The classes will consist of approximately 20 students through out the day and will be held in an existing, permitted modular classroom building located at 2554 25`'' Street. The modular classroom is currently used by the applicant to train their own staff but they are proposing to expand the training to incorporate non-Baszile Metals employees. A trailer permit was issued to Baszile Metals on October 21, 1998 and shall expire June 22, 1999. At that time the trailer shall be removed or a permanent building shall be constructed in its place that complies with all applicable codes and regulation. Because the students will be economically challenged a majority of them are expected to travel to the facility by public transit and therefore will cause an insignificant traffic impact. The classes will be held during normal business hours and will utilize existing machines on -site for training purposes. The operation is classified as a, "Trade School' and therefore requires a conditional use permit. The facility will require an initial study to determine any environmental impacts. 9. Other agencies whose approval is required (and permits needed): Environmental Factors Potentially Affected: The environmental factors checked below could be potentially affected by this point, involving at least one impact that is a "Potentially Significant Impact' or "Potentially Significant Unless Mitigated," as indicated by the checklist on the following pages. ❑ Land Use and Planning ❑ Population and Housing El Geophysical El Water O Air Quality Determination. On the basis of this initial evaluation: Transportation/Circulation O Biological Resources Energy and Mineral Resources El Hazards 0 Noise ❑ Mandatory Findings of Significance Public Services Cl Utilities and Service Systems Aesthetics O Cultural Resources O Recreation I find that the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. A NEGATIVE DECLARATION will be prepared. I find that the proposed project MAY have a significant effect on the environment, and an ENVIRONMENTAL IMPACT REPORT is required. I find that the proposed project MAY have a significant effect(s) on the environment, but at least one effect 1) has been adequately analyzed in an earlier document pursuant to applicable legal standards, and 2) has been addressed by mitigation measures based on the earlier analysis as described on attached sheets, if the effect is a "potentially significant impact" or "potentially significant unless mitigated." An ENVIRONMENTAL IMPACT REPORT is required, but it must analy only the effects that remain to be addressed. xZ za,- la,- 3 -zyJ1,9 jwzr Date Samuel "Kevin" Wilson City of Vernon Printed Name For X 07 U n ENVIRONMENTAL CHECKLIST FORM Potentially Potentially Significant Less Than Significant Unless Significant No Impact Mitigated Impact Impact 1. LAND USE AND PLANNING. Would the proposal a) Conflict with general plan designation or zoning? ❑ ❑ ❑ X b) Conflict with applicable environmental plans or policies adopted by agencies with jurisdiction over the project? ❑ ❑ ❑ X a and b. The project area is zoned General Industry, M. The site is currently occupied by Baszile Metals Service. The City of Vernon is primarily made up of industrial and distribution type facilities. The use conforms with the zoning ordinance (with a conditional use permit) as well as with the General Plan, local codes and ordinances as they now exist. Building standards will, at a minimum, conform to the building requirements of applicable codes and ordinances. The project site is not located near any environmentally sensitive sites. The project is not in conflict with any environmental plans or policies. c) Affect agricultural resources or operations (e.g. impacts to soils or farmlands, or impacts from incompatible land uses)? ❑ ❑ ❑ X c. The City of Vernon is an industrial city with no agricultural land use within its boundaries. Therefore, the project, as proposed, will not affect agricultural resources or operations. d) Disrupt or divide the physical arrangement of an established community (including alow income or minority community)? ❑ ❑ ❑ X d. There are no residential unit or sensitive receptors within 0.5 miles from the project's boundary. The site is surrounded by compatible uses and will not disrupt or divide the physical arrangement of an established community. if. POPULATION AND HOUSING. Would the proposal a) Cumulatively exceed official regional or local population projections? ❑ ❑ ❑ X b) ' Induce substantial growth in an area either directly or indirectly (e.g. through projects in an undeveloped area or extension of major infrastructure)? ❑ ❑ ❑ X a and b. The population of the City of Vernon is approximately 90, with up to 50,000 people working in the City. Baszile Metals Service currently occupies the site. The proponent is expecting to accommodate approximately 20 students at the site. No change in population or housing will occur as a result of the project. The project will not induce substantial growth directly or indirectly. c) Displace existing housing, especially affordable housing? ❑ ❑ ❑ X c. No housing