Resolution No. 7362�s I RESOLUTION NO, 7362 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING THE CONTINUED PAYMENT OF PREMIUMS 4 FOR MEDICAL INSURANCE FOR CERTAIN CATEGORIES OF RETIRED EMPLOYEES DURING THE 1999-2000 FISCAL YEAR 5 6 WHEREAS, the City Council of the City of Vernon in prior 7 fiscal years has approved for each fiscal year the City's payment of 8 premiums for medical insurance for service -retired employees who are 9 at least sixty (60) years of age and who have continuously served for 10 twenty (20) years; and 11 WHEREAS, the Finance Committee of the City of Vernon on 12 June 3, 1999, approved a recommendation applicable for the fiscal year 13 1999-2000 only, which provides that (i) all full-time regular 14 employees with at least thirty (30) years of continuous service who 15 retire before the age of sixty (60) will be permitted to pay their 16 health insurance premium for the City's medical insurance program, 17 and, upon their reaching the age of sixty (60), the City will pay the 18 said premiums for said medical insurance for said retired employee 19 only and not for dependents, if any, up to the age of sixty-five (65); 20 (ii) the City shall pay the insurance premium for all full-time 21 regular employees who have a minimum of twenty (20) years of 22 continuous service who retire at the age of sixty (60) or later; and 23 (iii) upon retired employees reaching sixty-five (65) years of age, 24 the City will continue to pay the insurance premium to provide for 25 medical insurance as supplemental only to Medicare as the City will 26 not be the primary insurance carrier once the employee reaches the age 27 of sixty-five (65); and 28 WHEREAS, the City Council of the City of Vernon wishes to f l 1 adopt its policy applicable for the fiscal year 1999-2000 only 2 respecting payment of premiums for the City's medical insurance for 3 certain categories of retired employees and to declare that such 4 benefits are not vested rights and will expire at the conclusion of 5 the fiscal year unless authorized and approved by the City Council for 6 the next fiscal year. 7 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 8 CITY OF VERNON AS FOLLOWS: 9 SECTION 1: The City Council of the City of Vernon does 10 hereby find and determine that the recitals contained hereinabove are 11 true and correct. 12 SECTION 2: The City Council of the City of Vernon hereby 13 adopts the following policy for the 1999-2000 fiscal year and declares 14 that such benefits are not vested rights and are approved for this 15 fiscal year only: 16 A. The City will pay the insurance premium for the City's 17 medical insurance program for all full-time regular 18 employees, with at least twenty (20) years of continuous 19 uninterrupted service who retire at age sixty (60) or 20 later, excluding dependents, if any, and the City shall 21 continue to pay said premium for said retired employee 22 up to the age of sixty-five (65). 23 B. All full-time regular employees with at least thirty 24 (30) years of continuous service who retire before the 25 age of sixty (60) years will be permitted to pay their 26 health insurance premium for the City's medical 27 insurance program, and, upon reaching the age of sixty 28 (60), the City will pay the insurance premium for said -2- I medical insurance for said retired employee only and not 2 for dependents, if any, up to the age of sixty-five 3 (65) . 4 C. For retired employees who receive medical insurance 5 benefits pursuant to A and B above and who reach the age 6 of sixty-five (65), the City will pay the premium to 7 provide for medical insurance as supplemental insurance 8 only to Medicare because the City will not be the 9 primary insurance carrier once the employee reaches the 10 age of sixty-five ( 65) . 11 D. All retired employees may pay the premiums for medical 12 insurance up to the age of sixty-five (65) after which 13 Medicare will become the primary insurance carrier and 14 further may purchase supplemental insurance to Medicare 15 thereafter. 16 SECTION 3: The City Clerk of the City of Vernon shall 17 certify to the passage of this resolution and thereupon and thereafter 18 the same shall be in full force and effect. 19 APPROVED AND ADOPTED this 29th day of June, 1999. 20 LEONIS C.
