A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF VERNON GRANTING A
CONDITIONAL USE PERMIT TO BASZILE
METALS SERVICE FOR A TRADE SCHOOL AT
2554 25TH STREET IN THE CITY OF VERNON
WHEREAS, Baszile Metals Service has applied for a
conditional use permit to operate a trade school at 2554
25th Street; and
WHEREAS, the City Council of the City of Vernon held a
hearing on said application for a conditional use permit on
April 13, 1999; and
WHEREAS, the proposed site is in the General Industry M
Zone and Section 26.3.5-3 of the Comprehensive Zoning
Ordinance requires a trade school to obtain a conditional
use permit; and
WHEREAS, Baszile Metals Service was issued a temporary
trailer permit on October 21, 1998 to conducted the classes;
and
WHEREAS, the trailer permit shall expire June 22, 1999,
at which time the trailer shall be removed and a permanent
building shall be constructed in its place that complies
with all applicable codes and regulation; and
WHEREAS, the proposed site plan is adequate in size,
shape and topography for the proposed operation, has
adequate drainage, and landscaping, if required, will be
installed pursuant to the Vernon City Code; and
WHEREAS, the proposed site is surrounded by industrial
and commercial uses compatible with the proposed use and no
adverse effects have been anticipated from the proposed

1 operation; and
2 WHEREAS, the site has access to 25th Street, Harriett
3 Street, and 26th Street and although 25th Street being in the
4 City of Los Angeles and 26th Street and Harriett Street are
5 not built out to the Master Plan of Streets; and
6 WHEREAS, Harriett Street and 26th Street in the City of
7 Vernon are not built out to the Master Plan of Street
8 Widths; and
9 WHEREAS, the project site is built out to the property
10 line fronting 26th Street and Harriett Street and to widen
11 these streets would require that a portion of them be
12 demolished, it is impractical to increase the street right-
13 of -way; and
14 WHEREAS, the existing operation has not had a
15 significant impact on the existing traffic system and the
16 proposed operation will not significantly increase the
17 traffic volume and the existing right-of-ways are of
18 adequate size and pavement -type to handle the traffic
19 generated from both the existing and proposed operations;
20 and
21 WHEREAS, the site, as proposed, has adequate off-street
22 parking and loading facilities as required by the Vernon
23 City Code; and
24 WHEREAS, the Community Services Department has performed
25 an Initial Study to determine whether there will be adverse
26 impacts to the environment from the proposed project and has
27 determined that the proposed project will not have a
28 significant effect on the environment, and the Director of

Community Services & Water has recommended that a Negative
Declaration be adopted in compliance with the California
Environmental Quality Act; and
WHEREAS, the conditions imposed on the conditional use
permit will adequately protect the public health, safety and
general welfare and the operation is consistent with all
applicable rules and laws of the city of Vernon; and
WHEREAS, the proposed use, as to location, operation and
design is consistent with the General Plan and Zoning
Ordinance of the City of Vernon; and
WHEREAS, the City Council has received a Staff Report
dated March 8, 1999 upon which it has relied in making the
foregoing recitals; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon
hereby finds and determines that the recitals contained
hereinabove are.true and correct.
SECTION 2: The City Council hereby finds on the basis of
the whole record before it (including the initial study and
any comments received) that there is no substantial evidence
that the project will have a significant effect on the
environment individually or cumulatively, and that the
Negative Declaration reflects the City of Vernon's
independent judgment and analysis, and on the basis of said
findings the City Council hereby approves and adopts the
Negative Declaration for the project.