currently exists near the proposed project. Thus, the project will not displace housing. Ill. GEOPHYSICAL. Would the proposal result in or expose people to potential impacts involving: a) Seismicity: fault rupture? ❑ ❑ X ❑ a. The project is located in the seismically active southern California region. However, no active faults or Alquist-Priolo -1- Special Study Zones are known to traverse the City or the project area. The trailer shall be installed and braced to meet current earthquake preparedness requirements as established by the Uniform Building Code and other applicable rules and regulations or remove and replace the trailer with a permanent classroom facility. b) Seismicity: ground shaking or liquefaction? ❑ ❑ X ❑ b. According to the California Division of Mines and Geology, the proposed project area is not subject to liquefaction during an earthquake'. No impact is anticipated. c) Seismicity: seiche or tsunami? ❑ ❑ ❑ X d) Landslides or mudslides? ❑ ❑ ❑ X c and d. The project is located in a densely developed central section of Los Angeles County. The project is at a considerable distance from the ocean and any large bodies of open water, and is not subject to seiches or tsunamis. The project area is flat, located away from hillsides, and is not affected by landslides or mudflows. e) Erosion, changes in topography or unstable soil conditions from excavation, grading or fill? ❑ ❑ X Ll f) Subsidence of the land? ❑ ❑ ❑ X g) Expansive soils? ❑ ❑ ❑ X h) Unique geologic or physical features? ❑ ❑ ❑ X e through h. The site is currently not occupied with any substantial subgrade structures, and no such structures are proposed to be constructed. The portion of the site that is unpaved shall be paved with a hard durable surface as indicated in the conditional use permit. No substantial excavations are anticipated to occur with the proposed project. Grading and other site preparation activities on the proposed site will be relatively limited and will not have the potential to result in unstable soil conditions or change the geological substructures. All construction activity will proceed in compliance with the City requirements which include measures to prevent erosion or unstable soil conditions. Therefore, this impact is considered less than significant. Vernon is a fully urbanized industrial city. No geologic features exist within the project area. The channelized Los Angeles River runs through the City, but the project will not affect the river, IV. WATER. Would the proposal result in: a) Changes in absorption rates, drainage patterns, or the rate and amount of surface runoff. ❑ ❑ X ❑ a. The project is located in a highly urbanized area and is served by the existing drainage system. The majority of the site is currently paved and has an existing drainage system. The existing drainage system sheet -flows to 251h Street, 26" Street, and/or Harriett Street. The remaining portion shall be paved upon approval of this conditional use permit. The newly paved section shall stay consistent with the overall ambient drainage pattern. The project is subject to City standards and the National Pollutant Discharge Elimination System (NPDES) requirements. If required the project shall obtain a NPDES permit. Therefore, the impact will be less than significant. b) Exposure of people or property to water related hazards such as flooding? ❑ ❑ ❑ X b. According to the City of Vernon Master Environmental Assessment (MEA)Z, the Los Angeles River flows through the City in a concrete channel. The river channel, in conjunction with other major improvements in the region, has greatly reduced the probability of a major flood occurring in the City of Vernon. However, intense thunderstorms of short duration have been known to occur and result in localized flooding and ponding in areas extensively covered by buildings or paving. The project will include all necessary drainage improvements to provide for adequate site drainage, in compliance with existing City Standards. Therefore, the proposed project will cause no impact. c) Discharge into surface waters or other alteration of surface water quality (e.g. temperature, dissolved oxygen or turbidity)? ❑ ❑ ❑ X -2- d) Changes in the amount of surface water in any water body? ❑ ❑ ❑ X e) Changes in currents, or the course or direction of water movements? Q ❑ ❑ X c. through e. No surface water bodies are located near the project and the project is not expected to directly discharge into such water or change the amount of any water bodies located in the vicinity. f) Change in the quantity of ground waters, either through direct additions or withdrawals, or through interception of an aquifer by cuts or excavations? g) Altered direction or rate of flow of groundwater? ❑ ❑ X ❑ ❑ ❑ X f and g. The project is an existing facility with support structures above ground. No substantial excavation or other extensive below -grade work that could affect quantity, direction, or flow of groundwater is anticipated to occur. h) Impacts to groundwater quality? ❑ ❑ ❑ X h. The proposed project will be required to comply with the NPDES permit