3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND AUTHORIZING THE EXECUTION OF A
4 STANDARD AGREEMENT BY AND BETWEEN THE CITY OF VERNON
AND THE GOVERNOR'S OFFICE OF EMERGENCY SERVICES
5 RELATING TO THE ENVIRONMENTAL HEALTH DEPARTMENT OF
THE CITY OF VERNON, AS A CERTIFIED UNIFIED PROGRAM
6 AGENCY, WORKING WITH POTENTIAL Y2K RISK SITES

8 WHEREAS, the Governor's Office of Emergency Services (OES) is
9 proposing to contract with Certified Unified Program Agencies (CUPAs)
10 to conduct on -site visits of businesses in the State to reduce the
11 risk of Y2K-related hazardous material releases; and
12 WHEREAS, OES has allotted almost Twenty -Two Thousand Dollars
13 ($22,000) for the City of Vernon Environmental Health Department as
14 the CUPA in Vernon to work with approximately 80 Vernon businesses
15 which have been identified as potential Y2K risk sites; and
16 WHEREAS, OES is proposing to train local agency
17 representatives to conduct the Y2K activities using OES prepared forms
18 and procedures; and
19 WHEREAS, the City of Vernon Environmental Health Department
20 has been advised by OES that if CUPAs do not enter into the Y2K
21 Project contract, State personnel will be directed to conduct the
22 activities in those jurisdictions.
23 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
24 CITY OF VERNON AS FOLLOWS:
25 SECTION l: The City Council of the City of Vernon hereby
26 finds and determines that the recitals contained hereinabove are true
27 and correct.
28 SECTION 2: The City Council of the City of Vernon hereby

approves the State of California Standard Agreement, a copy of which

has been presented to the City Council concurrently with this
3
resolution, and the City Council hereby ordere'a copy of said
4
Agreement to be received and filed by the City Clerk.

SECTION 3: The City Council of the City of Vernon hereby
6
authorizes the Mayor and the City Clerk to execute said Standard
7
Agreement for, and on behalf of, the City of Vernon.
8
SECTION 4: The City Clerk is hereby directed to transmit a
9
copy of this Resolution, together with the Standard Agreement, to the
10
Governor's Office of Emergency Services addressed as follows:

15 SECTION 5: The City Clerk of the City of Vernon shall
16 certify to the passage of this resolution, and thereupon and
17 thereafter the same shall be in full force and effect.