I SECTION 3: Pursuant to Section 711.4(c) of the Fish and
2 Game Code, the City has found no evidence that the proposed
3 project will have the potential for adverse effects on
4 wildlife resources and the project is therefore exempt from
5 the fees otherwise payable under Section 711.4.
6 SECTION 4: Subject to the conditions set forth below,
7 the conditional use permit is hereby granted to Baszile
8 Metals Service for the operation of a trade school at 2554
9 25th Street.
10 SECTION 5: In order to adequately protect the public
11 health and general welfare the following conditions are
12 required:
13 a. The facility shall be operated in accordance with,
14 and made to conform with all current codes, rules and
15 regulations, and shall be subject to permit fees as adopted
16 by the City of Vernon. All trucking operations, including
17 truck and trailer parking, shall be limited to the lot
18 located at 2554 25th Street in the City of Vernon.
19 b. All parking and loading facilities shall be paved
20 with a hard durable surface material and shall be adequately
21 drained, and kept free of dust, mud, trash and weeds. Where
22 parking or maneuvering areas adjoin the public street a
23 barrier wall or landscaping shall be installed and
24 maintained to meet City standards. Adequate on -site parking
25 shall be maintained so that no on -street parking will occur.
26 c. All required federal, state, local and regulatory
27 agency permits shall be obtained prior to operation. Prior
28 to occupancy a business license and occupancy permit shall

be obtained.
e. The facility shall be operated in a manner which
will not impede traffic on Harriett Street or 26th Street.
f. All existing cracked sidewalk, curb and gutter
adjacent to the site on 26th Street and Harriett Street
shall be repaired and maintained to meet City Standards.
g. The site currently generates approximately 16 truck
trips per month. Any substantial increase in the number of
truck trips shall require a new conditional use permit.
h. The trailer shall be removed or replaced with a
permanent structure on or before June 22, 1999 that complies
with all applicable codes.
i. The owner of the property shall provide to the City
of Vernon a utility easement for underground electrical
lines, a pull box, and a padmounted transformer located on
the applicants property in a form and manner subject to
approval of the Director of Community Services and Water.
SECTION 6: The City Council hereby approves (1) City of
Vernon Community Services Department Staff Report on Baszile
Metals Service for a Conditional Use Permit to operate a
trade school at 2554 25th Street dated March 8, 1999, and
(2) the Environmental Checklist Form and Initial Study for
the project dated March 24, 1999. Copies of said documents
have been submitted to the City Council concurrently
herewith, and the City Clerk is directed to receive and file
them. Such documents and other materials which constitute
the record of proceedings in this matter shall be maintained
in the office of the City Clerk, who is and shall be the

I custodian thereof.
2 SECTION 7: Noncompliance with the conditions set forth
3 in the conditional use permit shall be grounds for voiding
4 the permit pursuant to Section 26.5.2-10 of the
5 Comprehensive Zoning Ordinance.
6 SECTION 8: Baszile Metals Service and any successors in
7 interest shall indemnify, hold harmless, and defend the City
8 of Vernon, its officers, agents, and employees from and
9 against any and all claims, complaints, or petitions for:
10 (1) damages, losses, expanses resulting from bodily injury,
11 sickness, disease, disability or death arising from the
12 operation of the facility excluding therefrom any such claim
13 resulting from the sole negligence or intentional wrongdoing
14 of the City of Vernon, its officers, agents or employees;
15 (2) a peremptory writ or other relief by way of injunction,
16 mandamus, or administrative mandamus; or (3) legal expenses
17 and attorney's fees incurred by the City of Vernon on behalf
18 of any party in such actions or proceedings. The City of
19 Vernon does not waive its right to participate in the
20 defense of any such action
21 SECTION 9: Not later than sixty (60) days from the date
22 of this Resolution, Baszile Metals Service, shall indicate,
23 in writing, its acceptance of and agreement with the
24 conditions contained in Section 5 of this Resolution and the
25 indemnification provision contained in Section 8 of the
26 Resolution.

1 SECTION 10: The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution and thereupon and
3 thereafter the same shall be in full force and effect.

Baszile Metals Service has applied for a conditional use
permit to operate a trade school at 2554 25th Street in the City
of Vernon. After review of the application by the Community
Services Department, it is recommended that the conditional use
permit be granted.
Herewith for your consideration are the following supporting
documents:
1. Staff Report.
2. Request for conditional use permit and information
supporting the application.
3. Notice of Public Hearing, Notice of Intent, copies of
notification letters to owners and tenants in the area,
and affidavits of posting and mailing.
4. Environmental Checklist Form and Initial Study.
5. Negative Declaration.
An initial study has been conducted for the project in
compliance with the California Environmental Quality Act (CEQA)
which identifies potentially significant impacts on the
environment from the project. A mitigation monitoring program
has been proposed to mitigate any potentially significant
effects. The project is consistent with the General Plan as
adopted by the City of Vernon.