requirements and any conditions issued by the Regional Water Quality Control Board. These requirements are designed to prevent groundwater pollution during both the construction and operation of such development. The entire site will be paved, and there will be little percolation occurring. Therefore, no impact is expected to occur from the proposed project. V AIR QUALITY: Would the proposal: a) Violate any air quality standard or contribute to an existing or projected air quality violation? ❑ ❑ ❑ X a. The City of Vernon is located within the South Coast Air Basin of California. The basin covers a 6,600-square mile area within Orange County, non -desert portions of Los Angeles County, Riverside County, and San Bernardino County. Air quality in the basin is monitored by the South Coast Air Quality Management District (SCAQMD) at 35 monitoring stations throughout the area. The monitoring station nearest to the City of Vernon is the Pico Rivera station. Readings at the station are used to characterize air quality in the City of Vernon. The operation will not be disturbing any unpaved soil during construction or operating any construction vehicles on -site for an extended period of time. There shall be no significant air quality impacts due to construction related activities. During operation, as indicated previously, there shall not be a negligible increase in traffic trips. The applicant is anticipating that the students participating in the program will either be existing employees of Baszile Metals Service or shall access the facility by public transportation. The operational air quality impacts associated with additional vehicle trips due to the proposed project will not significant. b) Expose sensitive receptors to pollutants? ❑ ❑ ❑ - X b. Vernon is an industrial community. There are no sensitive receptors (e.g., residences, hospitals, schools) adjacent to or within one -quarter mile of the project site (distance threshold established by the South Coast Air Quality Management District)'. Therefore, there will be no impacts to sensitive receptors. c) Alter air movement, moisture, or temperature, or cause any change in climate? ❑ ❑ ❑ X e. The proposed project will create no unusual conditions which could alter air movement, moisture, temperature, or climate. d) Create objectionable odors? ❑ ❑ ❑ X d. The proposed operation will not create objectionable odors and thus there will be clearly no significant environmental impact. -3- VI. TRANSPORTATION/CIRCULATION. Would the proposal result in: a) Increased vehicle trips or traffic congestion? ❑ ❑ X ❑ a. Several freeways serve Vernon. To the north is the Santa Ana (1-5), Santa Monica (1-10) and the Hollywood (1-101) freeways, to the west is the Harbor Freeway (I-110), and to the east is the Long Beach Freeway (1-710). Vernon has several arterials which bisect the City. The site has access to 25' Street in the City of Los Angeles, 26' $treet, and Harriett Street in the City of Vernon. The sections of Harriet Street and 261h Street that abut the project site have not been built out to the Master Plan of Streets widths. Harriet Street is 40 feet in width while the Master Plan of Streets calls that it be built out to 44 feet. 26`' Street is 50 feet in width while the Master Plan of Streets calls that it be built out to 60 feet. Because the facility's buildings are situated along the property line fronting 26`' Street and Harriett Street the Community Services Department will not request the street easements at this time. However, because the operation is only expected to generate a negligible traffic increase, the streets are of adequate size and pavement type to handle the traffic generated from the operation. b) Hazards to safety from design features (e.g. sharp curves or dangerous intersections) or incompatible uses (e.g. farm equipment)? ❑ ❑ ❑ X b. The proposed site is located in an existing industrial area with similar manufacturing type uses. The project is compatible with surrounding uses. No safety hazard resulting from incompatible uses are expected. c) inadequate emergency access or access to nearby uses? ❑ ❑ ❑ X c. The proposed site will include emergency access and access to nearby uses, as required by the City and the Uniform Fire Code. d) Insufficient parking capacity on -site or off -site? ❑ ❑ ❑ X d. The Comprehensive Zoning Ordinance requires that the project have 143 car parking spaces, 7 truck parking spaces, and 5 truck loading spaces. The facility has provided the minimum required parking and loading spaces to comply with the Comprehensive Zoning Ordinance and therefore will have no significant impact. e) Hazards or barriers for pedestrians or bicyclists? ❑ ❑ ❑ X f) Conflicts with adopted policies supporting alternative transportation (e.g. bus turnouts, bicycle racks)? ❑ ❑ ❑ X g) Rail, waterborne or air traffic impacts? ❑ ❑ ❑ X e through g. The proposed project area is surrounded by industrial uses with virtually no pedestrian traffic. The activity at the site does not involve direct waterborne or air traffic. The activity at the site does not involve direct waterbome, rail or air traffic and will create no impact. VII. BIOLOGICAL RESOURCES. Would the proposal result in impacts to: a) Endangered, threatened or rare species or their habitats (including but not limited to plants, fish, insects, animals. and bids)? ❑ ❑ ❑ X b) Locally designated species (e.g. heritage trees)? ❑ ❑ ❑ X c) Locally designated natural communities (e.g. oak forest, (e.g. oak forest, coastal habitat, etc.)