RESOLUTION NO. 7550
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON DIRECTING THE PURCHASING AGENT TO ENTER INTO
NEGOTIATIONS WITH GRT & ASSOCIATES FOR ENERGY AUDIT
SERVICES AND ASSOCIATED TECHNICAL SUPPORT PURSUANT
TO SECTION 2.29-3 OF THE VERNON CITY CODE
WHEREAS, the Utilities Department of the City of Vernon has
determined that it needs the assistance of a professional consultant to
1perform energy auditing services and associated technical and
administrative support; and
WHEREAS, a Request for Qualifications ("RFQ") was prepared
and submitted to several potential vendors performing energy auditing
services, seven of whom responded by April 13, 2000; and
WHEREAS, after the Utilities Department reviewed the seven
RFQs, it selected five of the most qualified vendors for interviews and
determined that, based on the following criteria, GRT & Associates
demonstrated markedly superior capability and was uniquely qualified to
provide the required services: cost, qualifications, experience,
performance measurements, availability of resources and the interview;
and
WHEREAS, the estimated cost of the proposed services of GRT &
Associates is Two Hundred Fifty Thousand Dollars and No Cents
($250,000.00); and
WHEREAS, on May 30, 2000, the Finance Committee considered
the retention of GRT & Associates for professional consulting -services
relating to energy auditing and approved the recommendation of the
Finance Director by letter dated May 25, 2000, that authority be
granted for the Purchasing Agent, or his designee, to negotiate the
terms of an agreement with GRT & Associates; and

WHEREAS, the City Council finds that, based upon the above,
GRT & Associates is the most qualified vendor to provide the energy
auditing services; and
WHEREAS, the City Council finds that, based upon the above, it
is necessary for the Purchasing Agent to enter into negotiations
with GRT & Associates for energy auditing services and associated
technical and administrative support.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
IOF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The Purchasing Agent for the City of Vernon, or
his designee, is directed to enter into negotiations with GRT &
Associates for professional consulting services relating to energy
auditing services and associated technical and administrative support
and to report to the City Council on the results of the negotiations
with a recommendation for action.
SECTION 3: The City Clerk of the City of Vernon shall certify
to the passage of this resolution; and thereupon and thereafter the
same shall be in full force and effect.

The Utilities Department is requesting the services of a
consultant to perform energy auditing services and associated
technical and administrative support.
The Director of Utilities has reviewed seven proposals and based
on the superior capability of GRT & Associates (GRT), it is
hereby recommended that the City of Vernon negotiate with GRT
for the required services for the Utilities Department at an
approximate cost of $250,000.

SUBJECT: Recommendation to Negotiate with GRT & Associates for Energy Auditing
Services
The Utilities Department issued a Request for Qualifications (RFQ) on March 15, 2000,
seeking qualified professional consultants to perform energy auditing services and associated
technical and administrative support. Seven firms responded to the RFQ by April 13, 2000;
with five being invited for interviews. All the proposals were evaluated according to five
essential components: cost, qualifications and experience, performance measurements,
availability of resources, and the interview. Based on a thorough review of all proposals, I
recommend that the City of Vernon negotiate with GRT & Associates (GRT) for the required
services. The estimated cost of the proposed services is $250,000.
GRT is a full service design engineering firm located in Torrance, California and
demonstrates markedly superior capability to provide the needed services. GRT proposed a
competitive pricing structure for energy audits suitable for Vernon's customer mix, which
ranges from small commercial to large industrial businesses. The pricing of the audits is
directly related to the complexity of the facility and the desired complexity of the audit and in
our evaluation is the least cost of the proposals.
GRT has the best record of accomplishment, having provided similar services to the Cities of
Riverside, Azusa, and Anaheim and is recommended by each of them. GRT assisted with
the development, implementation, and administration of Public Benefits Programs at these
municipalities and streamlined the process of delivering Public Benefits Funds to utility
customers. Registered engineers or certified energy managers perform all work.