3. That the project will not individually or cumulatively
have an adverse effect on wildlife resources.
It is further recommended that the Negative Declaration be
approved and adopted, a Notice of Determination and De Minimis
Findings be filed with the County Clerk, and that the Conditional

Baszile Metals Service is a Small Disadvantaged Business engaged in the sale and
distribution of Aluminum Parts processed and manufactured for the aircraft and aerospace
industries. The Company was established in 1975 by Barry Baszile President, and
Reliance Steel. Barry Baszile bought out Reliance Steel in 1985 and is the present owner
and stockholder:
escrintion of Present Work Force & Need For Training
The work force at Baszile Metals is composed mostly primarily of socially and
economically disadvantaged individuals. Most of these employees are high school drop
outs and individuals who want to be responsible, productive and develop manufacturing
skills that will provide good paying job for themselves and their families.
In order to increase the skills of its employees, Baszile Metals Service has instituted a
training program known as Fast Track Los Angeles. This program will improve the
math, reading, and english skills of its employees. While the program is specially
designed for its employees, admittance to the training program will he made available to
other individuals who are economic and socially disadvantaged. Some of these
individuals will be welfare recipients who wish to transition from welfare to
unsubsidizied employment. The average class size will be approximately twenty,
individuals. In addition to remedial courses in english, math, and reading, on the job
training on metal "saws, shears, mills and other metal processing equipment will be made
available to individuals enrolled in the program.
Traffic Impact
There will not be an increase in traffic in the area, because 99% o of these individuals will
use public transportation.

Baszile Metals currently has a City of Vernon Health Permit to cover it's limited use of
hazardous material. There will not be an additional Haz Mat impact on the area.
Deliveries to our warehouse are made two or three times per month. We have receive our
orders from the mill in truck load quantities and they are usually made between 8:30 a.m.
and 2:00 p.m. These deliveries come from Chicago and usually exit from the 1-10
freeway.
Baszile Metals deliveries material to it's customers 2-3 times per week. These deliveries
are usually made between 8:30 a.m. and 3:00 p.m. Our trucks make no more than three
exists from our yard per week. Our truck use the 1-10 and 1-5 freeways.
Trucks enter from Harriet and exit on to 25Th Street. Employees enter and exit on-25Th
Street. Additional entrances will be made on Harriet Street and exits will be on Harriet.
The new activity will not change the present number of entrances and exists from 2554 E.
25Th Street.
The site has 189,216 sq. feet. The office area is 14,924 sq. feet. The warehouse area is
58,652 sq. feet. Most of the buildings are steel and concrete and the temporay building is
made of aluminum and lumber. All business activities for Baszile Metals are conducted
in the steel and concrete buildings.
Classroom Activities
Classes for the Fast Track program will be held in a temperature controlled 24 ft x 60 ft
portable classroom located on the premises of 2554 E. 25th Street Los Angeles Ca 90058.
The portable building will be in use for a maximum time of 24 months. Applications for
permits necessary to operate within this temporary facility have been applied for.
Applications to operate in permanent building will be submitted to the city within the
next 6-9 months.
The approximate number of students per class will be approximately 20. Classes are
scheduled from 8:00 am to 5:00 p.m. five days per week.
Availability Of Parking
Adequate parking space on the premises will be available to accommodate new parking
requirements. At the present time we have 4 spaces for handicap as required, 59 spaces
for the warehouse, 30 spaces for the office. We are required to have 4 truck parking
spaces and we have provided 6 spaces. We are required to have 4 truck loading spaces
and we have provided 4 spaces.