? ❑ ❑ ❑ X ME d) Wetland habitat (e.g. marsh, riparian and vernal pool)? e) Wildlife dispersal or migration corridors? ❑ ❑ ❑ X ❑ ❑ ❑ X a through e. The project is in a highly developed industrial area with manufacturing uses. Neither plant or wildlife habitat, nor other biological resources exist in the project area. The project will not affect such resources. Vill. ENERGY AND MINERAL RESOURCES. Would the proposal. a) Conflict with adopted energy conservation plans? ❑ ❑ ❑ X a. The proposed trailer shall be constructed per State regulations and will comply with all applicable energy conservation regulations. b) Use non-renewable resources in a wasteful and inefficient manner? ❑ ❑ X ❑ b. The proposed energy to be used by this operation is consistent with typical energy consumption rates of businesses in Vernon. The facility will not use energy in a wasteful manner and there will be no impact to the City of Vernon Utilities Department. Therefore, the impact will be less than significant. IX. HAZARDS. Would the proposal involve: a) A risk of accidental explosion or release of hazardous substances (including, but not limited to oil, Pesticides, chemicals or radiation)? ❑ ❑ ❑ X b) Possible interference with an emergency response plan or emergency evacuation plan? ❑ ❑ ❑ X c) The creation of any health hazard or potential health hazard? ❑ ❑ ❑ X d) Exposure of people to existing sources of potential health hazards? ❑ ❑ ❑ X a, b, c, and d. The proposed project shall not require the facility to have any explosive materials on site which may lead to accidental explosions or release of hazardous substances. Therefore, there will clearly be no significant impact. Baszile Metals Service is proposing to offer free training for socially and economically disadvantaged individuals. The program will teach the students basic scholastic skills such as English, math, and reading, as well as job skills such as how to operate metal saws, shears, and other metal processing equipment. In doing so the program will utilize the existing machines and equipment on -site. The hazardous materials used to operate and maintain these machines shall be stored, handled, and disposed of as required by applicable codes and regulations. There shall be no impact in regards to hazardous materials. To avoid any impacts to emergency response plans, the facility shall provide fire access as required by the 1994 Uniform Fire Code. All queuing of vehicles shall be conducted on -site so as not to interfere with any emergency response traffic. Therefore, there will be no impact. e) Increased fire hazard in areas with flammable brush, grass, or tees? ❑ ❑ ❑ X e. The proposed site is located in a completely built -out urbanized area that does not contain flammable grass, brush, or trees. X. NOISE. Would the proposal result in: a) increases in existing noise levels? b) Exposure of people to severe noise levels? ❑ ❑ X ❑ ❑ ❑ ❑ X a and b. The project consists of operating a Trade School. The classes will be held in the permitted modular classroom -5- building located at 2554 25' Street. The modular classroom is currently used by the applicant to train their own staff but they are proposing to expand the training to incorporate non-Baszile Metals employees. A trailer permit was issued to Baszile Metals on October 21, 1998 and shall expire June 22, 1999. At that time the trailer shall be removed and a permanent building shall be constructed in its place that complies with all applicable codes and regulation. Such activities generate short-term, localized noise. However, the project is within an industrial area where the surrounding manufacturing uses are not noise sensitive. Construction activities will be limited to hours permitted by the City. Therefore, there will clearly be no significant impact. XL PUBLIC SERVICES. Would the proposal have an effect upon, or result in a need for new or altered government services in any of the following areas: a) Fire protection? b) Police protection? c) Schools? ❑ a ❑ X ❑ ❑ ❑ X ❑ ❑ ❑ X a through c. The project will be located in a highly developed area with industrial and manufacturing type uses. The proposed project will not pose a need for new or altered fire, police or school services within the City of Vernon. d) Maintenance of public facilities, including roads? ❑ ❑ X ❑ d. The proposed project will not impact public facilities, therefore, there will clearly be no significant impact. e) Other governmental services? ❑ ❑ ❑ X e. No impact on governmental services will result. Xll. UTILITIES AND SERVICE SYSTEMS. Would the proposal result in a need for new systems, or substantial alterations to the following utilities: a) Power or natural gas ❑ ❑ ❑ X