A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON DIRECTING THE PURCHASING AGENT TO ENTER INTO
NEGOTIATIONS WITH ACCURATE TELECOM, INC. FOR THE
4 INSTALLATION AND TESTING OF THE TELECOMMUNICATIONS
SYSTEM FOR THE ANNEXATION AND REMODELING PROJECT AT
5 CITY HALL PURSUANT TO SECTION 2.29-3 OF THE VERNON
CITY CODE

7 WHEREAS, the Utilities Department of the City of Vernon has
8 advised that, in order to implement a cabling system for the purposes
9 of providing telephone and data network at various work locations, it
10 needs the services of a supplier to install and test the
11 telecommunications system for the annexation and remodeling project at
12 Vernon City Hall; and
13 WHEREAS, the Utilities Department has investigated several
14 potential suppliers and sought informal quotes for the installation
15 and testing services of the telecommunications system for the
16 annexation and remodeling project at Vernon City Hall; and
17 WHEREAS, the Utilities Department received only two
18 proposals, from Phoneby and Accurate Telecom, Inc., but was later
19 advised by Phoneby that because Accurate Telecom, Inc. is the current
20 service provider for the City's Mitel system and is familiar with the
21 system, Phoneby would not be able to submit a competitive bid; and
22 WHEREAS, it now appears that Accurate Telecom, Inc. is the
23 only available supplier for the City Hall annexation and remodeling
24 project; and
25 WHEREAS, on October 12, 1999, the Finance Committee approved
26 the recommendation of Bruce V. Malkenhorst, the Director of Finance,
27 dated October 7, 1999, that authority be granted for the Purchasing
28 Agent, or his designee, to negotiate the terms of an agreement with

Accurate Telecom, Inc.; and
WHEREAS, the City Council finds that, based upon the above,
it is necessary for the Purchasing Agent to enter into negotiations
with Accurate Telecom, Inc. for the installation and testing of the
telecommunications system for the annexation and remodeling project at
Vernon City Hall.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The Purchasing Agent for the City of Vernon, or
his designee, is directed to enter into negotiations with Accurate
Telecom, Inc. for the installation and testing of the
telecommunications system for the annexation and remodeling project at
Vernon City Hall, and to report to the City Council on the results of
the negotiations with a recommendation for action.
SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

The Utilities Department is requesting to retain the services of
Accurate Telecom, Inc. for the installation and testing of the
telecommunications system for the annexation and remodeling project at
City Hall. The department received two responses to their request for
proposals, of which, only Accurate Telecom, Inc. was willing to perform
the work. Accurate Telecom is our current service provider for the
Mitel system.
The initial price quotation received was approximately $40,900.00. It
is hereby recommended that authority be granted, for the Purchasing
Agent or his designee, to further negotiate terms and an agreement with
Accurate Telecom Inc. for the project described above.

SPECIFICATIONS FOR
TELEPHONE AND DATA CABLING SYSTEM
Scope
The City of Vernon (City) is constructing an annex and remodeling the City Hall at 4305 ,
Santa Fe Avenue, Vernon, California. The City is planning to implement a cabling
system for the purpose of providing telephone and data network at various work
locations. The City is seeking a qualified contractor to provide the following,
Work:
• furnish and install telecommunications feeder cable from the main telephone
room located in the basement of City Hall to the Electric and Telephone/Data
Room located on the second floor adjacent to the southeast stairwell;
• furnish and install telecommunications cable from the telephone/data rooms to
the work stations;
• furnish and install the necessary telephone and data jacks at the work stations;
• furnish and install 12 strand fiber optic cable system from the third floor data
room to the telephone rooms in the new annex and second floor of the City
Hall;
• furnish and install 12 strand fiber optic network cable from the telephone
rooms to the computer servers in the annex and second floor areas of the City
Hall;
• perform the necessary tests for continuity and integrity of signals consistent
with nationally accepted standards; furnish certified test results guaranteeing
the point-to-point continuity and integrity of the cabling systems;
• provide identification labels for cables, wires, panels, jacks, plates and
terminals to identify circuits;
• the cables shall be routed from the telephone and data rooms to the final
destinations via cable tray. Cable tray to be installed by others.
The work will be completed in phases. Contractor will schedule work to match the
construction and remodel schedule for City Hall.
Cables
Feeder Cable
The feeder cable from the main telephone room to the Electric and
Telephone/Data room on the second floor will be 150 pairs, #22 AWG copper
cable. The contractor will furnish, install and terminate the cables on both ends.
Each wire will be properly labeled to identify the connectivity of each wire.
1) All cables from the telephone/data rooms to the work stations will be as
follows:
a) Voice Communications
— Category 3, plenum rated four pair #24 AWG copper cable
b) Data/Modem Communications
— Category 5, plenum rated four pair #24 AWG copper cable
c) Every cable drop to each workstation will have one category 3 and two
category 5 cables. Unused cables will be terminated and coiled.
d) All wires will be identified with permanent labels to mark point-to-point
continuity.
2) Fiber Optics Cable
The contractor will provide a 12 strand fiber optic cable for the third floor data
room to the telephone/data closets and the computer servers. Terminations for
the fiber cables will be SC -type. All strands and terminals shall be properly
identified with permanent labels.
Teleuhone/Data Rooms
Contractor will identify and describe the patch panel or termination blocks that will be
necessary in the telephone/data rooms including mounting requirements, patch panel
(termination) blocks, patch cords, and connectors. The contractor will provide quantity
and description for each item that will be installed in the telephone/data.rooms.

Jacks and Jack Assemblies
1) Each workstation will have a four -port jack with associated face plate. Unless
otherwise noted, the four-part jack will be wired as follows:
a) One RJ-11 jack rated for category 3 application. The RJ-11 jack will be
colored gray.
b) One RJ-45 jack rated for category 5 application. The RJ-45 jack will be
colored blue.
c) Two blank ports for future application.
2) Face plate will be four -port and white in color.

Work will be completed in accordance with ANSI/TIA/EIA-568B and ANSI/TLk/EIA-
569.

1) City of Vernon drawing titled Telephone and Data Cabling System will be
used by the contractor as reference to prepare the necessary proposals
2) City of Vernon document, master telephone list, identifies the telephone
numbers assigned at each workstation and the required type of telephone
equipment.
Submittals
1) Contractor will provide an itemized list of materials to be supplied. The list will
include the part number and description, total quantity, unit price, and extended
price of the materials to be supplied.
2) Contractor will provide a lump sum cost to complete the work, including the
materials listed above in section 1.
