3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON DIRECTING THE PURCHASING AGENT TO ENTER
4 INTO NEGOTIATIONS WITH WALTER'S WHOLESALE
ELECTRIC FOR THE PURCHASE OF TWO (2) CUTLER
5 HAMMER CIRCUIT BREAKERS FOR THE VERNON
SUBSTATION
6 WHEREAS, the Utilities Department for the City of Vernon
7 has advised that it is in need of two (2) Cutler Hammer type VCP-
8 W, 15kV class circuit breakers, 3000 amps, for the Vernon
9 Substation; and
10 WHEREAS, the Cutler Hammer circuit breakers will replace
11 two obsolete breakers at the Vernon substation and the Cutler
12 Hammer type circuit breaker is the only circuit breaker available
13 with a 3000 amp capability that will fit into the existing space
14 at the Vernon Substation where the obsolete breakers will be
15 removed; and
16 WHEREAS, the Utilities Department has advised that, after
17 conducting an investigation, it has determined that Walter's
18 Wholesale Electric is the exclusive vendor of the Cutler Hammer
19 type circuit breakers needed by the Utilities Department; and
20 WHEREAS, on June 3, 1999, the Finance Committee approved
21 the purchase of the two (2) Cutler Hammer circuit breakers for the
22 Vernon Substation; and
23 WHEREAS, the City Council finds that, based upon the
24 above, it is necessary for the Purchasing Agent to enter into
25 negotiations with Walter's Wholesale Electric for the purchase of
26 the two Cutler Hammer type VCP-W, 15kV class circuit breakers.,
27 3000 amps, for the Vernon Substation.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon does
hereby find and determine that the recitals contained hereinabove
are true and correct.
SECTION 2: The Purchasing Agent for the City of Vernon,
or his designee, is directed to enter into negotiations with
(Walter's Wholesale Electric's for the purchase of two (2) Cutler
Hammer type VCP-W, 15kV class circuit breakers for the Vernon
Substation, and to report to the City Council on the results of
the negotiations with a recommendation for action.
SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this Resolution, and thereupon and
thereafter the same shall be in full force and effect.
APPROVED AND ADOPTED this 15th day of June, 1999.

The Utilities Department is requesting to purchase two (2) Cutler Hammer
Circuit Breakers for the Vernon Substation. The existing breakers are
over 50 years old with replacement parts no longer available, thus the
department is unable to perform testing to verify functionality of these
breakers.
The exclusive distributor for Cutler Hammer Circuit Breakers is Walter
Wholesale Electric. These items were included in the budget, and it is
hereby recommended that authorization be given to the Purchasing Section
to enter into negotiations with Walter Wholesale Electric for the purchase
of the breakers.

is no longer supported by the manufacturer and replacement parts are no
longer available.
