RESOLUTION NO. 7269
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON COMMENDING LIEUTENANT STEVE TOWLES FOR
HIS EXEMPLARY SERVICES TO THE CITY OF VERNON
DURING 1998
WHEREAS, the City Council of the City of Vernon by
Resolution No. 6355 adopted on November 23, 1993, adopted a
Superior Performance and Ideas Resulting in Tangible Savings
("SPIRITS") Program to recognize the value of employees of the
City of Vernon who strive to give superior performance and/or who
develop innovative ideas with cost savings to the City by the
presentation of various types of awards; and
WHEREAS, in accordance with said SPIRITS program, the
Superior Performance awards are given based on an employee"s
previous annual evaluation of outstanding performance utilizing a
three-tier level selection process; and
WHEREAS, Level 1 of the, selection process consists of
recommendations made to the respective Department Heads of the
names of outstanding employees and awards being made by the
Department Head at their discretion to said employee based on the
awards set forth in the SPIRITS program; and
WHEREAS, an awards committee selects a Department award
recipient from the recipients of Level 1 awards; and
WHEREAS, by letter dated January 12, 1999, Bruce V.
Malkenhorst, City Administrator/City Clerk, advised the City
Council that the Police Department had selected Steve Towles,
Lieutenant, to receive the SPIRITS 1998 ANNUAL DEPARTMENT AWARD
(Level 2); and

WHEREAS, in order to advance to Level 3 of said selection
process an awards committee composed of Department Heads and/or
their designees selects one annual SPIRITS City award recipient
from the recipients of Level 2 awards; and
WHEREAS, Steve Towles, Lieutenant in the Police
Department, has demonstrated a high degree of initiative and skill
such that the awards committee has selected him to receive the
SPIRITS 1998 ANNUAL CITY AWARD (Level 3) in recognition of his
excellent and superior performance; and
WHEREAS, the City Council of the City of Vernon wishes to
express its appreciation and gratitude to Steve Towles for his
exemplary services to the City.
NOW,.THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION l: The City Council of the City of Vernon hereby
expresses its appreciation and gratitude to Steve Towles for his
exemplary services to the City of Vernon.
SECTION 2: The City Clerk of the City of Vernon shall
certify to the passage of this resolution and present a certified
copy thereof to Steve Towles and thereupon and thereafter the same
shall be in full force and effect.

After discussion and much deliberation, Lieutenant Steve Towles
was selected as the winner of the "1998 City Annual SPIRITS
Award."
In accordance with the program, as adopted by the City Council,
information will be sent to the City Attorney's office so that
they may prepare a resolution to be presented at the next City
Council meeting.
