Resolution No. 7513,a 1 2 3 4 5 6 7 81 9'' 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 7513 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING AND RATIFYING THE EXECUTION OF AN APPLICATION FOR A 2000/2003 USED OIL BLOCK GRANT, SIXTH CYCLE, UNDER THE CALIFORNIA OIL RECYCLING ENHANCEMENT ACT WHEREAS, by Resolution No. 6932 adopted on March 25, 1997, the City Council of the City of Vernon approved for submittal to the California Integrated Waste Management Board ("Waste Board") an Application for a Used Oil Block Grant (Fifth Cycle) in accordance with the California Oil Recycling Enhancement Act which provides for grants establishing and maintaining local used oil collection and awareness programs that encourage recycling and the appropriate disposal of used oil in the community; and WHEREAS, in accordance with the Waste Board's approval of said Application, the City of Vernon received grant funds of Five Thousand Dollars ($5,000) on a yearly basis from 1997 through 1999 and used the funds to improve the public's awareness of used oil recycling opportunities and the damage to the environment caused from releases of used oil; and WHEREAS, the Waste Board is offering an opportunity for cities to apply for the Sixth Cycle of Used Oil Grant Funds for a period of three years (2000-2003) and the expected grant fund levels for Vernon are anticipated to remain at Five Thousand Dollars ($5,000); and WHEREAS, the Director of Environmental Health will continue to administer the used oil grant programs on behalf of the City of Vernon and has recommended that the City apply for the Sixth Cycle of Used Oil 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Grant Funds; and WHEREAS, the Waste Board required the Application for the Sixth Cycle of Used Oil Grant Funds to be submitted prior to April 6, 2000, and the City Administrator executed said Application subject to ratification by the City Council; and WHEREAS, the City Council desires to approve and ratify the Application as executed by the City Administrator. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon hereby finds! and determines that the recitals contained hereinabove are true and (correct. SECTION 2: The City Council of the City of Vernon hereby approves, authorizes and ratifies the submittal to the Waste Board of a' 2000/2003 Used Oil Block Grant Sixth Cycle Application for all available grants under the California Oil Recycling and Enhancement Act. A copy of said Application has been presented to the City Council'. concurrently with this resolution, and the City Council hereby orders said Application to be received and filed by the City Clerk. The Waste Board approved the application for the Fifth Cycle and the City has received $5,000 on a yearly basis (1997, 1998, and 1999). The grant funds have been used to improve the public's awareness of the used oil recycling opportunities and the damage to the environment caused from releases of used oil. Funded activities have included: • The purchase of educational materials (pens, pencils, refrigerator magnets, etc.). • The distribution of free used oil recycling containers to Vernon business employees and the public. • The Vernon Used Oil Recycling Calendar Contest. • The services of a consultant to conduct education outreach efforts. Recently the Waste Board announced the opportunity for cities to apply for the next cycle (Sixth Cycle) of Used Oil Grant Funds. Grant fund levels for Vernon are expected to be the same (approximately $5,000 per year for three years). With your concurrence, I am recommending that the City Council again authorize the application for Used Oil Grant Funds. I am attaching the application which will need to be signed and a copy of the 1997 City Council resolution for reference. Please note that the application with the City Council resolution must be postmarked by Thursday, April 6, 2000.
