A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON APPROVING AND AUTHORIZING NOTICE INVITING
SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF A NEW
4 MID -SIZE PASSENGER VAN FOR THE POLICE DEPARTMENT TO
BE USED AS A DRUG AWARENESS RESISTANCE EDUCATION
5 VEHICLE

7 WHEREAS, the Police Department is in need of a new mid -size
8 passenger van to be used as a Drug Awareness Resistance Education
9 (D.A.R.E.) vehicle; and
10 WHEREAS, on December 14, 1999, the Finance Committee approved
11 the recommendation of Bruce V. Malkenhorst, the Director of Finance,
12 dated December 9, 1999, that authority be granted for the Purchasing
13 Agent, or his designee, to seek formal bids for the purchase of a new
14 mid -size passenger van outfitted with external emergency equipment and
15 customized logos identifying it as a D.A.R.E. vehicle of the City of
16 Vernon, at an approximate cost of Twenty -Five Thousand Dollars and No
17 Cents ($25,000.00) (including taxes and supplemental customizing); and
18 WHEREAS, there has been presented to the Finance Committee of
19 the City of Vernon a Bid Proposal for the purchase of the new mid -size
20 passenger van with the necessary equipment and logos; and
21 WHEREAS, the City Council of the City of Vernon has
22 determined that it is in the best interests of the City of Vernon that
23 bids be solicited in accordance with applicable State law and the
24 Vernon City Code.
25 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
26 CITY OF VERNON AS FOLLOWS:
27 SECTION 1: The City Council of the City of Vernon hereby
28 finds and determines that the recitals contained hereinabove are true
1 and correct.
2 SECTION 2: The Bid Proposal, which is attached hereto and
3 made a part hereof as Exhibit "A," is hereby approved by the City
4 Council of the City of Vernon.
5 SECTION 3: The City Clerk of the City of Vernon is hereby
6 directed to give notice, in writing, inviting sealed proposals or bids
7 for the purchase of a new mid -size passenger van together with
8 appurtenances and logos, in accordance with the Bid Proposal, and in
9 accordance with this resolution.
10 SECTION 4: There being no newspaper of general circulation
11 printed, published or circulated in the City of Vernon, the City Clerk
12 is hereby directed to post said notice, or cause the same to be
13 posted, in three of the most public places in the City of Vernon, to
14 wit: the northwest corner of 38"' Street and Santa Fe Avenue, the
15 northeast corner of Leonis Boulevard and Pacific Boulevard, and on the
16 bulletin board in the lobby of the City Hall of the City of Vernon,
17 located at 4305 Santa Fe Avenue, in said City.
18 SECTION 5: The City Clerk of the City of Vernon is hereby
19 directed to post said notice forthwith and the first posting of said
20 notice shall be at least ten (10) days before the opening of the bids
21 for the proposed contract. Said notice shall provide that sealed
22 proposals or bids will be received by the City of Vernon at the office
23 of the City Clerk, or his designee, at the City Hall, 4305 Santa Fe
24 Avenue, Vernon, CA 90058-0805.

SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

MINIMUM SPECIFICATIONS
VEHICLE, PASSENGER, MID -SIZE VAN
The vehicle shall conform in all respects to the State of California Vehicle Code. The
vehicle shall be delivered assembled and ready to operate. All equipment normally
furnished as standard to be included, whether called for by this specification or not,
except where replaced by equipment required by this specification. All equipment
specified is considered minimum.
General Requirements The vehicles shall be new current model year production and
equivalent in style, quality and appointments to those offered the general public. The
vehicles shall be supplies with all equipment and accessories indicated as standard
equipment in the manufacturer's published literature.
En ine: Vortec 4300 V6
Cooline: The cooling system shall be a liquid pressurized forced
circulation type. The manufacturer shall provide the
maximum duty cooling system available for the model
vehicle supplied. A coolant recovery system shall be
furnished.
The cooling system shall be protected with a solution of
permanent anti -freeze providing protection to —20 degrees
Fahrenheit.

Exterior color (cont.): The exterior color shall be the manufacturer's standard
production colors. Individual vehicle color may be
specified on the purchase order. Bidders shall submit a list
of available factory color options with their bids.
Electrical equipment: The supplier shall furnish a heavy duty 12 volt electrical
system specifically designed to handle the load
requirements of the vehicle, equipped with the options
specified herein. The battery shall be of the maintenance
free type.
Fuel tank: 27 gallons.
Air conditioning: The vehicle shall be equipped with the manufacturer's
factory installed standard. The air conditioning system shall
include, but shall not be limited to necessary insulation,
increased engine cooling capacity, including recovery
system, plus increased alternator and battery capacity. Air
conditioning delivery system shall include separate
vents/controls for rear seated passengers.
Body/Cab: Mid -size van w/ sliding side passenger door and dutch door
rear hatch design.
Interior: The interior shall be the manufacturer's standard color
supplied with the exterior color as specified on the
purchase order. Seating areas must accommodate 8
passengers with standard restraint systems for each
occupant.
Vehicle shall be furnished with shop/maintenance manual, emission manual and
electrical manual.
Miscellaneous: the following items, supplementing if necessary those
Items already catalogued as standard equipment, shall be furnished and in place:
- Multi -speed fresh air heater and windshield defogger system.
- Left and right hand arm rests in front compartment.
- Floor covering installed in all passenger and cargo areas.
- Protective floor mats for all passenger areas.
- Sun visors for driver and front passenger positions.
- Dome light with driver's door activated switch.
- Directional overhead map lights for all seating areas.
- Inside rear view miry r for day and night.

The Police Department is requesting to purchase a new Chevrolet or
GMC mid -size passenger van to be used as a Drug Awareness Resistance
Education (D.A.R.E.) vehicle. This vehicle would be equipped with
all external emergency equipment, and it will include a logo to
clearly identify it as a D.A.R.E. vehicle. The visual appeal of the
vehicle will help to create a more positive image of the Vernon
Police Department and it's participation in the community. It would
also provide us with a powerful tool in building on the positive
relationships we are developing within the community. It will not
be used as a standard patrol vehicle and it will not require much of
the standard equipment.
This item was included in the budget, and it is hereby recommended
that authorization be given to the Purchasing Section to seek formal
bids for the purchase of a new mid -size passenger van at an
approximate cost of $25,000, (including taxes and supplemental
customizing, i.e., D.A.R.E. logos).

Re: Requisition
Attached for your approval is requisition #3817. The Police department is requesting purchase of one
new passenger,, mid -size van to be used as a Drug Awareness Resistance Education (D.A.R.E)
vehicle. The new unit will be used as part of the D.A.R.E. programs, which has been a tremendous
success with other agencies in providing a more positive image of the Police Department and create an
open connection with the community. It will also be used at other community type events such as the
5k Fun Run, the City picnic and the Southeast Cities Safety Fair. (See attached memo for full
justification).
The approximate cost including supplemental customizing (D.A.R.E. logos) is $ 25,000. The
department has appropriated $24,572.00 for the purchase. They are available funds for the overage.
The Purchasing section requests authorization to seek bids for this new vehicle.
