A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING AND RATIFYING THE EXECUTION OF AN
OPERATIONAL AGREEMENT BY AND BETWEEN THE CITY OF
VERNON AND THE LOS ANGELES COUNTY DISTRICT
ATTORNEY'S OFFICE, VICTIM -WITNESS ASSISTANCE PROGRAM
WHEREAS, California Penal Code Sections 13835-13825.10 provide
for funding to meet the needs of both victims and witnesses of crime
from a Victim -Witness Assistance Fund made available through the Office
of Criminal Justice Planning; and
WHEREAS, the Los Angeles County District Attorney's Office has
indicated that, in order to submit a re -application to the State Office
of Criminal Justice Planning for continued funding for its Victim -
Witness Assistance Program, it requires an Operational Agreement from
each agency that coordinates services for victims of gang violence; and
WHEREAS, the City of Vernon desires to continue its support of
the Program by working with the Los Angeles County District Attorney's
Office to implement a Domestic Violence Assistance Program for victims
residing within the City of Vernon; and
WHEREAS, the Los Angeles County District Attorney's Office
required that the signed Operational Agreement be submitted to them
prior to April 10, 2000, and, therefore, the Chief of Police executed
said Agreement subject to ratification by the City Council; and
WHEREAS, the City Council desires to approve and ratify the
Operational Agreement as executed by the Chief of Police.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY

SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
approves and ratifies the Operational Agreement, a copy of which has
been presented to the City Council concurrently with this resolution,
and the City Council hereby orders said Agreement to be received and
filed by the City Clerk.
SECTION 3: The City Council of the City of Vernon hereby
ratifies the execution of the Operational Agreement by the Chief of
Police for, and on behalf of, the City of Vernon.
SECTION 4: The City Clerk of the City of Vernon shall certify
to the passage of this resolution, and thereupon and thereafter the
same shall be in full force and effect.
APPROVED AND ADOPTED this 18th day of April, 2000.

OPERATIONAL AGREEMENT
This Operational Agreement stands as evidence that the Vernon Police Department and the Los
Angeles County Victim -Witness Assistance Program intend to work together toward the mutual goal
of providing maximum available assistance for domestic violence victims residing in the Vernon Police
Department's jurisdiction. Both agencies believe that implementation of the Vernon Domestic Violence
Victim Assistance Program proposal will assist innocent victims of domestic violence. To this end,
each agency agrees to participate in the program, if implemented, by coordinating/providing the
following services:
The Vernon Police Department's Domestic Violence Assistance Program will closely coordinate the
following services with the Los Angeles County Victim -Witness Assistance Program. Project staff
being readily available to the Los Angeles County Victim -Witness Assistance Program for service
provision through:
Coordination of the Vernon Police Department's Community Relation Unit to provide crime
prevention information, including domestic violence to the general public to make them aware
of the services provided by the Los Angeles County Victim -Witness Assistance Program.
The Los Angeles County Victim -Witness Assistance Program will provide the following:
• The Victim -Witness Assistance staff will act as a liaison between the
Vernon Police Department and its Victim Advocate in all post -crime
activities;
• The Victim -Witness Assistance staff will arrange and accompany
domestic violence victims to court;
• The Victim -Witness Assistance staff will assist Vernon domestic
violence victims with State Victim of Crime Compensation claims;
• The Victim -Witness Assistance staff will assist in filing for witness
fees, restitution, and property return; and
• The Victim -Witness Assistance staff will work with the Vernon Police
Department and its Victim Advocate in providing case status or
disposition information on both felony and misdemeanor crimes.
The Vernon Police Department and the Victim -Witness Assistance Program will closely coordinate the
above services through regularly scheduled meetings to discuss strategies, timetables, and the
implementation of mandated services.

clearly demonstrated the need for the development of new and innovative approaches to providing
victim services in our communities.
Once again, we are submitting a re -application to the State Office of Criminal Justice Planning for

with each of the agencies that coordinate services for victims of gang violence. Your support in

Operational Agreement — Victim/Witness Assistance Program
As you can see by reviewing the attached documents, the L.A. District Attorney's Office has
requested that I sign the attached operational agreement and return it to them by April 10th. They
don't give us much time, as I didn't even receive the documents until April 3ra.
Since I will be gone this week (vacation), I went ahead and signed the agreement, as I won't be
available to sign until I return from vacation on April loth.
This is simply a formality so the District Attorney's Office can re -apply to the State Office of
Criminal Justice Planning for funding of the project.
If this meets with your approval, I would request it be mailed as requested and then go through
Council at a more convenient date for Council approval.

violence victims. There is no financial obligation associated
with the Agreement and due to the urgent request of the Los
Angeles County District Attorney's office, approval was granted
for the Chief of Police to execute same and return to the
District Attorney's office with the contingency that the City
Council would ratify the Operational Agreement at the next City
Council meeting.
It is hereby recommended that the signed Operational Agreement be
accepted and ratified.
