This standardized permit authorized P. Kay Metal to continue to operate the same treatment
and storage units used during interim status, which was granted effective October 1, 1993.
P. Kay Metal accepts DOT -approved containers filled with hazardous waste solder dross under
uniform hazardous waste manifests from known offsite generators. P. Kay Metal usually h
receives solder dross from regular customers that purchase new solder material. This allows
P. Kay Metal to control the type of waste it receives, enhances the recovery process, and
reduces the amount of waste generated. Locally generated hazardous wastes are transported by
P. Kay Metal, a State registered hazardous waste transporter, in their own enclosed vehicles.
Out-of-state wastes regulated by manifest are transported by various registered transporters
to the P. Kay Metal facility. All hazardous wastes generated at the P. Kay Metal facility is
sent offsite for further treatment or disposal to as permitted TSDF regulated under manifest
by a registered transporter.
The P. Kay Metal transporter inspects the outside of the containers for holes or signs of
deterioration, and checks the manifest and Land Ban Certification before loading the waste.
Once the waste arrives at the facility, the plant manager opens each drum and visually
inspects the waste solder dross for color, physical properties (i.e., granules or clumps),
dryness, stains and odor. If the waste passes this visual inspection, it is off-loaded into
hazardous waste storage area HWS-1. If hazardous waste does not pass the inspection, it is
manifested back to the generator.
All incoming solder dross is matched and verified against its manifest. P. Kay Metal weighs
each drum of solder dross and replaces the estimated weight given by the generator with the
actual weight. The waste shipment is assigned a tracking number that cross references the
manifest number of the original shipment to the batch being processed. This tracking number
follows the hazardous waste throughout the process to the final solder material that is
packaged and sold to a customer.
Before the solder dross is treated, a sample from each container received from a generator,
is weighed and dissolved into solution. The solution is analyzed by an onsite laboratory
using an Inductively Coupled Plasma Mass Spectrophotometer (ICP). The solder dross is then
ready to be processed in one of the four melting furnaces depending on the amount available
from a generator: All the solder dross from a single generator is processed in one melting
furnace. A three page Process Flow Diagram for the treatment process is included in the
permit as Attachments 2A, 2B, and 2C. The analysis is used to determine the concentration of
the alloys in the waste and to match the waste to a production order for solder. All of the
drums from a generator are melted and mixed with a mechanical mixer until homogenized. A
second sample and analysis are made to determine if any refining will be required and the
.ratio of waste to new material that will be required to produce the required solder alloy.
The third and final sample and analysis are made to certify the contents of the new solder
per National Testing Standard Bureau methods and calibration standards.
The treatment consists of transferring the contents of the drums or pails into one of the
four melting furnace pots. The melting pots are heated by natural gas to melt the solder
dross to a temperature of less than 800'F. The fine powder oxide that forms is skimmed from
the molten metal using strainers and placed into 55-gallon DOT -approved locktop drums. All
the oxide powder is exported pursuant to Title 22, California Code of Regulations (22, Cal.
Code Regs.) section 66262.50 or sold to an out-of-state permitted TSDF.
If the solder dross requires refining, flux materials are added to the batch and mixed
thoroughly with a mechanical mixer until the flux rises to the surface of the pot. The
fluxes with the impurities are skimmed off, placed in 4 foot cubic containers and stored in
HWS-3. The flux waste is kept in this container until the container is full or until the end
of the work week when the waste is transferred to the roll -off bin in HWS-1A. Before the
newly alloyed solder is poured from the pot, surface oxides are again skimmed and placed in
the oxide container.
The following hazardous wastes shall be stored no longer than ninety days in this facility:
solder dross; flux skimmings; oxide skimmings; trash (shop debris); and air pollution control
device waste (bag house waste).

