Resolution No. 7335r 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 7335 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND RATIFYING THE EXECUTION OF AN APPLICATION FOR AN ENFORCEMENT ASSISTANCE GRANT FROM THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD WHEREAS, funds have been established by Public Resources Code Section 43230, and are available from the Integrated Wase Management Account through the California Integrated Waste Management Board ("CIWMB") for grants to Local Enforcement Agencies to support solid waste facilities permit and inspection programs; and WHEREAS, the City of Vernon Health Department has been appointed as the solid waste Local Enforcement Agency for the City of Vernon and is eligible for an Enforcement Assistance Grant from the CIWMB of up to $15,000.00; and WHEREAS, in order to receive the'Enforcement Assistance Grant it was necessary to submit an application by May 29, 1999, and so an application was executed on May 25, 1999, on the City's behalf by the City Administrator and said application was submitted to the CIWMB for funds in the amount of Fifteen Thousand Dollars and No Cents ($15,000.00) for equipment, training and technical support expenses; and WHEREAS, the Director of Environmental Health has recommended that the City Council approve and ratify the execution of the application filed with the CIWMB. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 1: The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby approves and ratifies the execution of the application for an Enforcement Assistance Grant from the California Integrated Waste Management Board in the amount of Fifteen Thousand Dollars and No Cents ($15,000.00), a copy of which has been presented to the City Council concurrently with this resolution. SECTION 3: The City Council hereby authorizes and directs the City Administrator to act on the City's behalf,in all matters pertaining to said Application. The City Administrator is authorized and empowered to execute in the name of the City of Vernon all necessary applications, contracts, agreements and amendments for the purposes of securing grant funds and to implement and carry out the purposes specified in the application. The Director of Environmental advises we are eligible for an Enforcement Assistance Grant from the CIWMB for up to $15,000 to procure necessary equipment, supplies, and training. Funds are available to improve the capability of local agencies to inspect closed and active solid waste facilities. With one permitted solid waste facility and ten inactive sites within our jurisdiction, we, as the LEA, are eligible for an Enforcement Assistance Grant from the CIWMB for up to $15,000 to procure necessary equipment, supplies, and training. To meet our State -mandated responsibilities as LEA, we request, with your concurrence, grant monies to procure the items on the attached list. In order to receive the Enforcement Assistance Grant, we must submit the following documents (see attached forms) to the CIWMB by May 29, 1999: ■ Grant Application Cover Sheet ■ City of Vernon Resolution Authorizing Assistance Grant Application ■ LEA statement of intended use of money. Because of the short time frame, we have received authorization from the CIWMB to submit the resolution after the deadline.
