A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON ESTABLISHING A GENERAL GOVERNMENT
APPROPRIATIONS LIMIT FOR THE FISCAL YEAR ENDING
4 JUNE 30, 2000 PURSUANT TO GOVERNMENT CODE § 7910

6 WHEREAS, § 7910 of the Government Code requires the governing
7 body of each local jurisdiction to establish, by resolution, an
8 appropriations limit for each year; and
9 WHEREAS, the appropriations limit for the 1980-1981 fiscal
10 year was determined by multiplying the total amount of appropriations
11 for the fiscal year 1978-1979, by the lesser of the change in the cost
12 of living for the 1979 calendar year or the change in California per
13 capita personal income for the 1978 calendar year, and multiplying
14 this product by the change in population of the City of Vernon for the
15 1978 calendar year and thereafter multiplying this product by the
16 lesser of the change in cost of living for the 1980 calendar year or
17 the change in California per capita personal income for the 1979
18 calendar year and multiplying this product by the change in population
19 of the City of Vernon for the 1979 calendar year. The above
20 computation is attached hereto and incorporated herein by this
21 reference as though fully set forth at length as Exhibit "A"; and
22 WHEREAS, for the 1981-1982 fiscal year through 1993-1994
23 fiscal year, the appropriations limit for the City of Vernon equaled
24 the appropriations limit for the prior fiscal year multiplied by the
25 lesser of the change in cost of living for the calendar in which the
26 fiscal year begins or the change in California per capita personal
27 income for the calendar year preceding the beginning of the fiscal
28 year for which the appropriations limit was to be determined, the

I product multiplied by the change in population of the City of Vernon
2 for the calendar year preceding the beginning of the fiscal year for
3 which the appropriations limit was to be determined; and
4 WHEREAS, the appropriations limit for the fiscal year
5 1978-1979 was $12,223,946; and
6 WHEREAS, the appropriations limit for the fiscal year
7 1979-1980 was $13,621,999; and
8 WHEREAS, the appropriations limit for the fiscal year
9 1980-1981 was $15,097,261; and
10 WHEREAS, the appropriations limit for the fiscal year
11 1981-1982 was $17,232,014; and
12 WHEREAS, the appropriations limit for the fiscal year
13 1982-1983 was $17,601,587; and
14 WHEREAS, the appropriations limit for the fiscal year
15 1983-1984 was $18,428,852; and
16 WHEREAS, the appropriations limit for the fiscal year
17 1984-1985 was $18,266,678; and
18 WHEREAS, the appropriations limit for the fiscal year
19 1985-1986 was $18,297,731; and
20 WHEREAS, the appropriations limit for the fiscal year
21 1986-1987 was $19,873,166; and
22 WHEREAS, the appropriations limit for the fiscal year
23 1987-1988 was $20,711,814; and
24 WHEREAS, the appropriations limit for the fiscal year 1988-89
25 was $20,111,171; and
26 WHEREAS, the appropriations limit for the fiscal year 1989-90
27 was $20,867,351; and
28 WHEREAS, the appropriations limit for the fiscal year 1990-91

I was $24,721,447; and
2 WHEREAS, the appropriations limit for the fiscal year 1991-92
3 was $26,192,373; and
4 WHEREAS, the appropriations limit for the fiscal year 1992-93
5 was $35,152,784; and
6 WHEREAS, the appropriations limit for the fiscal year 1993-94
7 was $36,456,952; and
8 WHEREAS, the appropriations limit for the fiscal year 1994-95
9 was $38,508,385; and
10 WHEREAS, the appropriations limit for the fiscal year 1995-96
11 was $40,460,760; and
12 WHEREAS, the appropriations limit for the fiscal year 1996-97
13 was $42,552,581; and
14 WHEREAS, the appropriations limit for the fiscal year 1997-98
15 was $45,092,970; and
16 WHEREAS, the appropriations limit for the fiscal year 1998-99
17 was originally set at $51,405,986, but was subsequently determined to
18 be incorrect; and
19 WHEREAS, the appropriations limit for the fiscal year 1998-99
20 was corrected by notice posted on June 2, 1999, to be $50,053,197; and
21 WHEREAS, the voters of the State of California passed
22 Proposition 111 on June 5, 1990; and
23 WHEREAS, under Proposition 111, a City is allowed to use
24 either (a) the change in California Per Capita income from the
25 preceding year or (b) the percentage change in the local assessment
26 roll from the preceding year due to increases in nonresidential
27 construction; and
28 WHEREAS, the City Clerk has posted a notice indicating that

documentation used in the determination of the appropriations limit
provided for herein has been available for inspection by the public
for at least fifteen (15) days from and after June 2, 1999; and
WHEREAS, the City Council of the City of Vernon hereby
intends to establish the appropriations limit for the fiscal year
1999-2000.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
establishes $58,562,240 as the amount of the appropriations limit for
the fiscal year 1999-2000 in accordance with the provisions of
Proposition 111.
SECTION 2: The City Council of the City of Vernon approved a
budget by adopting Resolution No. 7357 on June 29, 1999, which will
not exceed the appropriations limit for the 1999-2000 fiscal year.
SECTION 3: The City Council of the City of Vernon hereby
declares that the budget established by Resolution No. 7357 complies
with the requirements of Government Code § 7910.
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution and thereupon and thereafter
the same shall be in full force and effect.
APPROVED AND ADOPTED this 29th day of June, 1999.