P: Kay Metal's treatment process using four melting furnaces is carried out in an enclosed
building. Each melting furnace pot has a hood with access door and ducts which connect the
hood to the bag house. The doors on the hoods are kept closed during the melting and
refining process. The fumes and particulates from the furnace post are drawn by vacuum to
the bag house hopper. This bag house is permitted by the South Coast Air Quality Management
District (SCAQMD). Hazardous waste losses to the environment are nonexistent. The facility
security is maintained by a eight foot high wrought iron topped with razor wire. Access is
controlled by an electrically operated gate which is monitored by personnel using a security
camera. Security cameras pan the process areas, the fence lines, the parking area, and the
bag house. Intrusion alarms monitor the facility during non -operating hours.
Four temporary storage units, identified as HWS-2,-3,-4, and -5, are located near the
furnaces and store facility generated hazardous wastes and incoming hazardous waste solder
dross. The main 20 feet x 30 feet storage area, identified as HWS-1, is located in the
northeast corner of the property along the fence, is covered with a roof and has secondary
containment using berms. A Department of Transportation (DOT) -approved roll -off bin
identified as HWS-lA is used to transport hazardous waste to offsite permitted Treatment
Storage Disposal Facilities (TSDF).
DTSC requires P. Kay Metal to test -and analyze the exhaust emissions of the stack that serves
the air pollution control system (bag house) for the melting furnaces to verify that the
system is performing efficiently. The test parameters shall include stack volume flow rate,
stack gas temperature, water content and lead content. Tests shall be performed initially
within one (1) year of the effective date of this permit and once every two (2) years
thereafter. The analysis shall be performed using EPA or SCAQMD methods. Test results shall
be submitted to DTSC within thirty (30) days of completing the tests and analysis.
A written assessment that was certified by an independent, qualified, professional engineer
registered in California that the container containment system is suitably designed to
achieve the requirements of sections 66270.15 and 66264.175, Title 22, Cal. Code Regs. was
submitted to the DTSC and approved by the DTSC.

The following pages provide a brief description of the physical environmental conditions which exist within the
area affected by the proposed project and an analysis of whether or not those conditions will be potentially
impacted by the proposed project. Preparation of the Environmental Setting and Impact Analysis sections
follows guidance provided in the DTSC's Workbook For Conducting Initial Studies Under the California
Environmental Quality Act CEEQA), October 1996.
This Special Initial Study also contains evidence to support the claim that this project will have absolutely no
adverse impact on fish or wildlife or the habitat that on which the fish or wildlife depend pursuant to the
provisions of Title 14, CCR § 753.5 (d). Areas of special concern to fish and wildlife are highlighted within
the appropriate environmental factor in the following section. A list of references used to support the following
discussion and analysis are contained in Attachment A and are referenced within each environmental factor
discussed below.
Mitigation measures which are made a part of the project (e.g.: permit condition) or which are required under a

P. Kay Metal Supply, Incorporated, is located at 2448 East 25th Street, Los Angeles, California 90058, in Los
Angeles County, at latitude 340 0' 54" North and longitude 1180 13' 41" West. The facility -is located above the
100-year flood plain in an area zoned "M" General Industrial. The facility is on the boundary between the
Cities of Los Angeles and Vernon, on Lots 22, 24, 26, 28, and 30, which are partly within the city of Los
Angeles and partly within the city of Vernon, on the map recorded in Book 23, Page 73 of Miscellaneous
Records in the office of the Los Angeles County Recorder.
P. Kay Metal Supply, Incorporated, has operated at this location since 1978, conducting lead and tin
reclamation from offsite-generated solder dross and to recycle these metals into new solder. The facility
received standardized permit interim status effective October 1, 1993. The site has operated as a solder
manufacturing facility continuously for sixty years. Activities at the facility include loading, unloading,
inspection, storage, and treatment of solder dross. All treatment and storage of hazardous wastes is done within
the facility's boundaries. No significant environmental incidents have occurred during the operation of this
facility. The activities proposed under the standardized permit are the same as previously and currently
conducted. There are no active seismic faults within 2,000 feet of the P. Kay Metal Supply facility, and the
facility has never received damage during an earthquake. The closest active fault to the facility is the Newport /
Inglewood Fault, about seven miles from the facility. In the 20-plus years that P. Kay Metals has operated at
this site, none of the seismic events that occur occasionally in southern California have resulted in damage to or
spillage at the facility, including the strong Northridge earthquake of 1994.