a. The proposed site is located in an area that is fully urbanized and served by an existing extensive electricity and gas infrastructure. The Utilities department will require that the applicant provide an easement for overhead power lines. However, implementation of the project is not expected to result in the need for new power lines or natural gas systems. b) Communications systems? ❑ ❑ 0 X b. The proposed site will be served by existing communication systems. The telephone, cable, and other communication systems are adequate and available to serve the proposed site. No need for new communication systems are required to serve the proposed site. c) Local or regional water treatment or distribution facilities? ❑ ❑ ❑ X d) Sewer or septic tanks? ❑ ❑ ❑ X e) Storm water drainage? ❑ ❑ ❑ X f) Solid waste disposal? ❑ ❑ ❑ X c through f. The site can easily be served with water, sewer, and storm water drainage utilities. All main lines are in place and the proposed operation will not require any additional services beyond those presently offered. The proponent is responsible to contract for refuse disposal and will be served as needed. Trash will be picked up weekly, therefore, there will be no impact. XIII. AESTHETICS. Would the proposal: L M V F a) Affect a scenic vista or scenic highway? ❑ ❑ ❑ X b) Have a demonstrable negative aesthetic effect? ❑ ❑ ❑ X a and b. The project is in an area that is extensively urbanized with industrial and manufacturing buildings and accessory structures, and does not provide any scenic vistas open to the public. c) Create light or glare? ❑ ❑ ❑ X c. The site is located in a highly developed area and lighting of facilities is common, therefore no impacts from light are anticipated. There will be no glare caused by the facility. Therefore, the proposed project will create no impact. XIV. CULTURAL RESOURCES. Would the proposal: a) Disturb paleontological resources? ❑ ❑ ❑ X b) Disturb archaeological resources? ❑ ❑ ❑ X a and b. The project is on an existing facility that has been developed for many years and has been built with structures and parking lots. Because no substantial excavation is anticipated as part of the development, the potential for disturbing previously un-encountered archaeological resources is considered remote. Therefore, no impact is expected. c) Affect historical resources? ❑ ❑ ❑ X c. According to the Master Environmental Assessment the potential for disturbing previously unencountered historic resources on the project site is very remote.' Therefore, no impact is expected. d) Have the potential to cause a physical change which would affect unique ethnic cultural values? ❑ ❑ ❑ X e) Restrict existing religious or sacred uses within the potential impact area? ❑ ❑ ❑ X d and e. The project area is a highly developed area with industrial and manufacturing uses; no known unique ethnic/cultural resources, or religious or sacred uses exist in the project area. Therefore, no impact is expected. XV. RECREATION. Would the proposal a) increase the demand for neighborhood or regional parks or other recreational facilities? ❑ ❑ ❑ X b) Affect existing recreational opportunities? ❑ ❑ ❑ X a and b. The project will not result in an increase in residential population in Vernon. No impact on the demand for recreation opportunities is anticipated. No parks or recreation facilities exist on the project site nor is one planed on the site. XVI. MANDATORY FINDINGS OF SIGNIFICANCE. a) Does the project have the potential to degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below self-sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal or eliminate important examples of the major periods of California history or prehistory? ❑ ❑ ❑ X a. The City of Vernon is primarily made up of industrial and distribution type facilities with limited plant life. Plant life is limited to non-native and ornamental species which are used for landscaping. Animal life in Vernon and nearby urban communities consists of bird, reptile and mammal species that live in close proximity to man. There are no endangered species -7- in Vernon. There are no important examples of major periods of California history. Therefore, the proposed project will create no impact. b) Does the project have the potential to achieve short -tents, to the disadvantage of long-term, environmental goals? ❑ ❑ ❑ X b. The proposed project is in conformance with the City of Vernon General Plan. The zoning of the site' is M, which allows a trade school with a conditional use permit. The proposed project has addressed all environmental concerns prior to this initial study thus there will be clearly no significant environmental impact. There will not be an impact on long-term environmental goals. c) Does the project have impacts that are individually limited, but cumulatively considerable? ("Cumulatively considerable" means that the incremental effects of a project are considerable when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects) ❑ ❑ X ❑ c. Based on the findings in this initial study in considering cumulative impacts, there were no impacts significant