Resolution No. 75641 RESOLUTION NO. 7564 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON APPROVING THE PAYMENT OF PREMIUMS FOR 4 INSURANCE FOR LIFE, HEALTH, VISION AND DENTAL 5 BENEFITS FOR CERTAIN CATEGORIES OF EMPLOYEES DURING THE 2000-2001 FISCAL YEAR 6 7 WHEREAS, the City Council of the City of Vernon in prior 8 fiscal years has approved for each fiscal year the City's payment of 9 premiums for insurance for life, health, vision and dental benefits for 10 employees; and 11 WHEREAS, the Finance Committee of the City of Vernon on 12 June 8, 2000, approved a recommendation applicable for the fiscal year 13 2000-2001 only, which provides that the City will pay the premiums for 14 insurance for life, health and dental benefits for full-time employees 15 only and their dependents as follows: 16 1. All miscellaneous employees; 17 2. All Fire Department employees; 18 3. All sworn police officers, including Group 2 who are 19 represented by the Vernon Police Officers' Benefit Association; 20 and 21 WHEREAS, the Finance Committee of the City of Vernon on 22 June 8, 2000, approved a recommendation applicable for the fiscal year 23 2000-2001 only, which provides that the City will pay the premiums for 24 insurance for vision benefits for full-time employees only as follows: 25 1. All miscellaneous employees; 26 2. All Fire Department employees; 27 3. All sworn police officers, including Group 2 who are 28 represented by the Vernon Police Officers' Benefit Association; and 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHEREAS, the City Council of the City of Vernon wishes to adopt its policy applicable for the fiscal year 2000-2001 only respecting payment of premiums for the City's insurance for life, health, vision and dental benefits for certain categories of employees and to declare that such benefits are not vested rights and will expire' at the conclusion of the fiscal year unless authorized and approved by the City Council for the next fiscal year. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1: The City Council of the City of Vernon does hereby find and determine that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby adopts the following policy for the 2000-2001 fiscal year and declares that such benefits are not vested rights and are approved for this fiscal year only: A. The City will pay the insurance premium for the City's program for life, health and dental benefits as such benefits are in effect as of June 30, 2000, for all full-time regular employees only and their dependents as follows: 1. All miscellaneous employees. 2. All Fire Department employees. 3. All sworn police officers, including Group 2 who are represented by the Vernon Police Officers' Benefit Association. B. The City will pay the insurance premium for the City's program for vision benefits as such benefits are in - 2 - 1 effect as of June 30, 2000, for all full-time regular 2 employees only as follows: 3 1. All miscellaneous employees. 4 2. All Fire Department employees. 5 3. All sworn police officers, including Group 2 who are 6 represented by the Vernon Police Officers' Benefit 7 Association. 8 C. The City will pay the insurance premium for the City's 9 program for life, health, vision and dental benefits and 10 will further pay all other medical -related health, 11 vision and dental costs not reimbursed by the City's 12 insurance program or Medicare for the City 13 Administrator, the City Councilmembers, and their 14 dependents. 15 SECTION 3: The City's agreement to pay the full cost of said 16 premiums provided for above, shall not create or ripen into a vested 17 right in said employee to any such medical benefit beyond June 30, 18 2001. 19 SECTION 4: The City Clerk of the City of Vernon shall 20 certify to the passage of this resolution and thereupon and thereafter 21 the same shall be in full force and effect. 22 APPROVED AND ADOPTED this 27th day of June, 2000. 23 s 24 EONIS C. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA MEMBERS PRESENT: Malburg, Ybarra, Gonzales MEMBERS ABSENT: None The meeting was called to order by Chairman Malburg. It was moved by Ybarra, seconded by Gonzales, that the Minutes of the Finance Committee Meeting held June 5, 2000 be approved as submitted and adopted. Motion carried. Review of proposed 2000-2001 budget. Communication from Bruce V. Malkenhorst, Director of Finance, dated June 5, 2000, was presented, recommending for the fiscal year 2000-2001 that the City continue the following policy with regard to health insurance premiums for present and future retired employees (excluding their dependents): 1. The city shall pay the insurance premium,for all full-time regular employees who have a minimum of twenty (20) years of continuous service who retire at the age of sixty or later. 2. All full-time regular employees with at least thirty (30) years of continuous service who retire before the age of sixty shall pay their health insurance premium, and upon reaching the age of sixty, the City shall then pay the insurance premium. 3. Retired employees covered in Numbers l and 2 above, upon reaching the age of 65, must seek medicare coverage and the City insurance will be supplemental coverage. It was moved by Gonzales, seconded by Ybarra, that recommendation be made to City Council to continue the policy with regard to health insurance premiums for present and future retired employees (excluding their dependents), for the 2000- 2001 Fiscal Year. Motion carried. Communication from Bruce V. Malkenhorst, Director of Finance, dated June 5, 2000, was presented, advising that as part of the proposed budget for the 2000-2001 fiscal year, it is hereby recommended that the City continue to pay the medical/dental and life insurance premiums and to continue to cover a portion of vision costs for all full-time regular miscellaneous employees, all management employees including Police Lieutenants, all Fire Department employees, Group II employees of the Police Department, and dependents of said employees. It was moved by Gonzales, seconded by Ybarra, that recommendation be made to City Council to continue the paying of medical/dental and life insurance premiums and to continue to cover a portion of vision costs for employees as stated above. Motion carried.
