Resolution No. 7468I RESOLUTION NO. 7468 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 VERNON SUPPORTING A PROPOSAL TO ESTABLISH A COMMUNITY - SCHOOL PARTNERSHIP IN THE 50TH ASSEMBLY 4 DISTRICT 5 6 WHEREAS, the Los Angeles Unified School District (the 7 "District") has appropriated money to modernize and construct new 8 schools in the 501'' Assembly District; and 9 WHEREAS, the District has encountered various construction 10 Problems due to selection of toxic school sites; and 11 WHEREAS, school districts throughout California, including 12 the District, are working to meet a July 1, 2000 deadline to receive 13 school construction funding and make the State Allocation Board 14 "approved list for funding"; and 15 WHEREAS, the District is attempting to complete the State 16 Allocation Board requirements for the eight new schools targeted for 17 construction in the 50th Assembly District; and 18 WHEREAS, Assemblyman Marco Antonio Firebaugh has proposed the 19 establishment of a Community -School District Partnership between the 20 cities in the 50th Assembly District and the District and is 21 requesting local municipalities and community residents to have a 22 voice in the selection of school sites and the construction of new 23 schools; and 24 WHEREAS, Assemblyman Firebaugh's proposal calls for a 25 partnership between the Southeast Community Development Corporation 26 ("SCDC") and the District that would transfer responsibility for 27 school site selection and community outreach to the SCDC with the 28 District funding the SCDC to manage such activities and to work with I local elected officials, city staff, and community residents to 2 identify land for potential school sites and conduct community 3 meetings in the SCDC service area; and 4 WHEREAS, Assemblyman Firebaugh is requesting that the City of 5 Vernon support his proposal in "concept" and work with the SCDC to 6 formulate the Community -School District Partnership; and 7 WHEREAS, the City of Vernon is an exclusively industrial 8 city; and 9 WHEREAS, many properties in the City are contaminated and 10 unsuitable for construction of schools; and 11 WHEREAS, the City agrees that local input is required in the 12 District's selection site process so that the unique characteristics 13 of potential sites are properly considered before decisions are made 14 by the District regarding the planning and development of school 15 sites; and 16 WHEREAS, the City of Vernon is represented on the SCDC Board 17 of Directors and is an active participant in the SCDC; and 18 WHEREAS, the City of Vernon desires to support Assemblyman 19 Firebaugh's proposal in concept. 20 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 21 CITY OF VERNON AS FOLLOWS: 22 SECTION 1: The City Council of the City of Vernon hereby 23 finds and determines that the recitals contained hereinabove are true 24 and correct. 25 SECTION 2: The City Council of the City of Vernon hereby 26 supports the proposal of Assemblyman Marco Antonio Firebaugh in 27 "concept." 28 SECTION 3: The City Council of the City of Vernon hereby - 2 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 directs the City Administrator to send a copy of this resolution to: Assemblyman Marco Antonio Firebaugh 7501 Atlantic Blvd., Suite D Cudahy, CA 90201 SECTION 4: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect.