enough to constitute a cumulative impact. The project consists of adding a trailer for a classroom and making a few negligible improvements and eventually replacing the trailer with a permanent classroom addition. There shall be no additional traffic impacts that will constitute a significant impact. In considering all the cumulative affects of this project it has been determined that there will clearly be no significant cumulative impact. d) Does the project have environmental effects which will cause substantial adverse effects on human beings, either directly or indirectly? ❑ ❑ ❑ X d. There are no environmental impacts caused by the project that will cause adverse effects on human beings. That on March 24, 1999 I mailed a copy of NOTICE OF PUBLIC HEARING to be held on April 13, 1999 along with the attached letter regarding a conditional use permit application for Baszile Metals Service to operate a trade school at 2554 25th Street, to the owners, tenants and interested parties on the attached lists, by United States Mail with postage prepaid. City of Vernon LEAD AGENCY: PROJECT TITLE: 4305 Santa Fe Avenue Vernon, California 90058 (213) 583-8811 CALIFORNIA ENVIRONMENTAL QUALITY ACT NEGATIVE DECLARATION PROJECT LOCATION: PROJECT DESCRIPTION: City of Vernon Baszile Metals Service 2554 25th Street Baszile Metals Service currently sales and distributes aluminum parts, processed and manufactured for the aircraft and aerospace industries. They are proposing to offer free training for socially and economically disadvantaged individuals. The classes will consist of approximately 20 students through out the day and will be held in an existing, permitted modular classroom building located at 2554 25th Street. The operation is classified as a, "Trade School" and therefore requires a conditional use permit. The facility will require an initial study to determine any environmental impacts. FINDINGS: The City Council of the City of Vernon has determined that this project will not have a significant effect on the environment. O CITY OF VERNON COMMUNITY SERVICES DEPARTMENT STAFF REPORT ON BASZILE METALS SERVICE FOR A CONDITIONAL USE PERMIT TO OPERATE A TRADE SCHOOL AT 2554 25th STREET (March 8, 1999) Baszile Metals Service has submitted an application for a conditional use permit to operate a trade school at 2554 25tn Street. Baszile Metals Service currently sales and distributes aluminum parts, processed and manufactured for the aircraft and aerospace industries. They are proposing to offer free training for socially and economically disadvantaged individuals. The classes will be held in an existing, permitted modular classroom building located at 2554 25th Street. The modular classroom is currently used by the applicant to train their own staff but they are proposing to expand the training to incorporate non-Baszile Metals employees. Because the students will be economically challenged they will most likely travel to the facility by public transit and therefore will cause an insignificant traffic impact. The classes will be held during normal business hours and will utilize existing machines on -site for training purposes. The operation is classified as a, "Trade School" and therefore requires a conditional use permit. The facility will require an initial study to determine any environmental impacts. 1. GENERAL PLAN The proposed use is in accordance with the General Plan. The site is located in the M Zone, General Industry. A trade school is permitted in this zone with -1- t a conditional use permit as specified by Section 26.3.5-3 of the Comprehensive Zoning Ordinance. 2. SITE The project site is located on two parcels measuring approximately 1.3 and 2.6 Acres in size. There are 4 existing buildings on the site and one modular trailer where the class will be held. The applicant is proposing to substitute the temporary modular trailer with a permanent classroom facility. The site is currently occupied by Baszile Metals Service. The size, shape, topography and drainage of the facility is adequate for the proposed operations. 3. ADVERSE EFFECT The proposed site is surrounded by industrial uses compatible with the proposed use. No potentially significant impacts are expected to result from the project. An initial study has been conducted for the project in compliance with the California Environmental Quality Act (CEQA). No potentially significant impacts are expected to result from the project. A Notice of Intent, Notice of Determination, and De Minimums Findings will be filed with the County of Los Angeles. 