Resolution No. 74761 RESOLUTION NO. 7476 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 VERNON APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT FOR PROFESSIONAL SERVICES BY AND BETWEEN 4 THE CITY OF VERNON AND TETRA TECH, INC. INFRASTRUCTURE SOUTHWEST GROUP FOR THE PREPARATION 5 OF A SOTO AND 26TH STREET CORRIDOR STUDIES REPORT 6 7 WHEREAS, by Resolution No. 7200 adopted on August 4, 1998, 8 the City Council of the City of Vernon approved a Memorandum of 9 Understanding ("MOU") with the Alameda Corridor Transportation 10 Authority (,"ACTA") relating to the construction of the Alameda 11 Corridor Transportation Project ("Project"), a portion of which will 12 be located within the City of Vernon; and 13 WHEREAS, the MOU provides that feasibility studies may be 14 conducted to assist in the remediation of the effects of the Project 15 on the City and requires the involvement of the California Department 16 of Transportation ("Caltrans") in the study preparation process; and 17 WHEREAS, as part of the Project, the City of Vernon was 18 granted $300,000.00 in Federal Aid money to prepare feasibility 19 studies of congestion and traffic management in order to identify 20 potential impacts that would result from the construction of the 21 Project; and 22 WHEREAS, the City staff determined that the City would 23 benefit from allocating a portion of these funds to produce a Corridor 24 Studies Report ("CSR") of 26tn Street and Soto Street which would 25 identify the potential improvements to these streets necessary to 26 mitigate impacts and future traffic demands resulting from the 27 Project; and 28 WHEREAS, the City of Vernon has received an "Authorization to I Proceed" from Caltrans; and 2 WHEREAS, the City of Vernon desired to retain the services of 3 an engineering firm to perform a CSR and advertised for a Request for 4 Proposal ("RFP"); and 5 WHEREAS, Tetra -Tech, Inc. Infrastructure Southwest Group 6 ("Tetra Tech") responded to the City's RFP and is a company with 7 expertise in the field of environmental engineering; and 8 WHEREAS, the City desires to engage the environmental 9 engineering services of Tetra -Tech, and Tetra -Tech is willing to 10 provide such consulting services to the City at a cost not to exceed 11 One Hundred Ninety -Four Thousand Four Hundred Thirty -Nine Dollars and 12 No Cents ($194,439.00) and complete said work within one hundred 13 twenty (120) days from the date of execution of the agreement, subject 14 to said work being approved by the City. 15 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 16 CITY OF VERNON AS FOLLOWS: 17 SECTION 1: The City Council of the City of Vernon hereby 18 finds and determines that the recitals contained hereinabove are true 19 and correct. 20 SECTION 2: The City Council of the City of Vernon hereby 21 approves the Agreement For Professional Services, a copy of which has 22 been presented to the City Council concurrently with this resolution, 23 and the City Council hereby orders said Agreement to be received and 24 filed by the City Clerk. 25 SECTION 3: The City Council of the City of Vernon hereby 26 authorizes the Mayor and the City Clerk to execute said Agreement for, 27 and on behalf of, the City of Vernon. 28 - 2 - 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24' 25 26 27 28 SECTION 4: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect.