and wildlife habitat. Management practices, safe operating procedures and an inspection program in the facility
operation plan (the operation plan is part of the permit application or Part B that is available during the
comment period for public viewing) will help to ensure that there are no releases to the environment. Because
of the low -hazard nature of the waste and the precautions taken in the operation of the facility, no significant
environmental effects are expected from the operation. This analysis is based on data presented in the
standardized permit application and historical operating data from the facility.

between the Cities of Los Angeles and Vernon. The facility is located above the 100-year flood plain in an area
zoned "M" General Industrial. The facility has been in operation at its present location for over 20 years.
P. Kay Metal's treatment process uses four melting furnaces and is carried out in an enclosed building. Each
melting furnace pot has a hood with access door and ducts that connect the hood to baghouse. The furnaces
are each permitted by the SCAQMD (all under Permit # ID 72937.) The fumes and particulates from the
furnace posts are drawn by vacuum to the baghouse. Exhaust gases from the baghouse are filtered before
exiting to the atmosphere. This baghouse is permitted by the same SCAQMD permit. All furnaces are required
by SCAQMD to be connected to an Air Pollution Control Device, i.e. the baghouse. P. Kay Metal's treatment
process uses four melting furnaces in an enclosed building. Each melting furnace post has a hood with access
door and ducts which connect the hood to the baghouse. The doors on the hoods are kept closed during the
melting and refining process. The baghouse includes a Broken Bag Detector and an alarm system., so P. Kay
Metal can respond quickly to any changes in the status of the air pollution control device. Compliance with
Rules 1402 and 1420 of SCAQMD, for emissions of specific metals, has been submitted and approved. P. Kay
Metal is required to renew its permit from the SCAQMD annually, and must be in compliance with the
SCAQMD's requirements in order to qualify for renewal.
The SCAQMD requires P. Kay Metal to test and analyze the exhaust emissions of the stack that serves the air
pollution control system for the melting furnaces to verify that the system is performing efficiently. The test
parameters include stack volume flow rate, stack gas temperature, water content and lead content.
The monitoring system is an approved electrostatic impinger that detects the amount of particulates in the air
stream. When particulates reach preset levels below the regulatory limits, the alarm system is triggered and
the system is shut down until the problem is resolved. The device is installed between the baghouse and fan on
the downstream side (exhaust side of the baghouse).

system.

the Cities of Los Angeles and Vernon. The facility is located above the 100-year flood plain in an area zoned
"M" General Industrial. The facility has been in operation at its present location for over 20 years, and the
recycling/treatment operations under the permit will be the same as previously and currently conducted. The
closest body of water is the Los Angeles River, about 1 mile southeast of the facility. There are two active
drinking water wells within 1/4 mile of the facility (at 2643 E. 25th Street and at 2625 E. 25th Street). After
almost 60 years of operation of the P.Kay Metal facility (including 20 years of waste recovery), there is no
evidence of well contamination associated with P. Kay Metal's activities.
The treatment activities at the site are conducted indoors in an existing building, with storage of the hazardous
waste outside under a patio covered area which has a secondary containment area using berms. There will be
no runoff from the secondary containment. The facility does not discharge effluent, and a POTW permit is not
required. No liquids are handled at the facility, and the hazardous waste storage area is covered with a roof
and has secondary containment using berms. Rainfall that does enter the containment area is removed by
vacuum pump and sent off site for disposal/treatment.

