A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF VERNON AUTHORIZING THE REALLOCATION OF
FUNDS MADE AVAILABLE THROUGH THE JUVENILE
ACCOUNTABILITY INCENTIVE BLOCK GRANT TO THE
LOS ANGELES COUNTY DISTRICT ATTORNEY'S OFFICE,
LOS PADRINOS COURT
WHEREAS, a grant of $8,411 has been made available to
the City of Vernon through the Juvenile Accountability Incentive
Block Grant ("JAIBG") Program, which is administered by the
Offices of Criminal Justice Planning (hereinafter, "OCJP"); and
WHEREAS, the JAIBG Program grant is intended to be
utilized for matters relating to the suppression of juvenile
delinquency, including, but not limited to, funding a contract
with a District Attorney or a probation officer relating to
juvenile prosecution; and
WHEREAS, the City of Vernon, acting alone, would not be
able to achieve the goals of the Program with the amount of grant
money it has been provided; and
WHEREAS, the City of Vernon would directly benefit by
authorizing the entire amount of its sub -grant award to be
expended by the Los Angeles County District Attorney's Office, Los
Padrinos Court; and
WHEREAS, because the City of Vernon desires to authorize

the reallocation of the grant funds made available to the City
under the JAIBG Program to the Los Angeles County District
Attorney's Office, Los Padrinos Court, and the City declines to
directly accept funds made available through the JAIBG Program;

1 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
2 THE CITY OF VERNON AS FOLLOWS:
3 SECTION 1: The City Council of the City of Vernon
4 hereby finds and determines that the recitals contained
5 hereinabove are true and correct.
6 SECTION 2: The City of Vernon waives its right to its
7 entire sub -grant award under the JAIBG Program and authorizes said
8 funds to be expended by the Los Angeles County District Attorney's
9 Office, Los Padrinos Court for the mutual benefit of both units of
10 local government.
11 SECTION 3: The City of Vernon recognizes that any
12 liability arising out of the performance of the Grant Award
13 Agreement, including civil court action for damages, shall -be the
14 responsibility of the grant recipient, and that the State of
15 California and the OCJP disclaim responsibility for any such
16 liability.
17 SECTION 4: The grant funds received under the Program
18 shall not be used by the City of Vernon to supplant expenditures
19 controlled by the City of Vernon.
20 SECTION 5: The City Clerk of the City of Vernon shall
21 certify to the passage of this resolution, and thereupon and
22 thereafter the same shall be in full force and effect.

referred to as OCJP).
NOW, THEREFORE BE IT RESOLVED that the City of Paradise waives
its right to its entire direct subgrant award and authorizes the funds to be
expended by the County of Los Angeles for the purpose of STATE THE PURPOSE
_ FOR WHICH FUNDS ARE RELEASED. (i.e., hiring a Deputy District Attorney for
vertical prosecution of juvenile offenders in the Big Paradise Juvenile Court OR
hiring a Deputy Probation Officer for supervision of juveniles in the City of
Paradise OR obtaining Public Defender Pretrial Services in the Big Paradise
Juvenile Court.)
IT IS AGREED that any liability arising out of the performance of this
Grant Award Agreement, including civil court actions for damages, shall be the
responsibility of the grant recipient and the authorizing agency.. The State of
California and OCJP disclaim responsibility for any such liability.

As instructed, I went to the meeting in Downey. For us to have the $8,411 given to Los Padrinos
we have to get a resolution and send a letter. It is requested that we use the format on the
samples given. The format they want us to use for the resolution the is on the seventh page of the
attached paperwork (Sample Resolution - B). Instructions for completing the paperwork are on
the sixth page. The only confusing question was how to get the money to Los Padrinos, instead
of simply the L.A. County District Attorney's Office. All we have to do is write, "County of Los
Angeles District Attorney's Office, Los Padrinos Court" in part (3).
The sample letter regarding the resolution is on the fifth page. In the sample where it says, "state
the purpose for which funds are released" we would put, "hiring a Deputy District Attorney for
vertical prosecution of juvenile offenders in the Los Padrinos Juvenile Court."
If you wish to do this we need to send the letter and a copy of the proposed resolution by
February 12. The proposed resolution should be dated for when it will go before council.

The City of Vernon is unable to utilize the funds available in
