Re: Soto Street over Los Angeles River Bridge Retrofit and Repair
The Board of Supervisors of the County of Los Angeles, on November 16,1999,

In order to proceed with the proposed retrofit, the County has requested that the City
of Vernon adopt a resolution, consenting to the establishment of the portion of Soto Street
over the Los Angeles River within the City as part of the System of Highways of the County
of Los Angeles. The bridge is scheduled to be retrofitted in spring 2001. During the routine
inspection, the County of -Los Angeles has reported deterioration on sections of the bridge
and suggested repair. CYL a
The repair work is essential to maintaining the structural integrity of the bridge and the
City of Vernon is responsible for this work. The County of Los Angeles estimates the cost of
the repair to be approximately $120,000. Our department has budgeted $150,000 for bridge
repair and maintenance. It is our recommendation that the City Council adopt the resolution
and include the repair work with the Bridge Retrofit Project.
In our conversation with the County staff regarding the impact on traffic during the
project, the County has suggested to perform the work from inside the channel and during the
hours of 7:00 p.m. to 4:00 a.m. nightly. I don't see any impact on the traffic with the work
being performed during these hours.

If you concur, this item should be placed on the City Council Agenda for consideration
and the City Attorney's office should be requested to draft the appropriate resolution. I have
attached a sample resolution.
It is recommended that the City Council make a finding that the project is minor in
nature and therefore categorically exempt under Section 15301 of the California

The Board of Supervisors of the County of Los Angeles declared a
portion of Soto Street over the Los Angeles River to be a part