Baszile Metals Service is a Small Disadvantaged Business engaged in the sale and
distribution of Aluminum Parts processed and manufactured for the aircraft and aerospace
industries. The Company was established in 1975 by Barry Baszile President, and
Reliance Steel. Barry Baszile bought out Reliance Steel in 1985 and is the present owner
and stockholder:
Description of Present Work For & Need For Training
The work force at Baszile Metals is composed mostly primarily of socially and
economically disadvantaged individuals. Most of these employees are high school drop
outs and individuals who want to be responsible, productive and develop manufacturing
skills that will provide good paying job for themselves and their families.
In order to increase the skills of its employees, Baszile Metals Service has instituted a
training program known as Fast Track Los Angeles. This program will improve the
math, reading, and english skills of its employees. While the program is specially
designed for its employees, admittance to the training program will he made available to
other individuals who are economic and socially disadvantaged. Some of these
individuals will be welfare recipients who wish to transition from welfare to
unsubsidizied employment. The average class size will be approximately twenty
individuals. In addition to remedial courses in english, math, and reading on"the job
training on metal saws, shears, mills and other metal processing equipment will be made
available to individuals enrolled in the program.
Traffic Impact
There will not be an increase in traffic in the area, because 99% of these individuals will
use public transportation.
Haz Mat. Impact
Baszile Metals currently has a City of Vernon Health Permit to cover it's limited use of
hazardous material. There will not be an additional Haz Mat impact on the area.

Deliveries to our warehouse are made two or three times per month. We receive our
orders from the mill in truck load quantities and they are usually made between 8:30 a.m.
and 2:00- p.m. These deliveries come from Chicago and usually exit from the I-10
freeway.
Baszile Metals deliveries material to it's customers 2-3 times per week. These deliveries
are usually made between 8:30 a.m. and 3:00 p.m. Our trucks make no more than three
exits from our yard per week. Our truck use the I-10 and I-5 freeways.
Traffic Patterns
Trucks enter from Harriet and exit on to 25Th Street. Employees enter and exit on 25Th
Street. Additional entrances will be made on Harriet Street and exits will be on Harriet.
The new activity will not change the present number of entrances and exits from 2554 E.

8. Description of Project: Baszile Metals Service currently sales and distributes aluminum parts, processed
and manufactured for the aircraft and aerospace industries. They are proposing to offer free training for socially and
economically disadvantaged individuals. The classes will consist of approximately 20 students through out the day
and will be held in an existing, permitted modular classroom building located at 2554 25`'' Street. The modular
classroom is currently used by the applicant to train their own staff but they are proposing to expand the training to
incorporate non-Baszile Metals employees. A trailer permit was issued to Baszile Metals on October 21, 1998 and
shall expire June 22, 1999. At that time the trailer shall be removed or a permanent building shall be constructed in
its place that complies with all applicable codes and regulation. Because the students will be economically challenged
a majority of them are expected to travel to the facility by public transit and therefore will cause an insignificant
traffic impact. The classes will be held during normal business hours and will utilize existing machines on -site for
training purposes. The operation is classified as a, "Trade School' and therefore requires a conditional use permit.
The facility will require an initial study to determine any environmental impacts.

Vernon is a fully urbanized industrial city. No geologic features exist within the project area. The channelized Los
Angeles River runs through the City, but the project will not affect the river,
IV. WATER. Would the proposal result in:
a) Changes in absorption rates, drainage patterns,

a. The project is located in a highly urbanized area and is served by the existing drainage system. The majority of the
site is currently paved and has an existing drainage system. The existing drainage system sheet -flows to 251h Street, 26" Street,
and/or Harriett Street. The remaining portion shall be paved upon approval of this conditional use permit. The newly paved
section shall stay consistent with the overall ambient drainage pattern. The project is subject to City standards and the
National Pollutant Discharge Elimination System (NPDES) requirements. If required the project shall obtain a NPDES permit.
Therefore, the impact will be less than significant.
b) Exposure of people or property to water related

b. According to the City of Vernon Master Environmental Assessment (MEA)Z, the Los Angeles River flows through the
City in a concrete channel. The river channel, in conjunction with other major improvements in the region, has greatly
reduced the probability of a major flood occurring in the City of Vernon. However, intense thunderstorms of short duration
have been known to occur and result in localized flooding and ponding in areas extensively covered by buildings or paving.
The project will include all necessary drainage improvements to provide for adequate site drainage, in compliance with
existing City Standards. Therefore, the proposed project will cause no impact.