P. Kay Metal Supply, Incorporated is located at 2448 East 25th Street, Los Angeles, and is on the boundary of
the Cities of Los Angeles and Vernon. The facility is located above the 100-year flood plain in an area zoned
"M" General Industrial. The facility has been in operation at its present location for over 20 years, and will
continue to operate as it has in the past. The area is not a known habitat for any plant endangered species as per
information submitted to DTSC and information gained from site visits, and has limited value as a plant habitat
because it is located in a heavy manufacturing area with many asphalt and paved surfaces and warehouses and
factories. There is no landscaping around the buileing. There are no habitats such as wetlands, riparian woods,
etc. adjacent to or in the immediate vicinity of the facility. In the more -general Los Angeles area, a search of
the Department of Fish and Game's Natural Diversity Database ("RAREFIND") for the Los Angeles
Quadrangle and nearby South Gate Quadrangle identifies I I plant species or habitats that are endangered,
threatened, proposed as endangered, or listed as a species of concern. None of the identified species or habitats
are in the immediate vicinity of the facility. For additional detail, the attached RAREFIND reports are
available. With the lengthy history of industrial development, little remains of the area's original flora and
fauna.

building that is approximately 150 ft long and 71 ft wide. The Storage Unit HWS-1 is a storage unit 20 feet x
30 feet bermed, located in the northeast comer of the facility. This project does not involve or result in
alteration of present or planned land use. The facility has been in operation at its present location for 60 years
as a solder manufacturing facility, and has been doing waste recovery activities for 20 years. The City of
Vernon Department of Community Services and Water has notified DTSC that P. Kay Metals has submitted a
site -specific Conditional Use Permit (CUP) application. While P. Kay Metal's activities are allowable within.
the General Industrial Zone, a site -specific permit is required. The City has given interim approval for P. Kay
Metal to keep operating but is is delaying formal action on approving the CUP until DTSC, as Lead Agency f;
the permit action, issues its CEQA analysis, as a recommendation to the City Council for approval of the CUh
cannot be made until an environmental review is completed. DTSC will send a copy of this Negative
Declaration, Initial Study and De Minimis finding to the City of Vernon Department of Community Services-

and Water as soon as it is finalized so that the City may review the documents. A Special Condition in the
-Standardized Permit for P. Kay Metal provides 120 days from the effective date of the Standardized Permit to
submit a copy of the land use permit, authorization or other written statement from the City of Vernon
regarding land use authorization. The City of Los Angeles has notified DTSC that a Conditional Use Permit is
not required for the portion of P. Kay Metal that is located in Los Angeles.
The facility is bounded by Santa Fe Avenue to the east, 25th street to the north, Minerva to the west, and 26th
street to the south. Adjacent businesses include Waste Paper Processing, Heat Treating, and Warehouse
Operations, all involved in paper collection, processing, and warehousing. There are no residences, streams,
rivers, major storm water courses, ditches, wetlands, bodies of water, low lying areas, or shallow ground
depressions located on or near the facility. Additionally, there are no schools, day care centers, nursing homes,
senior citizen communities, hospitals, or restaurants located within 1,500 feet of the facility.

zoned "M" General Industrial. In the 20 plus years that P. Kay Metals has operated at this location, none of the
seismic events that occasionally occur in Southern California have resulted in damage or spillage at the facility.
There are no active seismic faults within 2,000 feet of the P. Kay Metal Supply facility, and the facility has
never received damage during an earthquake. The closest active fault to the facility is the Newport / Inglewood
Fault, about seven miles from the facility. In the 20-plus years that P. Kay Metals has operated at this site,
none of the seismic events that occur occasionally in southern California have resulted in damage to or spillage
at the facility, including the strong Northridge earthquake of 1994.
All treatment, storage and handling activities at the facility are conducted indoors in an enclosed building, with
the exception of the storage of hazardous waste which is stored in the storage area HWS-1, a 20 feet X 30 foot
storage area located in the northeast corner of the property along the fence with a covered roof and a secondary
containment using berms. The facility security is maintained by an eight -foot -high wrought iron fence topped
with razor wire. Access is controlled by an electrically operated gate which is monitored by personnel using a
security camera. Security cameras pan the process areas, the fence lines, the parking area, and the bag house.
Intrusion alarms monitor the facility during non -operating hours. A written assessment that was certified by an
independent, qualified, professional engineer registered in California that the container containment system is
suitably designed to achieve the requirements of sections 66270.15 and 66264.175, Title 22, Cal. Code Regs
was submitted to the DTSC and approved by DTSC. There are no liquid hazardous wastes at the facility.
P. Kay Metals is also a registered hazardous waste transporter, and as such transports the waste coming to the
facility in compliance with the safety precautions required for hazardous waste transporters. During waste
handling and transport, protection against releases is provided by the packaging required for hazardous wash.
Pursuant to Department of Transportation (DOT) regulations (Code of Federal Regulations Title 49, Subtitle I'
Chapter 1, Subchapter C) wastes must be shipped in DOT -approved containers.

