r 1 RESOLUTION NO, 7405 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 VERNON APPROVING AND AUTHORIZING NOTICE INVITING SEALED PROPOSALS OR BIDS FOR THE PURCHASE AND 4 INSTALLATION OF A FM 200 FIRE PROTECTION SYSTEM TO SERVE THE COMMUNICATION COMMAND CENTER, TELEPHONE 5 EQUIPMENT ROOM AND THE COMMUNICATION EQUIPMENT ROOM IN THE BASEMENT OF THE VERNON CITY HALL 6 7 WHEREAS, the Community Services and Water Department of the 8 City of Vernon is in need of a new FM 200 Fire Protection System; and 9 WHEREAS, by letter dated August 12, 1999, Bruce V. 10 Malkenhorst, City Administrator/City Clerk recommended that a new FM 11 200 Fire Protection System be purchased for the Community Services and 12 Water Department, for the approximate total amount of Forty Thousand 13 Dollars and No Cents ($40,000.00); and 14 WHEREAS, there has been presented to the City Council of the 15 City of Vernon a Bid Proposal for the purchase and installation of a 16 new FM 200 Fire Protection System; 17 WHEREAS, the City Council of the City of Vernon has 18 determined that it is in the best interests of the City of Vernon that 19 bids be solicited in accordance with applicable State law and the 20 Vernon City Code. 21 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 22 CITY OF VERNON AS FOLLOWS: 23 SECTION 1: The City Council of the City of Vernon does 24 hereby find and determine that the recitals contained hereinabove are 25 true and correct. 26 27 28 /// I SECTION 2: The Bid Proposal, a copy of which has been 2 presented to the City Council concurrently with this resolution, is 3 hereby approved by the City Council of the City of Vernon. 4 SECTION 3: The City Clerk of the City of Vernon is hereby 5 directed to file in his office at the City Hall of the City of Vernon 6 a copy of said Bid Proposal. 7 SECTION 4: The City Clerk of the City of Vernon is hereby 8 directed to give notice, in writing, inviting sealed proposals or bids 9 for the purchase and installation of a new FM 200 Fire Protection 10 System, in accordance with the Bid Proposal, and in accordance with 11 this resolution. 12 SECTION 5: There being no newspaper of general circulation 13 printed, published or circulated in the City of Vernon, the City Clerk 14 is hereby directed to post said notice, or cause the same to be 15 posted, in three of the most public places in the City of Vernon, to 16 wit: the northwest corner of 38th Street and Santa Fe Avenue, the 17 northeast corner of Leonis Boulevard and Pacific Boulevard, and on the 18 bulletin board in the lobby of the City Hall of the City of Vernon, 19 located at 4305 Santa Fe Avenue, in said City. 20 SECTION 6: The City Clerk of the City of Vernon is hereby 21 directed to post said notice forthwith and the first posting of said 22 notice shall be at least ten (10) days before the opening of the bids 23 for the proposed contract. Said notice shall provide that sealed 24 proposals or bids will be received by the City of Vernon at the office 25 of the City Clerk of the City, at the City Hall, 4305 Santa Fe Avenue, 26 Vernon, CA 90058-0805. 27 28 -2- I SECTION 7: The City Clerk of the City of Vernon shall 2 certify to the passage of this resolution and thereupon and thereafter 3 the same shall be in full force and effect. 4 APPROVED AND ADOPTED this 17th day of August, 1999. 5 Gc THOMAS A. Malkenhorst, City Administrator/City Clerk FROM: Samuel "Kevin" Wilson Director of Community Services & Water SUBJECT: EXISTING HALON 5107 SYSTEM REPLACEMENT The existing Halon 5107 system protecting the telephone equipment room, the communication room, and the communication command center in the City Hall basement is not operational at this time. There is a problem in the control panel where the discharge feature blows fuses rather than activating the cylinder release. The cylinders cannot be certified any longer and parts are not available for the existing system. I suggest to purchase a new FM 200 Fire Protection System rather than spending a couple thousand dollars to hopefully repair the existing equipment. There is some urgency as this area in the basement has no fire sprinklers and is not protected at this time. The estimated cost for the new FM 200 Fire Protection System is $40,000. Since this item could not be foreseen it was not specifically budgeted. SKW/kb C H Halon bm kw BID PROPOSAL FOR THE CITY OF VERNON 4305 SANTA FE AVENUE VERNON, CALIFORNIA 90058 Furnish and install a FM-200 Fire Protection System in compliance with the FM-2001 Standard. This system will serve the Communication Command Center, Telephone Equipment Room and the Communication Equipment Room in the basement of the Vernon City Hall. All major components of the system shall be UL Listed and/or Factory Mutual approved. The installation will include: an Analog addressable Control Panel located in the Command Center with separate zones for the three rooms. Smoke detectors configured so that one detector places system in alarm and a second detector will activate discharge in the affected zone. Strobes in rooms and horn strobes in hallway, manual pull boxes, abort switches, agent storage cylinders with mounting brackets, electric control heads, discharge nozzles, and FM-200 agent. Contractor will provide engineering, shop drawings, operating and maintenance instructions, and secure no fee installation permits with the Vernon Building Department. Room pressurization tests will be provided. City personnel will seal room openings, provide 120 Volt AC power adjacent to the control panel, HAVC control wiring will be interfaced with the new control panel. The control center air condition is presently interfaced with the existing Halon 5107 System. The three air handlers, blower controls must be interfaced with the new control panel. The existing Halon 1301 System equipment including the six Halon 1301 cylinders shall be removed and become the property of the contractor. The contractor shall provide a one year labor and material warranty to begin upon acceptance of the completed system. Warranty to begin upon acceptance of the completed system and shall be required to execute a contract in substantially the same form as the draft contract attached hereto. Bid prop I PURCHASE CONTRACT THIS AGREEMENT is made, entered into and executed in duplicate originals, either copy of which may be considered and used as the original hereof for all purposes, as of this clay of 1999, in the City of Vernon, County of Los Angeles, California. BY AND BETWEEN THE CITY OF VERNON (hereinafter referred to as the '1City") 4305 Santa Fe Avenue Vernon, CA 90058 XXXXX (hereinafter referred to as the "Contractor") XXXXX XXXXX, California XXXXX WHEREAS, the City is in need of an FM--200 Fire Protection System which will serve its Communications Command Center, Telephone Equipment Room and the Communication Equipment Room in the basement of the City Hall; and WHEREAS, on , 1999, the City requested proposals or bids for the sale and installation of the FM-200 Fire Protection system required by the city; and WHEREAS, Contractor has advised the City that it can provide the FM-200 Fire Protection System required by the City and complete all necessary installation; and NOW, "WHEREFORE, THE PARTIES HERETO DO MUTUALLY AGREE AS SET FORTH HEREIN: 1. Purchase. Contractor agrees to install and`sell to the City an F74-200 Fire Protection System which meets the specifications contained in the City's Hid documents and the Contraotorts proposal (collectively referred to as the "Bid Documents"). A copy of the Bid Documents are attached collectively hereto as Exhibit "A" and incorporated herein by reference. 2. Price. Contractor agrees to sell, deliver and install the FM-200 Fire Protection System to the City for the total sum of XXXXXXXX, including tax and freight. 3. Warranties. Contractor shall provide, at a minimum, a one(1) year labor and material warranty to begin upon acceptance of the completed system by the City. 4. Governing Law. The validity, interpretation and performance of this Contract shall be controlled and construed under the laws of the State of California. S. Notices.