4. ACCESS The site has a total of 10 driveways located on Harriett Street, 25th Street, and 261h Street. The driveways range in width from 16 feet to 37.5 feet. There are 3 driveways on Harriett Street, 5 on 251h Street, and 2 on 26th Street. A fourth driveway on Harriett Street was removed and replaced with a curb and gutter due to noncompliance with required City of Vernon frontage standards. In addition the existing 50 foot driveway on -2- 26`h Street shall be removed and replaced with a curb, gutter and sidewalk. Trucks access and exit the site from four driveways throughout the site. Two are located on 25th, one on 26th and one on Harriett Street. The remaining driveways are used for automobile access. The sections of Harriet Street and 26th Street that abut the project site have not been built out to the Master Plan of Streets. Harriet Street is 40 feet in width while the Master Plan of Streets calls that it be built out to 44 feet. 26th Street is 50 feet in width while the Master Plan of Streets calls that it be built out to 60 feet. Because the facility has existing buildings that front 261h Street and Harriett Street the street easements will not be requested at this time. However, because the operation is not expected to generate any additional traffic, the streets are of adequate size and pavement type to handle the traffic generated from the operation. 5. VEHICLE MOVEMENTS Currently the facility generates approximately 16 truck trips per month. Supplies are delivered to Baszile Metals Service 2 or 3 times per month. Deliveries from the facility are made 2 to 3 times per week. Trucks enter the site from Harriett Street and exit onto 25th Street. The deliveries come from Chicago, Illinois and travel to the I-10 freeway, proceed to Harriett Street and then enter the facility. From the facility the trucks travel to either Santa Fe Avenue or Alameda Street then proceed north to the I-10 or I-5 freeways. Currently employees enter and exit on 251h Street. As stated -3- earlier, because students will be economically challenged they will most likely travel to the facility by public transit and will not drive automobiles to the facility. Therefore, the proposed project is not expected to generate any more automobile traffic trips than currently exist. 6. OPERATIONS As stated earlier, Baszile Metals Service currently operates an Aluminum Parts processing and manufacturing plant. They are proposing to expand their already existing employee training program to incorporate non-Baszile Metals Service employees. The program will teach the students basic scholastic skills such as English, math, and reading, as well as job skills such as how to operate metal saws, shears, and other metal processing equipment. The program is designed for high school drop outs who are interested in making the transition from welfare to unsubsidized employment. The program will be free to all those interested and is expected to attract 10 to 30 students. The Comprehensive Zoning Ordinance requires that the project have 143 car parking spaces, 7 truck parking spaces, and 5 truck loading spaces. The facility has provided the minimum required parking and loading spaces to comply with the Comprehensive Zoning Ordinance. The classroom will be in a temporary office trailer located on the south west side of the northeastern most building. A trailer permit was issued to Baszile Metals on October 21, 1998 and shall expire June 22, 1999. At that time the building shall -4- be removed or a permanent building shall be constructed in its place that complies with all applicable codes and regulation. 7. STATE OR FEDERAL CONDITIONS All Federal, State, and local regulatory permits shall be obtained as required for the operation. 8. CONDITIONS It is recommended that the following conditions be set on the permit to adequately protect the public interests: a. The facility shall be operated in accordance with, and made to conform with all current codes, rules and regulations, and shall be subject to permit fees as adopted by the City of Vernon. All trucking operations, including truck and trailer parking, shall be limited to the lot located at 2554 25th Street in the City of Vernon. b. All parking and loading facilities shall be paved with a hard durable surface material and shall be adequately drained, and kept free of dust, mud, trash and weeds. Where parking or maneuvering areas adjoin the public street a barrier wall ^or landscaping shall be installed and maintained to meet City standards. Adequate on -site parking shall be maintained so that no on -street parking will occur. C. All required federal, state, local and regulatory agency permits shall be obtained prior to operation. Prior to occupancy a business license and occupancy permit shall be obtained. e. The facility shall be operated in a manner which will not impede traffic on Harriett Street or 26`h Street. -5- l f. All existing cracked sidewalk, curb and gutter adjacent to the site on 26th Street and Harriett Street shall be repaired and maintained to meet City Standards. g. The site currently generates approximately 16 truck trips per month. Any substantial increase in the number of truck trips shall require a new conditional use permit. h. The trailer shall be removed or replaced with a permanent structure on or before June 22, 1999 that complies with all applicable codes. i. The owner of the property shall provide to the City of Vernon a utility easement for underground electrical lines, a pull box, and a padmounted transformer located on the applicants property in a form and manner subject to approval of the Director of Community Services and Water.