The treatment consists of transferring the contents of the drums or pails into one of the four melting furnace
pots to separate the reclaimable solder from the waste dross (powder). The dross is skimmed from the molten
metal using strainers and placed into 55-gallon DOT -approved locktop drums. All the dross is exported
pursuant to Title 22, California Code of Regulations (22, Cal. Code Regs.) section 66262.50 or sold to an out -
of --state permitted TSDF.
If the solder dross requires refining, flux materials are added to the batch. The fluxes with the impurities are
skimmed off, placed in a 4 foot cubic upright bin and stored in HWS-3. The waste flux is kept in this
container until the container is full or until the end of the work week when the waste is transferred to the roll -
off bin preparatory to shipment offsite. The residuals trapped by the baghouse are also sent to a permitted out -
of --state TSDF.
P. Kay Metal's melting furnaces are in the enclosed main building. Each melting pot has a hood with access
door and ducts that connect the hood to the baghouse. The doors on the hoods are kept closed during the
melting and refining process. The fumes and particulates from the furnace pots are drawn by vacuum to the
baghouse hopper. The baghouse hopper is emptied periodically by emptying the waste into 55-gallon drums
for temporary storage. The air pollution control system filter is also replaced and placed in Hazardous Waste
Storage Unit HWS-lA. The Air Pollution Control System (baghouse) is permitted by the South Coast Air
Quality Management District (SCAQMD).

K. Kay Metal Supply is a licensed Hazardous Waste Transporter and transports solder dross from generators to
the facility for re -processing. Products of lead and tin are recovered and then re -alloyed into new solder.
There are normally 1 to 3 trucks in and out of the facility on a daily (Monday through Friday) basis. The
facility owns and operates one tractor/trailer rig that delivers new solder to customers and picks up the solder
dross on a manifest. Normal traffic for the truck is one round trip per day. Other traffic comes from vehicles
that pick up product solder; these trucks make 1 to 2 pick-ups per day.
The site has enough parking space to accommodate the approximately ten to twelve employees.

the South Coast Air Quality Management District (SCAQMD). Hazardous waste losses to the environment are
nonexistent. A written assessment that was certified by an independent, qualified, professional engineer
registered in California that the container containment system is suitably designed to achieve the requirements
of sections 66260.15 and 66264.175, Title 22, Cal. Code Regs. was submitted to the DTSC and approved by
DTSC.
The DTSC requires P. Kay Metal to test and analyze the exhaust emissions of the stack that serves the air
pollution control system for the melting furnaces to verify that the system is performing efficiently. The test
parameters include stack volume flow rate, stack gas temperature, water content and lead content. The analysis
will be performed using EPA or SCAQMD methods. The test results will be submitted to DTSC within thirty
(30) days of completing the tests and analysis.
All spills will be vacuumed and recycled through the lead dross treatment process. All rainwater that is
collected in storage unit HWS-1 will be sampled, tested and analyzed for metals at a State -certified laboratory.
Any water that is found to be above TCLP levels for metals will be managed as hazardous waste.
During a 1995 soil assessment at the facility, it was determined that there is some lead contamination at the
facility. Four of the five soil samples taken exceeded the regulatory levels for lead. Therefore, as a special
condition of the Standardized Permit for P. Kay Metal, DTSC is requiring the facility to submit, for DTSC's
review and approval, a random soil sampling plan to determine the extent of the lead contamination beneath the
asphalt area to the north and east of the building. Because the area is completely covered with asphalt, the risk of percolation and migration within the soil is minimal. The sampling must be completed within 120 days of J1-

