Resolution No. 75101 RESOLUTION NO. 7510 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 VERNON APPROVING AND AUTHORIZING NOTICE INVITING SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF A NEW 4 UTILITY TRUCK FOR THE COMMUNITY SERVICES AND WATER DEPARTMENT 5 6 WHEREAS, the Community Services and Water Department is in 7 need of a new utility truck; and 8 WHEREAS, on March 20, 2000, the Finance Committee approved 9 the recommendation of Bruce V. Malkenhorst, the Director of Finance, 10 dated March 15, 2000, that authority be granted for the Purchasing 11 Agent, or his designee, to seek formal bids for the purchase of a new 12 utility truck at an approximate cost of Seventy -Two Thousand Three 13 Hundred Dollars and No Cents ($72,300.00) (including tax); and 14 WHEREAS, there has been presented to the Finance Committee of 15 the City of Vernon a Bid Proposal for the purchase of the new utility 16 truck; and 17 WHEREAS, the City Council of the City of Vernon has 18 determined that it is in the best interests of the City of Vernon that 19 bids be solicited in accordance with applicable State law and the 20 Vernon City Code. 21 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 22 CITY OF VERNON AS FOLLOWS: 23 SECTION 1: The City Council of the City of Vernon hereby 24 finds and determines that the recitals contained hereinabove are true 25 and correct. 26 SECTION 2: The Bid Proposal, which is attached hereto and 27 made a part hereof as Exhibit "A," is hereby approved by the City 28 Council of the City of Vernon. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25' 26 27 28 SECTION 3: The City Clerk of the City of Vernon is hereby directed to give notice, in writing, inviting sealed proposals or bids for the purchase of a new utility truck, in accordance with the Bid Proposal, and in accordance with this resolution. SECTION 4: There being no newspaper of general circulation printed, published or circulated in the City of Vernon, the City Clerk is hereby directed to post said notice, or cause the same to be posted, in three of the most public places in the City of Vernon, to wit: the northwest corner of 38"' Street and Santa Fe Avenue, the northeast corner of Leonis Boulevard and Pacific Boulevard, and on the bulletin board in the lobby of the City Hall of the City of Vernon, located at 4305 Santa Fe Avenue, in said City. SECTION 5: The City Clerk of the City of Vernon is hereby directed to post said notice forthwith and the first posting of said notice shall be at least ten (10) days before the opening of the bids for the proposed contract. Said notice shall provide that sealed proposals or bids will be received by the City of Vernon at the office of the City Clerk, or his designee, at the City Hall, 4305 Santa Fe Avenue, Vernon, CA 90058-0805. SECTION 6: The City Clerk of the City of Vernon shall certify to the passage of this resolution, and thereupon and thereafter the same shall be in full force and effect. The Water Department recently purchased a new utility truck that was specifically designed to meet their needs and has proven to be a great asset to the Water Department. Because the present fleet of trucks (four full size utility trucks) are over ten years old and are limited in their capabilities, the department would like to purchase another new truck with the same specification as the last one purchased. Funds have been included in the budget for this item up to $65,000; however, additional funds are available. It is hereby recommended that authorisation be given to the Purchasing Section to seek formal bids for the purchase of an additional utility truck at an approximate cost of $72,300.00 (including tax) . Malkenhorst, City Administrator From: Dolores Fonseca, Purchasing Assistant Date: 03/15/00 Re: Requisition Attached for your approval is requisition #03633. The Community Services and Water Department is in need of an additional new utility truck. The new truck recently received is equipped with specialized tools and equipment for water services. This has allowed the crew to have greater flexibility in responding to routine jobs and to emergency situations. The remaining fleet of service trucks are over ten years old and thus are limited in their capabilities. (Please see attached memo for further justification). The approximate cost for the requested utility truck ,is $72,300. The department has appropriated $65,000.00 for the purchase in this fiscal year. The new unit in service was budgeted in the prior fiscal year (1998-1999) however; funds were taken out this fiscal year (1999-2000). Bids were received in June 1999 for the unit and the purchasing order was not issued until July 1999. Payment was issued in October 1999. The department will submit a memo requesting a transfer of funds to cover the purchase. 0 Page 1