surface water quality (e.g. temperature, dissolved

V AIR QUALITY: Would the proposal:

a. The City of Vernon is located within the South Coast Air Basin of California. The basin covers a 6,600-square mile
area within Orange County, non -desert portions of Los Angeles County, Riverside County, and San Bernardino County. Air
quality in the basin is monitored by the South Coast Air Quality Management District (SCAQMD) at 35 monitoring stations
throughout the area. The monitoring station nearest to the City of Vernon is the Pico Rivera station. Readings at the station
are used to characterize air quality in the City of Vernon.
The operation will not be disturbing any unpaved soil during construction or operating any construction vehicles on -site
for an extended period of time. There shall be no significant air quality impacts due to construction related activities. During
operation, as indicated previously, there shall not be a negligible increase in traffic trips. The applicant is anticipating that the
students participating in the program will either be existing employees of Baszile Metals Service or shall access the facility by
public transportation. The operational air quality impacts associated with additional vehicle trips due to the proposed project
will not significant.
b) Expose sensitive receptors to pollutants? ❑ ❑ ❑ - X
b. Vernon is an industrial community. There are no sensitive receptors (e.g., residences, hospitals, schools) adjacent to or
within one -quarter mile of the project site (distance threshold established by the South Coast Air Quality Management

a. Several freeways serve Vernon. To the north is the Santa Ana (1-5), Santa Monica (1-10) and the Hollywood (1-101)
freeways, to the west is the Harbor Freeway (I-110), and to the east is the Long Beach Freeway (1-710). Vernon has several
arterials which bisect the City. The site has access to 25' Street in the City of Los Angeles, 26' $treet, and Harriett Street in
the City of Vernon.
The sections of Harriet Street and 261h Street that abut the project site have not been built out to the Master Plan of Streets
widths. Harriet Street is 40 feet in width while the Master Plan of Streets calls that it be built out to 44 feet. 26`' Street is 50
feet in width while the Master Plan of Streets calls that it be built out to 60 feet. Because the facility's buildings are situated
along the property line fronting 26`' Street and Harriett Street the Community Services Department will not request the street
easements at this time. However, because the operation is only expected to generate a negligible traffic increase, the streets are
of adequate size and pavement type to handle the traffic generated from the operation.
b) Hazards to safety from design features (e.g. sharp
curves or dangerous intersections) or incompatible

Baszile Metals Service is proposing to offer free training for socially and economically disadvantaged individuals. The
program will teach the students basic scholastic skills such as English, math, and reading, as well as job skills such as how to
operate metal saws, shears, and other metal processing equipment. In doing so the program will utilize the existing machines
and equipment on -site. The hazardous materials used to operate and maintain these machines shall be stored, handled, and
disposed of as required by applicable codes and regulations. There shall be no impact in regards to hazardous materials.
To avoid any impacts to emergency response plans, the facility shall provide fire access as required by the 1994 Uniform
Fire Code. All queuing of vehicles shall be conducted on -site so as not to interfere with any emergency response traffic.
Therefore, there will be no impact.
e) Increased fire hazard in areas with flammable
brush, grass, or tees?

