A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON APPROVING AND AUTHORIZING THE EXECUTION OF A
LETTER AGREEMENT REGARDING THE CITY'S PARTICIPATION
4 WITH THE LOS ANGELES COUNTY DISTRICT ATTORNEY'S
OFFICE OFFICER INVOLVED SHOOTING PROGRAM

6 WHEREAS, the Los Angeles County District Attorney's Office
7 has developed an Officer -Involved Shooting Response Program
8 ("Program") whereby a "Response Team" is sent out to assist in
9 investigating all officer -involved shootings, as well as in -custody
10 deaths and inquiries of potential improper conduct by officers; and
11 WHEREAS, the Executive Committee of the Los Angeles Police
12 Chiefs Association has voted unanimously to endorse the Program
13 pursuant to a protocol that is the basic operating agreement between
14 all of the agencies involved in the Program; and
15 WHEREAS, the Los Angeles County District Attorney's Office
16 has indicated that if the City of Vernon wishes to participate in said
17 Program as described in the protocol that it needs to execute a letter
18 of intent to participate; and
19 WHEREAS, the City of Vernon believes that its participation
20 in said Program does not allow the "Response Team" any involvement in
21 any administrative investigation that it might be conducting at the
22 same time a criminal investigation is being conducted by the District
23 Attorney's Office; and
24 WHEREAS, the City of Vernon desires to execute the letter of
25 intent to participate with the Los Angeles County District Attorney's
26 Office in the Program as described in the protocol.
27 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
28 CITY OF VERNON AS FOLLOWS:

SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves the Letter Agreement, a copy of which has been presented to
the City Council concurrently with this resolution, and the City
Council hereby orders said Letter Agreement to be received and filed
by the City Clerk.
SECTION 3: The City Council of the City of Vernon hereby
authorizes the Mayor and the City Clerk to execute said Letter
Agreement for, and on behalf of, the City of Vernon.
SECTION 4: The City Clerk of the City of Vernon shall
certify to the passage of this resolution, and thereupon and
thereafter the same shall be in full force and effect.
