Resolution No. 73121 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO, 7312 A RESOLUTION OF THE BOARD OF SUPERVISORS OF LOS ANGELES COUNTY, THE CITY COUNCIL OF THE CITY OF BELL, THE CITY COUNCIL OF THE CITY OF VERNON AND THE BOARD OF DIRECTORS OF THE GREATER LOS ANGELES COUNTY VECTOR CONTROL DISTRICT APPROVING AND ACCEPTING NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUE RESULTING FROM "REORGANIZATION NO. 98-1, PARCELS 1 AND 2" BETWEEN THE CITIES OF BELL AND VERNON (Detach from the City of Bell, annex to the City of Vernon) WHEREAS, pursuant to Section 99 of the Revenue and Taxation code, prior to the effective date of any jurisdictional change the governing bodies of all agencies whose service areas or service responsibilities would be altered by such change must determine the amount of property tax revenue to be exchanged between the affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution; but if the affected agency is a special district, the Board of Supervisors must negotiate on behalf of the district, and WHEREAS, the Board of Supervisors of the County of Los Angeles, the City Council of the City of Bell, the City Council of the City of Vernon and the Board of Directors of the Greater Los Angeles County Vector Control District have determined that the amount of -property tax revenues to be exchanged between their respective agencies as a result of the reorganization of territory entitled, "Reorganization No. 98-1, Parcels 1 and 2" is as set forth below. NOW, THEREFORE, BE IT RESOLVED as follows: 1. The negotiated exchange of property tax revenues between the County of Los Angeles, the City of Bell, the City of Vernon and the Greater Los Angeles County Vector Control District, resulting from the reorganization proposal identified herein is approved and accepted 3. There shall be no transfer of property tax between the respective agencies since the properties in question are tax exempt. 4. The resolution must be approved by all agencies within thirty days. If it is not, the City's application at LAFCO will be terminated. I have spoken with the LAFCO representative who sent the proposed resolution. I advised him that I intended to make basic formatting changes in order to make the resolution consistent with the City of Vernon's normal procedure. However, he advised me that it was their intent to have the exact same resolution adopted by all of the agencies and that any changes, even basic formatting changes, may cause a problem at LAFCO. Based upon his conversation, if at all possible, I would recommend that we simply approve and adopt the resolution form which was provided to us by LAFCO. In this manner, we will be assured that the resolution will be accepted in a timely fashion so that our application will not be terminated. The resolution is required to complete the filing for the reorganization between Bell and Vernon and must be approved by the various agencies within sixty (60) days from March 26, 1999. It is recommended that you authorize the City Attorney's office to reformat the resolution to City standards and that the resolution be approved at the next City Council meeting. Upon adoption, one original and seven certified copies must be mailed to LAFCO for further processing.
