3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON, SUPPORTING THE PASSAGE OF ASSEMBLY BILL
4 1415 WHICH PROVIDES PERMANENT FUNDING FOR L.A.
IMPACT AND L.A. CLEARINGHOUSE

6 WHEREAS, Assembly Bill 1415 (Margett) will provide $17.4
7 million dollars to permanently fund and maintain L.A. IMPACT
8 ($12.4 million) and L.A. Clearinghouse ($5 million), which are two
9 major narcotics enforcement, gang, and crime suppression
10 demonstration projects that have been partially funded by short-
11 term federal grants and individual municipal law enforcement
12 agencies; and
13 WHEREAS, L.A. IMPACT and L.A. Clearinghouse work together
14 to maintain a strong focus and impact in suppressing illegal
15 narcotics, gangs, and other criminal activity by providing key law
16 enforcement support for more than 50% of California's population
17 residing in Los Angeles, Orange, Riverside, San Bernardino
18 Counties; and
19 WHEREAS, these four counties are ground zero for
20 California's drug problems and are the manufacturing and
21 distribution point for most drugs in the State; and
22 WHEREAS, the protection of the public from illegal
23 narcotics, gangs, and other criminal activity in individual cities
24 is a high priority for L.A. IMPACT and L.A. Clearinghouse; and
25 WHEREAS, since 1991, among other efforts, L.A. IMPACT
26 has made 2,225 arrests, seized over 30,000 kilos of cocaine, 3,887
27 pounds of methamphetamine, and recovered 1,174 handguns, rifles
28 and shotguns; and

WHEREAS, L.A. Clearinghouse provides vital long-term
crime trend analysis and coordinates information between L.A.
IMPACT and other local, state and federal law enforcement agencies
to identify emerging drug threats and activities of drug cartels
to facilitate a.pro-active law enforcement, strategy; and
WHEREAS, L.A. Clearinghouse provides critical protection
for front line law enforcement personnel that helps eliminate
officer -on -officer conflicts during undercover narcotics
operations; and
WHEREAS, L.A. Clearinghouse provides important post
seizure evidence analysis and trial support for Los Angeles,
Orange, Riverside, and San Bernardino counties for complex
prosecutions relating to illegal narcotics, gangs, homicides,
kidnapping and other serious crimes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon does
hereby find and determine that the recitals contained hereinabove
are true and correct.
SECTION 2: The City Council of the City of Vernon hereby
supports the passage of Assembly Bill 1415, a copy of which has
been presented to the City Council concurrently with this
resolution, and directs the City Clerk to send copies of this
Resolution to the Governor, members of the California Legislature
who represent Vernon, and other interested parties.

SECTION.4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and
thereafter the same shall be in full force and effect.

There is presently a bill before the Assembly (AB 1415) that affects
law enforcement agencies. The bill provides on —going funding and
maintenance of L.A. Impact, which our police department is a part of,
and also L.A. Clearinghouse which provides information to our police
department. The bill as it stands today will provide funding for these
agencies amounting to 17.4 million dollars and it is hereby recommended
that the city attorney's office be authorized to prepare a resolution
identifying this legislative body's support of AB 1415.