a. The City of Vernon is primarily made up of industrial and distribution type facilities with limited plant life. Plant life
is limited to non-native and ornamental species which are used for landscaping. Animal life in Vernon and nearby urban
communities consists of bird, reptile and mammal species that live in close proximity to man. There are no endangered species

in Vernon. There are no important examples of major periods of California history. Therefore, the proposed project will
create no impact.
b) Does the project have the potential to achieve
short -tents, to the disadvantage of long-term,

b. The proposed project is in conformance with the City of Vernon General Plan. The zoning of the site' is M, which
allows a trade school with a conditional use permit. The proposed project has addressed all environmental concerns prior to
this initial study thus there will be clearly no significant environmental impact. There will not be an impact on long-term
environmental goals.
c) Does the project have impacts that are individually
limited, but cumulatively considerable?
("Cumulatively considerable" means that the
incremental effects of a project are considerable
when viewed in connection with the effects of past
projects, the effects of other current projects, and

c. Based on the findings in this initial study in considering cumulative impacts, there were no impacts significant enough
to constitute a cumulative impact. The project consists of adding a trailer for a classroom and making a few negligible
improvements and eventually replacing the trailer with a permanent classroom addition. There shall be no additional traffic
impacts that will constitute a significant impact. In considering all the cumulative affects of this project it has been determined
that there will clearly be no significant cumulative impact.

Metals employees. A trailer permit was issued to Baszile Metals on
October 21, 1998 and shall expire June 22, 1999. At that time the
trailer shall be removed or a permanent building shall be
constructed in its place that complies with all applicable codes
and regulation. Because the students will be economically
challenged a majority of them are expected to travel to the
facility by public transit and therefore will cause an
insignificant traffic impact. The classes will be held during
normal business hours and will utilize existing machines on -site
for training purposes. The operation is classified as a, "Trade
School" and therefore requires a conditional use permit. The
facility will require an initial study to determine any
environmental impacts.
FINDINGS:

(March 8, 1999)
Baszile Metals Service has submitted an application for a
conditional use permit to operate a trade school at 2554 25tn
Street. Baszile Metals Service currently sales and distributes
aluminum parts, processed and manufactured for the aircraft and
aerospace industries. They are proposing to offer free training
for socially and economically disadvantaged individuals. The
classes will be held in an existing, permitted modular classroom
building located at 2554 25th Street. The modular classroom is
currently used by the applicant to train their own staff but they
are proposing to expand the training to incorporate non-Baszile
Metals employees. Because the students will be economically
challenged they will most likely travel to the facility by public
transit and therefore will cause an insignificant traffic impact.
The classes will be held during normal business hours and will
utilize existing machines on -site for training purposes. The
operation is classified as a, "Trade School" and therefore
requires a conditional use permit. The facility will require an
initial study to determine any environmental impacts.
1. GENERAL PLAN The proposed use is in accordance
with the General Plan. The site is located in the M Zone,
General Industry. A trade school is permitted in this zone with

a conditional use permit as specified by Section 26.3.5-3 of the
Comprehensive Zoning Ordinance.
2. SITE The project site is located on two parcels
measuring approximately 1.3 and 2.6 Acres in size. There are 4
existing buildings on the site and one modular trailer where the
class will be held. The applicant is proposing to substitute the
temporary modular trailer with a permanent classroom facility.
The site is currently occupied by Baszile Metals Service. The
size, shape, topography and drainage of the facility is adequate
for the proposed operations.
3. ADVERSE EFFECT The proposed site is surrounded by
industrial uses compatible with the proposed use. No potentially
significant impacts are expected to result from the project. An
initial study has been conducted for the project in compliance
with the California Environmental Quality Act (CEQA). No
potentially significant impacts are expected to result from the
project. A Notice of Intent, Notice of Determination, and De
Minimums Findings will be filed with the County of Los Angeles.
4. ACCESS The site has a total of 10 driveways located on
Harriett Street, 25th Street, and 261h Street. The driveways range
in width from 16 feet to 37.5 feet. There are 3 driveways on
Harriett Street, 5 on 251h Street, and 2 on 26th Street. A fourth
driveway on Harriett Street was removed and replaced with a curb
and gutter due to noncompliance with required City of Vernon
frontage standards. In addition the existing 50 foot driveway on

