RESOLUTION NO. 7342
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON DIRECTING THE PURCHASING AGENT TO ENTER
INTO NEGOTIATIONS WITH VISUAL STRUCTURES INC.
USA FOR NEW CONSOLE FURNITURE FOR THE
COMMUNICATIONS CENTER OF THE POLICE DEPARTMENT
PURSUANT TO SECTION 2.29-3 OF THE VERNON CITY
CODE
WHEREAS, on May 11, 1999, the Finance Committee approved
the purchase of a new console for the Police Department in the
approxiinate amount of $31,500.00; and
WHEREAS, the Chief of Police of the City of Vernon Police
Department has advised that the Police Department requires a new
console in its Communications Center which will accommodate the
Police Department's change from a radio/telephone based system to
a computer based system; and
WHEREAS, the Police Department has advised that because
its 911 system, CAD system and telephone system will be integrated
into the Police Department's computer system, the console must be
a desk top design which will accommodate three 21-inch monitors, a
keyboard and mouse, and be capable of housing a minimum of two
CPUs at each work station; and
WHEREAS, the Police Department has investigated several
potential suppliers and, based upon quality, design and the
specific requirements of the Police Department, Visual Structures
Inc. USA was identified as a very highly recommended supplier who
will be able to provide a reasonably priced and properly designed
console system; and
WHEREAS, the City Council finds that, based upon the
above, it would be preferable to enter into negotiations with

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION l: The City Council of the City of Vernon does
hereby find and determine that the recitals contained hereinabove
are true and correct.
SECTION 2: The purchasing agent for the City of Vernon,
or his designee, is directed to enter into negotiations with
Visual Structure Consoles for the purchase of a new console that
will accommodate the Police Department's change from a
radio/telephone based system to a computer based system in an
amount that will not exceed $31,500.00 and to report to the City
Council on the results of the negotiation with a recommendation
for action.
SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

The Finance Committee, at their meeting held May 11, 1999, approved
the purchase of a new console for the Police Department for their
communication center in the amount of approximately $31,500. Based
on the needs of the department, it appears there is only vendor,
Visual Structures, Inc. USA who can supply the console as needed.
It is hereby recommended that authority be granted for the
purchasing agent to negotiate costs, including installation, with
Visual Structures, Inc. USA.

The Police Department is requesting to purchase and install a replacement
console in the Communications Center. This project will include layout
reconfiguration, an upgrade to improve efficiency, and enable the ability to
operate in conjunction with the 911 System upgrade.
This project was included in the budget, however, additional funds will be
required and are available. It is hereby recommended that the console be
purchased and installed at an approximate cost of $31,500.00 (including
tax).
