A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON APPROVING AND AUTHORIZING NOTICE INVITING
SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF A NEW
4 DODGE GRAND CARAVAN FOR THE POLICE DEPARTMENT TO BE
USED AS A SURVEILLANCE VEHICLE ASSIGNED TO LA IMPACT

7 WHEREAS, the Police Department is in need of a new vehicle to
8 be used as a surveillance vehicle assigned to LA IMPACT to replace
9 Unit No. 52, a 1993 Voyager mini -van; and
10 WHEREAS, City staff have determined that a Dodge Grand
11 Caravan more effectively meets the requirements of a surveillance
12 vehicle as far as improving the officer's protection, eluding
13 detection, and providing sufficient space and access to equipment; and
14 WHEREAS, on January 17, 2000, the Finance Committee approved
15 the recommendation of Bruce V. Malkenhorst, the Director of Finance,
16 dated January 5, 2000, that authority be granted for the Purchasing
17 Agent, or his designee, to seek formal bids for the purchase of a new
1& Dodge Grand Caravan, at an approximate cost of Thirty -One Thousand Six
19 Hundred Eighty Dollars and Forty -Three Cents ($31,680.43) (including
20 taxes); and
21 WHEREAS, there has been presented to the Finance Committee of
22 the City of Vernon a Bid Proposal for the purchase of the new Dodge
23 Grand Caravan; and
24 WHEREAS, the City Council of the City of Vernon has
25 determined that it is in the best interests of the City of Vernon that
26 bids be solicited in accordance with applicable State law and the
27 Vernon City Code.
28 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
1 CITY OF VERNON AS FOLLOWS:
2 SECTION 1: The City Council of the City of Vernon hereby
3 finds and determines that the recitals contained hereinabove are true
4 and correct.
5 SECTION 2: The Bid Proposal, which is attached hereto and
6 made a part hereof as Exhibit "A," is hereby approved by the City
7 Council of the City of Vernon.
8 SECTION 3: The City Clerk of the City of Vernon is hereby
9 directed to give notice, in writing, inviting sealed proposals or bids
10 for the purchase of a new Dodge Grand Caravan, in accordance with the
11 Bid Proposal, and in accordance with this resolution.
12 SECTION 4: There being no newspaper of general circulation
13 printed, published or circulated in the City of Vernon, the City Clerk
14 is hereby directed to post said notice, or cause the same to be
15 posted, in three of the most public places in the City of Vernon, to
16 wit: the northwest corner of 38th Street and Santa Fe Avenue, the
17 northeast corner of Leonis Boulevard and Pacific Boulevard, and on the
18 bulletin board in the lobby of the City Hall of the City of Vernon,
19 located at 4305 Santa Fe Avenue, in said City.
20 SECTION 5: The City Clerk of the City of Vernon is hereby
21 directed to post said notice forthwith and the first posting of said
22 notice shall be at least ten (10) days before the opening of the bids
23 for the proposed contract. Said notice shall provide that sealed
24 proposals or bids will be received by the City of Vernon at the office
25 of the City Clerk, or his designee, at the City Hall, 4305 Santa Fe
26 Avenue, Vernon, CA 90058-0805.

SECTION 6: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.

Dodge Grand Caravan LE
The vehicle shall conform in all respects to the State of California vehicle Code. The unit shall
be delivered assembled and ready to operate. All equipment normally furnished as standard shall
be included, whether called for by this specification or not, except where replaced by equipment
required by this specification. All equipment specified is considered minimum.
General Requirements: The vehicles shall be new current model year production and equivalent
in style, quality and appointments to those offered to the general public. The vehicles shall be
supplied with all equipment and accessories indicated as standard equipment in the
manufacturer's published literature.
Engine:
3.8 liter (230) MPI V6 w/traction control.
Cooling:
The cooling system shall be a liquid pressurized forced circulation
type. The manufacturer shall provide the maximum duty cooling
system available for the model vehicle supplied. A coolant
recovery system shall be furnished.
The cooling systems shall be protected with a solution of
permanent anti -freeze providing protection to -20 degrees
Fahrenheit.

Electrical equip.: The supplier shall furnish a heavy duty 12 volt electrical system
specifically designed to handle the load requirements of the
vehicle, equipped with the options specified herein. The battery
shall be of the maintenance free type.
Fuel tank: 20 gallons.
Air conditioning: The vehicle shall be equipped with the manufacturer"s factory
installed standard, including dual zone temperature control. The
air conditioning system shall include, but shall not be limited to
necessary insulation, increased engine cooling capacity, including
recovery system, plus increased alternator and battery capacity.
Body/Cab: Manufactures standard for vehicle specified.
Interior: 7 passenger seating-inc: reclining'.. front low back bucket seats w/

The Police Department is requesting to purchase a new Dodge Grand Cara-
van to be used as a surveillance vehicle assigned to LA IMPACT. This
vehicle will replace unit #52, a 1993 Voyager mini -van, that is no
longer reliable as a surveillance vehicle due to continuous service re-
pairs and a recent major transmission breakdown. This selected vehicle
more effectively meets the requirements of a surveillance vehicle as
far as improving the officer's protection, eluding detection, and pro-
viding sufficient space and access to equipment. The Voyager will be
transferred over to the garage and will be used as an equipment trans-
portation vehicle.
This item was not included in the budget; however, the department is
requesting funds be used from the Asset Forfeiture Account, and it is
hereby recommended that authorization be given to the Purchasing Sec-
tion to seek formal bids for the purchase of a new Dodge Caravan at an
approximate cost of $31,680.43 (including tax).

Attached for your approval is requisition #03818. The Police Department is in need of replacing unit
#52, a 1993 Voyager mini -van. Due to continuous service repairs, this vehicle is no longer reliable as a
surveillance vehicle. The department is requesting purchase of a new Dodge Grand Caravan. This
selected model best suits the requirements of a surveillance unit such as improving officer's protection,
eluding detection and providing sufficient space and access to equipment (see attached memo for
further justification.
The approximate cost for the new Dodge Grand Caravan is $31,680.43. The department is requesting
funds be used from the forfeiture account.
The Purchasing Section is requesting authorization to seek formal bids for the new vehicle.
Specifications are attached.
Upon replacement, the Voyager will be transferred over to the garage and be used as an equipment
transportation vehicle.