26`h Street shall be removed and replaced with a curb, gutter and
sidewalk. Trucks access and exit the site from four driveways
throughout the site. Two are located on 25th, one on 26th and one
on Harriett Street. The remaining driveways are used for
automobile access.
The sections of Harriet Street and 26th Street that abut the
project site have not been built out to the Master Plan of
Streets. Harriet Street is 40 feet in width while the Master
Plan of Streets calls that it be built out to 44 feet. 26th
Street is 50 feet in width while the Master Plan of Streets calls
that it be built out to 60 feet. Because the facility has
existing buildings that front 261h Street and Harriett Street the
street easements will not be requested at this time. However,
because the operation is not expected to generate any additional
traffic, the streets are of adequate size and pavement type to
handle the traffic generated from the operation.
5. VEHICLE MOVEMENTS Currently the facility generates
approximately 16 truck trips per month. Supplies are delivered
to Baszile Metals Service 2 or 3 times per month. Deliveries
from the facility are made 2 to 3 times per week. Trucks enter
the site from Harriett Street and exit onto 25th Street. The
deliveries come from Chicago, Illinois and travel to the I-10
freeway, proceed to Harriett Street and then enter the facility.
From the facility the trucks travel to either Santa Fe Avenue or
Alameda Street then proceed north to the I-10 or I-5 freeways.
Currently employees enter and exit on 251h Street. As stated

earlier, because students will be economically challenged they
will most likely travel to the facility by public transit and
will not drive automobiles to the facility. Therefore, the
proposed project is not expected to generate any more automobile
traffic trips than currently exist.
6. OPERATIONS As stated earlier, Baszile Metals Service
currently operates an Aluminum Parts processing and manufacturing
plant. They are proposing to expand their already existing
employee training program to incorporate non-Baszile Metals
Service employees. The program will teach the students basic
scholastic skills such as English, math, and reading, as well as
job skills such as how to operate metal saws, shears, and other
metal processing equipment. The program is designed for high
school drop outs who are interested in making the transition from
welfare to unsubsidized employment. The program will be free to
all those interested and is expected to attract 10 to 30
students.
The Comprehensive Zoning Ordinance requires that the project
have 143 car parking spaces, 7 truck parking spaces, and 5 truck
loading spaces. The facility has provided the minimum required
parking and loading spaces to comply with the Comprehensive
Zoning Ordinance.
The classroom will be in a temporary office trailer located
on the south west side of the northeastern most building. A
trailer permit was issued to Baszile Metals on October 21, 1998
and shall expire June 22, 1999. At that time the building shall

be removed or a permanent building shall be constructed in its
place that complies with all applicable codes and regulation.
7. STATE OR FEDERAL CONDITIONS All Federal, State, and
local regulatory permits shall be obtained as required for the
operation.
8. CONDITIONS It is recommended that the following
conditions be set on the permit to adequately protect the public
interests:
a. The facility shall be operated in accordance with, and
made to conform with all current codes, rules and regulations,
and shall be subject to permit fees as adopted by the City of
Vernon. All trucking operations, including truck and trailer
parking, shall be limited to the lot located at 2554 25th Street
in the City of Vernon.
b. All parking and loading facilities shall be paved with a
hard durable surface material and shall be adequately drained,
and kept free of dust, mud, trash and weeds. Where parking or
maneuvering areas adjoin the public street a barrier wall ^or
landscaping shall be installed and maintained to meet City
standards. Adequate on -site parking shall be maintained so that
no on -street parking will occur.
C. All required federal, state, local and regulatory agency
permits shall be obtained prior to operation. Prior to occupancy
a business license and occupancy permit shall be obtained.
e. The facility shall be operated in a manner which will
not impede traffic on Harriett Street or 26`h Street.

f. All existing cracked sidewalk, curb and gutter adjacent
to the site on 26th Street and Harriett Street shall be repaired
and maintained to meet City Standards.
g. The site currently generates approximately 16 truck
trips per month. Any substantial increase in the number of truck
trips shall require a new conditional use permit.
h. The trailer shall be removed or replaced with a
permanent structure on or before June 22, 1999 that complies with
all applicable codes.
i. The owner of the property shall provide to the City of
Vernon a utility easement for underground electrical lines, a
pull box, and a padmounted transformer located on the applicants
property in a form and manner subject to approval of the Director
of Community Services and Water.