the effective date of the permit. If the sampling determines that corrective action is not necessary at this time,
-the soil under the asphalt will be re-evaluated at the time of the closure of the facility. A Standardized Permit
facility's Closure Assurance (financial responsibility) must address all potential costs to close the facility, so if
it is determined that corrective action will be necessary, P. Kay Metal's closure cost estimate will be adjusted to
reflect that action.
There is a contingency plan on file with the City of Vernon Environmental Services which was updated in
1996. The operations at P. Kay Metal will be the same as previously and currently conducted. The activities at
the facility are not expected to have any significant effects on the environment. P. Kay Metals is also a
registered hazardous waste transporter, and as such transports the waste coming to the facility in compliance
with the safety precautions required for hazardous waste transporters. Pursuant to DOT regulations (Code of
Federal Regulations Title 49, Subtitle B, Chapter 1, Subchapter C) wastes must be shipped in DOT -approved
containers. In order to qualify as a DOT -approved container, a container must meet the following performance
standards:
"Each package used for the shipment of hazardous materials under this subchapter shall be designed,
constructed, maintained, filled, its contents so limited, and closed, so that under normal incident to
transportation,...
1. there will be not identifiable ...release of hazardous materials to the environment; and
2. the effectiveness of the package will not be reduced (by conditions) encountered during
transportation.
If an accident were to occur during transport, the potential for release and resultant exposures would be limited
by the size of individual drums (i.e., it is unlikely that all of the drums in a load would rupture) and the DOT
container standards.
The drivers of the registered hazardous waste transporter vehicles are trained in contingency procedures to
minimize exposures in case a release does occur.
At greater risk than the surrounding populace are P. Kay Metal's employee who work in close proximity to the
furnaces. P. Kay Metal has an ongoing sampling and monitoring program as required by the California
Occupational Safety and Health Administration (CalOSHA) pursuant to California Code of Regulations, Title
8, General Industry Safety Orders for occupational exposure to lead. According to various employees' job
classifications, P. Kay Metal has identified the primary exposure pathways, defined and implemented sampling
protocol, and conducts an ongoing sampling and monitoring regime. Employee's training requirements are, in
part, tailored to address the exposure potential for specific job classifications.

Protect Location: The facility is located at 2448 East 25th Street, Los Angeles,
near Santa Fe Avenue. The facility is in Los Angeles County, at latitude 340 0'
54" N and longitude 1181 13' 41" W. The entire P. Kay Metal facility occupies
about 30,302 square feet.
Project Description: P. Kay Metal Supply, Incorporated (P. Kay Metal) has
applied to the Department of Toxic Substances Control (DTSC) for a Series B
Standardized Hazardous Waste Facility Permit authorizing the continuing operation
of a hazardous waste transfer, storage and treatment facility in Los Angeles to
reclaim lead and tin from offsite-generated solder dross and to recycle these
metals into new solder. The facility has operated at this site since 1978. This
site has operated as a solder manufacturing facility continuously for sixty
years. Lead is a Resource Conservation and Recovery Act (RCRA) hazardous waste
at concentrations above levels establishing waste as hazardous under the Toxicity
Characteristic Leaching Procedure (TCLP). The lead concentration of P. Kay
Metal's waste exceeds TCLP and requires it to be classified as a RCRA hazardous
waste due to toxicity. Solder dross is exempted from federal RCRA permitting
regulations when recycled but State permitting is required pursuant to Health &
Safety Code (HSC) 25201.6. This standardized permit authorizes P. Kay Metal to
continue to operate the same treatment and storage units used during interim
status, that was granted effective October 1, 1993.
DTSC has prime responsibility for permitting P. Kay Metal Supply. Regulated
facilities must notify DTSC of any changes to the facility or its operation, and
the changes may need prior DTSC approval before they occur.
ARproval: The Department of Toxic Substances Control has found on the basis of
the Initial Study and comments received on the Negative Declaration that there is
no substantial evidence that this project will have a significant effect on the
environment.

