1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 7130 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON, FUNCTIONING AS THE PLANNING AGENCY OF THE CITY OF VERNON, RATIFYING AND APPROVING THE SECOND REVISION TO THE BOUNDARIES OF THE PROPOSED FIRST AMENDMENT TO THE INDUSTRIAL REDEVELOPMENT PROJECT WHEREAS, the City Council of the City of Vernon by Resolution No. 7068 adopted on January 6, 1998, designated a redevelopment survey area within the City of Vernon; and WHEREAS, Section 33322 of the California Community Redevelopment Law (Health & Safety Code, Sections 33000, et sea•) provides for the planning commission of the City of Vernon to select a redevelopment project area from within the boundaries of the survey area; and WHEREAS, Section 33008 of the Community Redevelopment Law defines the "planning commission" as used therein as the planning agency for the city established pursuant to law or charter; and WHEREAS, the City Council as authorized by Section 65100 of the California Government Code has established itself as the planning agency of the City of Vernon; and WHEREAS, the City Council, functioning as the planning agency of the City of Vernon, by Resolution 7076 adopted on January 27, 1998, selected the Amendment Project Area for the proposed First Amendment to the Industrial Redevelopment Project area from within the boundaries of the designated redevelopment survey area, and adopted the Preliminary Plan for the First Amendment to the Industrial Redevelopment Project therefor; and WHEREAS, a map and description of the boundaries of the Amendment Project Area for the proposed First Amendment to the 1 2 3 4 5 6 7 8 9 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28' Industrial Redevelopment Project area, as shown on the "Project Area Map" attached to the Preliminary Plan as Exhibit 1 and described on the "Description of Project Area Boundaries" attached to the Preliminary Plan as Exhibit 2, was sent to appropriate officials and agencies in accordance with Resolution No. RA-.112 of the Redevelopment Agency of the City of Vernon adopted on January 27, 1998; and WHEREAS, certain of said officials and agencies requested technical and conforming corrections to said Map and Description, and the City Council desires to approve and ratify the revised boundaries of the Amendment Project area reflecting those corrections; and WHEREAS, the City Council, functioning as the planning agency of the City of Vernon, by Resolution 7107 adopted on April 14, 1998, adopted revised boundaries of the proposed First Amendment to the Industrial Redevelopment Project; and WHEREAS, certain of said officials and agencies requested technical and conforming corrections to said Map and Description, and the City Council desires to approve and ratify the second revision to the boundaries of the Amendment Project area reflecting those corrections. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON, ACTING AS THE PLANNING AGENCY FOR THE CITY OF VERNON, AS FOLLOWS: SECTION 1: The City Council of the City of Vernon does hereby find and determine that the recitals contained hereinabove are true and correct. SECTION 3: The City Council hereby approves and ratifies the second revision to the "Project Area Map" and the second (revision to the "Description of Project Area Boundaries," copies of which have been presented to the City Council concurrently with this resolution, and the City Council hereby orders said second revision to the "Project Area Map" and second revision to the "Description of Project Area Boundaries" to be received and filed by the City Clerk. SECTION 4: The Director of Community Services is hereby authorized and directed to attach the second revision to the "Project Area Map" to the Preliminary Plan for the First Amendment to the Industrial Redevelopment Project as Exhibit l and to attach the second revision to the "Description of Project Area Boundaries" to the Preliminary Plan for the First Amendment to the Industrial Redevelopment Project as Exhibit 2. SECTION 5: The Director of Community Services is hereby authorized and directed to submit the Preliminary Plan for the First Amendment to the Industrial Redevelopment Project, as hereby revised, to the Redevelopment Agency of the City of Vernon. SECTION 6: The City Clerk of the City of Vernon shall certify to the passage of this resolution and thereupon and thereafter the same shall be in full force and effect. In late April, the County Assessor's office contacted the Agency, indicating that further corrections were needed on some of those parcels. The affected parcels are all impacted by the boundaries of the Los Angeles River, making the legal description difficult to decipher. Agency staff has worked closely with our consultants and the County Assessor staff on determining the proper boundaries. These are technical corrections which need to be accomplished prior to noticing the public hearing on the proposed Amendment, but do not otherwise impact any of the underlying blight or environmental analyses. Appropriate maps and legal descriptions were sent to the State Board of Equalization and affected taxing agencies. Subsequently, the Los Angeles County Assessor notified the Agency that four parcels did not conform to the Assessor's records. On April 14, 1998, the Planning Agency adopted a resolution making certain technical corrections to the maps and legal descriptions of the boundaries of the four parcels, in an attempt to conform to County records. In late April, the County Assessor's office again contacted the Agency, indicating that further corrections were needed on some of those parcels. The affected parcels are all impacted by the boundaries of the Los Angeles River, making the legal description difficult to decipher. Agency staff has worked closely with Psomas and the County Assessor staff on determining the proper boundaries. Staff feels confident now that all County concerns over boundary issues have been met. GENERAL STATEMENT OF PROPOSED POPULATION DENSITIES There are no dwelling units in the Amendment Area. There are fewer than 20 scattaed dwelling units in the entire industrial Redevelopment Project Area. They are occupied pulominantly by caretakers of businesses and public safety personnel of the City. For the few dwelling units in the industrial Redevelopment Project Area, maximum densities are one unit for 5,000 square feet for single units and one unit for 4,000 square feet for multiple units. Population is 2.5 people per dwelling unit. Neither the Amendment Area nor the Industrial Redevelopment Project Area is suitable for housing and additional housing is not planned. The City of Vernon has been an employment center for the cities which surround it Employment in the City of Vernon has fallen from 52,900 in 1980 to 45,300 in 1997. This loss of jobs can be substantially attributed to an industrial environment in the City, and more particularly in the Industrial Redevelopment Project Area and the Amendment Area, which is M I= and less conducive to the needs of moon industry, less competitive with other locations in the metropolitan area and outside of it, and therefore, unable to keep many enterprises from suumg back or leaving entirely. DL CONFORMANCE TO THE GENERAL PLAN An updated General Plan for the City of Vernon was adopted by the city Council of the City of Vey by Resolution No-%W on Anvil 19,1989, and amended by Resolution No. 6109 an June 16,1992. The General Plan identified the employment objectives of the City, specified dW land use mix and distribution which could achieve it, identified generally the blighting conditions in the City which would hinder attainment of the City's objectives if not ameliorated, and proposed redevelopment as a tool to solve some of the most difficult problems. The land uses, circulation facilities and other elements of infiiastructure, which will be the basis for redevelopment in the Amendment Area, are consistent with those provided for in the General Plan. 7 X. GENERAL MIPACT OF THE PROJECT UPON THE RESIDENTS AND SURROUNDING NEIGHBORHOOD `There are no residents within the Amendment Area and very few within the Industrial Redevelopment Project Area. No increase in residential population is proposed. Similarly, there is not a significant number of residents in the City outside of the Amendment Area. There are some residents in adjacent cities who live near industrial facilities within the industrial Redevelopment Project Area.
