RESOLUTION NO. 7579
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON OPPOSING SENATE BILL 1497 AND ASSEMBLY BILL
2448 WHICH WOULD HAVE THE EFFECT OF STOPPING THE
710 FREEWAY EXTENSION AND REAFFIRMING ITS SUPPORT
FOR THE COMPLETION OF THE 710 FREEWAY
WHEREAS, the communities of the San Gabriel Valley have been
T seeking the completion of the 710 Freeway for over 30 years in an
8 effort to relieve the congestion that gridlocks our local surface

streets due to the inadequate north -south transit corridors; and
WHEREAS, the failure to complete the 710 Freeway causes
increased health risks, especially to seniors and children, by adding
over 4.8 tons per day of vehicle exhaust to the San Gabriel Valley
environment as a result of idling vehicles on our congested streets

WHEREAS, studies have shown the failure to complete the 710
Freeway causes the business community to suffer extreme economic
hardship as a result of inefficient transportation routes that result
from over utilized city streets that have become alternative avenues
for motorists trying to connect to the communities that lie north of
the San Bernardino Freeway; and
WHEREAS, the quality of life for millions of Southern
Californians has deteriorated due to motorists spending large amounts
of hours each day on clogged freeways such as the San Bernardino and
Pomona Freeways and the local surface streets in the cities of
Alhambra, Pasadena, Monterey Park, Montebello, San Gabriel, Rosemead
and others; and
WHEREAS, to date, 10 communities and 42 business
organizations and other interested parties have gone on record as
1 supporting the completion of the 710 Freeway in an effort to ease the
2 transportation problems that affect the region; and
3 WHEREAS, Senate Bill 1497 and Assembly Bill 2448 have been
4 introduced by local legislative representatives serving the City of
5 South Pasadena as a means of stopping the completion of the 710
6 Freeway; and
7 WHEREAS, Senate Bill 1497 and Assembly Bill 2448 will allow
8 the City of South Pasadena to prevent the State of California from
9 completing the 710 Freeway by allowing one community to force Caltrans
14 to obtain its approval for completing the freeway which South Pasadena
11 leaders have vowed never to give.
12 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
13 CITY OF VERNON AS FOLLOWS:
14 SECTION 1: The City Council of the City of Vernon hereby
15 finds and determines that the recitals contained hereinabove are true
16 and correct.
17 SECTION 2: The City Council of the City of Vernon hereby
18 states its opposition to Senate Bill 1497 and Assembly Bill 2448 which
19 would stop the completion of the 710 Freeway and thereby ensure
20 gridlock of local streets.
21 SECTION 3: The City Council of the City of Vernon hereby
22 reaffirms its support for the completion of the 710 Freeway as the
23 single most effective and efficient means of resolving the San Gabriel
24 Valley region's transportation problems.
25 SECTION 4: The City Council of the City of Vernon urges the
26 other communities that have shown their support for completion of the
27 710 Freeway to adopt similar resolutions of opposition to Senate Bill
28 1497 and Assembly Bill 2448 and to contact their local state

1 legislative leaders and the Governor to express the need to defeat
2 these bills and any other attempt to stop the completion of this
3 Freeway.
4 SECTION The City Council of the City of Vernon hereby
5 directs the City Clerk to send a certified copy of this resolution to
6 the following:

Attached herewith is a letter dated July 13, 2000 from the City
of Monterey Park requesting that the City of Vernon join the
coalition of Southern California cities to support the 710
Freeway completion.
Two bills in the state legislature, AB 2448 and SB 1497, would
give the City of South Pasadena the right to obstruct the
construction of said freeway, thus reducing the mobility and
economic vitality of the region.
It is hereby recommended that the City oppose AB 2448 and SB
1497, and that a Resolution approving said opposition be

We understand that the Gateway Cities are proposing improvements to the Long Beach Freeway
(710 Fwy) that will afford mobility to your community and enhance the economic vitality of the
region. However, the 710 Freeway is currently ineffectual because it does not link to the
freeway system but instead terminates into narrow, local streets of residential communities.
We would like to alert you that the completion of the 710 Freeway is in jeopardy of ever being
realized. Two bills in the state legislature — AB 2448 and SB 1497 — would give the City of
South Pasadena the right to obstruct the construction of the freeway.
To date, the cities of Alhambra, Arcadia, Commerce, Diamond Bar, Duarte, La Puente,
Lawndale, Monrovia, Monterey Park, Pico Rivera, Rosemead, San Gabriel, and San Marino have
gone on record to oppose the two bills. The City of Huntington Park will be adopting a
resolution in opposition to the pending bills at their next council meeting.
We are asking your City to join the coalition of Southern California cities to support the
710 Freeway completion by adopting a resolution to oppose AB 2448 and SB 1497. A

Whereas, Senate Bill 1497 and Assembly Bill IM will allow the City of South
Pasadena to prevent the State of California from completing the 710 Freeway by
allowing one community to force Caltrans to obtain its approval for completing the
freeway which South Pasadena leaders have vowed never to give; and

Whereas, if this bill or similar legislative actions are approved then the needs of
Southern California and the millions of families living in this region will be sacrificed by
actions of a few individuals that practice the art of "NIMBYism" (Not in my back yard rule
making) and threaten other critical transportation projects by encouraging single
communities to overrule the greater needs of the region; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MONTEREY
PARK DOES HEREBY RESOLVE, DECLARE, AND DETERMINE AS FOLLOWS:

Section 1 The City Council of the City of Monterey Park hereby states its
opposition to SB 1497 and AB J93 which would stop the completion of the 710
Freeway and thereby ensure gridlock of local streets for forever.
Section 2 The City Council of the City of Monterey Park hereby reaffirms its
support for the completion of the 710 Freeway as the single most effective and efficient
means of resolving the San Gabriel Valley region's transportation problems.
Section 3 The City Council of the City of Monterey Park urges the other
communities that have shown their support for completion of the 710 Freeway to adopt
similar Resolutions of opposition to SB 1497 and AB 1.9,W and to contact their local
state legislative leaders and the Governor to express the need to defeat this bill and any
other attempt to stop the completion of this freeway. A4"
Section 4 The City Council of the City of Monterey Park hereby orders the
City Clerk to forward certified copies of this resolution to the Governor, Speaker of the
Assembly, Senate Pro Tem, State Senator Solis, Assemblywomen Romero and the
cities that have expressed their support for the completion of the 710 Freeway.