Project Location:
P. Kay Metal Supply, Incorporated, is located at 2448 East 25th Street,
Los Angeles, California 90058, in Los Angeles County, at latitude 34° 0'
54" North and longitude 118° 13' 41" West. The facility is located above
the 100-year flood plain in an area zoned "M" General Industrial. The
facility is on the boundary between the Cities of Los Angeles and
Vernon, on Lots 22, 24, 26, 28, and 30, which is partly within the city
of Los Angeles and partly within the city of Vernon, on the map recorded
in Book 23, Page 73 of Miscellaneous Records in the office of the Los
Angeles County Recorder.

The facility is located above the 100-year flood plain in an area zoned
"M" General Industrial, and is situated on a plot of land approximately
195.5 ft x 155 ft (30,302 sq ft.) with a building that is approximately
150 ft long and 71 ft wide. The Storage Unit HWS-1 is a storage unit 20
feet x 30 feet bermed, located in the northeast corner of the facility.
This project does not involve or result in alteration of present or
planned land use. The facility has been in operation at its present
location for 60 years as a solder manufacturing facility, and has been
doing waste recovery activities for 20 years.
Environmental Setting: This project does not involve or result

The City of Vernon Department of Community Services and Water has
notified DTSC that P. Kay Metals has submitted a site -specific
Conditional Use Permit (CUP) application. While P. Kay Metal's
activities are allowable within the General Industrial Zone, a site -
specific permit is required. The City has given interim approval for P.
Kay Metal to keep operating but is delaying formal action on approving
the CUP until DTSC, as Lead Agency for the permit action, issues its CEQA
analysis, as a recommendation to the City Council for approval of the CUP
cannot be made until an environmental review is completed. DTSC will
send a copy of this Negative Declaration, Initial Study and De Minimis
finding to the City of Vernon Department of Community Services and Water
as soon as it is finalized so that the City may review the documents. A
Special Condition in the Standardized Permit allows P. Kay Metal 120 days
from the effective date of the permit to submit a copy of a land use
permit, authorization or other written statement from the City of Vernon
regarding land use authorization. The City of Los Angeles has notified
DTSC that a Conditional Use Permit is not required for the portion of the
facility that is located in Los Angeles.
The facility is bounded by Santa Fe Avenue to the east, 25th street to
the north, Minerva to the west, and 26th street to the south. Adjacent
businesses include Waste Paper Processing, Heat Treating, and Warehouse
Operations, all involved in paper collection, processing, and
warehousing. There are no residences, streams, rivers, major storm water
courses, ditches, wetlands, bodies of water, low lying areas, or shallow
ground depressions located on or near the facility. Additionally, there
are no schools, day care centers, nursing homes, senior citizen
communities, hospitals, or restaurants located within 1,500 feet of the
facility.

This letter is to respond to your letter dated April 28, 1998 regarding the property at 2448 25 h
Street. The Department of Tonic Substances Control (DISC) acted as the lead agency m the
environmental review and has determined that the project will have no significant impact on the
environment The Negative Declaration, approved on December 19, 1998 by DISC, is available for your
review at the City of Vernon Department of Community Services from 7:00 a.m. to 5:00 pm., Monday
through Thursday.
After reviewing their records the Environmental Health Department has revealed that they have
never received a complaint of unpleasant odors coming from the subject facility. P. Kay Metal Supply's
ventilation/bag house system is permitted by the South Coast Air Quality Management District. Periodic
source tests of the system are required to assure that discharges of metals do not exceed the legal limits.
These limits and thresholds are established and based on clinical tests that the City of Vernon has
determined to be credible and based on reliable data. If you have any additional comments or concerns
