MEMORANDUM
SUBJECT: Joint LAFCO resolution regarding acceptance of negotiated exchange of
property tax revenue
Kevin has sent over a form resolution from LAFCO regarding the exchange of
property tax revenue in connection with the annexation of property from the City of Bell to
the City of Vernon for the Atlantic/Bandim interchange project. The resolution must be
approved by all agencies within thirty days. If it is not, the City's application at LAFCO
will be terminated.
I have spoken with the LAFCO representative who sent the proposed resolution. I
advised him that I intended to make basic formatting changes in order to make the resolution
consistent with the City of Vernon's normal procedure. However, he advised me that it was
their intent to have the exact same resolution adopted by all of the agencies and that any
changes, even basic formatting changes, may cause a problem at LAFCO. Based upon his
conversation, if at all possible, I would recommend that we simply approve and adopt the
resolution form which was provided to us by LAFCO. In this manner, we will be assured
that the resolution will be accepted in a timely fashion so that our application will not be
terminated.
Please call me to discuss the resolution, which is attached for your review.