We are urging you to oppose AB 2448 and SB 1497. If passed, the completion of the 710
Freeway would be jeopardized as would federal funding for transportation capital
projects.
The 710 gap closure is critical to the region meeting the federal air quality standards.
The Southern California Association of Governments (SCAG) has included the 710
Freeway project in the 1998 Regional Transportation Plan (RTP) that has been approved
by the Environment Protection Agency (EPA). Should the RTP fail to meet the federal
guidelines for clean air, the State will lose an estimated $4.5 billion in federal
transportation dollars.
We are joining the coalition of Southern California cities and businesses to request your
assistance in opposing AB 2448 and SB 1497 from becoming law. The completion of the
710 Freeway is critical not only for the mobility of the State of California but for the
economic vitality of Southern California.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MONTEREY PARK, CALIFORNIA, IN OPPOSITION OF
SB 1497 AND AB 1930 WHICH WOULD HAVE THE
EFFECT OF STOPPING THE 710 FREEWAY EXTENSION
Whereas, the communities of the San Gabriel Valley have been seeking the
completion of the 710 Freeway for over 30 years in an effort to relieve the congestion
that gridlocks our local surface streets due the inadequate north —south transit
corridors; and
Whereas, the failure to complete the 710 Freeway causes increased health risks,
especially to seniors and children, by adding over 4.8 tons per day of vehicle exhaust to
the San Gabriel Valley environment as a result of idling vehicles on our congested
streets; and
Whereas, studies have shown the failure to complete the 710 Freeway causes
the business community to suffer extreme economic hardship as a result of inefficient
transportation routes that result of over utilized city streets that have become alternative
avenues for motorists trying to connect to the communities that lie north of the San
Bernardino Freeway; and
Whereas, the quality of life for millions of Southern Californians has deteriorated
due to motoring public spending large amounts of hours each day on clogged freeways
such as the San Bernardino and Pomona and the local surface streets in the cities of
Alhambra, Pasadena, Monterey Park, Montebello, San Gabriel, Rosemead and others;
and
Whereas, to date 10 communities and 42 business organizations and other
interested parties have gone on record as supporting the completion of the 710
Freeway in an effort to ease the transportation problems that affect the region; and
Whereas,
Senate Bill 1497 and Assembly Bill IM have been introduced by
local legislative representatives serving the City of South Pasadena as means of
stopping the completion of the 710 Freeway; and
Whereas, this legislative bill is being promoted as ensuring the rule of local
control over transportation issues in an effort to attract legislative support from
legislators who are ignoring the transportation needs and problems of the Los Angeles
region; and
Whereas, Senate Bill 1497 and Assembly Bill UM will allow the City of South
Pasadena to prevent the State of California from completing the 710 Freeway by
allowing one community to force Caltrans to obtain its approval for completing the
freeway which South Pasadena leaders have vowed never to give; and

Whereas, if this bill or similar legislative actions are approved then the needs of
Southern California and the millions of families living in this region will be sacrificed by
actions of a few individuals that practice the art of "NIMBYism" (Not in my back yard rule
making) and threaten other critical transportation projects by encouraging single
communities to overrule the greater needs of the region; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MONTEREY
PARK DOES HEREBY RESOLVE, DECLARE, AND DETERMINE AS FOLLOWS:
Section 1 The City Council of the City of Monterey Park hereby states its
opposition to SB 1497 and AB _1.9W which would stop the completion of the 710
Freeway and thereby ensure gridlock of local streets for forever.
Section 2 The City Council of the City of Monterey Park hereby reaffirms its
support for the completion of the 710 Freeway as the single most effective and efficient
means of resolving the San Gabriel Valley region's transportation problems.
Section 3 The City Council of the City of Monterey Park urges the other
communities that have shown their support for completion of the 710 Freeway to adopt
similar Resolutions of opposition to SB 1497 and AB 1.93'6 and to contact their local
state legislative leaders and the Governor to express the need to defeat this bill and any
other attempt to stop the completion of this freeway. Xq"
Section 4 The City Council of the City of Monterey Park hereby orders the
City Clerk to forward certified copies of this resolution to the Governor, Speaker of the
Assembly, Senate Pro Tern, State Senator Solis, Assemblywomen Romero and the
cities that have expressed their support for the completion of the 710 Freeway.

Dear Senator Escutia/Assemblyman Firebaugh:
We are urging you to oppose AB 2448 and SB 1497.
Freeway would be jeopardized as would federal
projects.
If passed, the completion of the 710
funding for transportation capital
The 710 gap closure is critical to the region meeting the federal air quality standards.
The Southern California Association of Governments (SCAG) has included the 710
Freeway project in the 1998 Regional Transportation Plan (RTP) that has been approved
by the Environment Protection Agency (EPA). Should the RTP fail to meet the federal
guidelines for clean air, the State will lose an estimated $4.5 billion in federal
transportation dollars.
We are joining the coalition of Southern California cities and businesses to request your
assistance in opposing AB 2448 and SB 1497 from becoming law. The completion of the
710 Freeway is critical not only for the mobility of the State of California but for the
economic vitality of Southern California.
