A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON APPROVING AND AUTHORIZING NOTICE INVITING
SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF 36
4 OVERHEAD DISTRIBUTION TRANSFORMERS AND 28 PADMOUNT
TRANSFORMERS TO REPLENISH STOCK FOR ELECTRICAL
5 SERVICE CONSTRUCTION

7 WHEREAS, the Utilities Department is in need of 36 Overhead
8 Distribution Transformers and 28 Padmount Transformers to replenish
9 the stock for electrical service construction; and
10 WHEREAS, on August 7, 2000, the Finance Committee recommended
11 to the City Council that authority be granted for the Purchasing
12 Agent, or his designee, to seek formal bids for the purchase of 36
13 Overhead Distribution Transformers and 28 Padmount Transformers; and
14 WHEREAS, there has been presented to the Finance Committee of
15 the City of Vernon a Bid Proposal for the purchase of the 36 Overhead
16 Distribution Transformers and 28 Padmount Transformers; and
17 WHEREAS, the City Council of the City of Vernon has
18 determined that it is in the best interests of the City of Vernon that
19 bids be solicited in accordance with applicable State law and the
20 Vernon City Code.
21 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
22 CITY OF VERNON AS FOLLOWS:
23 SECTION 1: The City Council of the City of Vernon hereby
24 finds and determines that the recitals contained hereinabove are true
25 and correct.
26 SECTION 2: The Bid Proposal, which is attached hereto and
27 made a part hereof as Exhibit "A," is hereby approved by the City

I Council of the City of Vernon.
2 SECTION 3: The City Clerk of the City of Vernon is hereby
3 directed to give notice, in writing, inviting sealed proposals or bids
4 for the purchase of 36 Overhead Distribution Transformers and 28
5 Padmount Transformers, in accordance with the Bid Proposal, and in
6 accordance with this resolution.
7 SECTION 4: There being no newspaper of general circulation
8 printed, published or circulated in the City of Vernon, the City Clerk
9 is hereby directed to post said notice, or cause the same to be
10 posted, in three of the most public places in the City of Vernon, to
11 wit: the northwest corner of 38th Street and Santa Fe Avenue, the
12 northeast corner of Leonis Boulevard and Pacific Boulevard, and on the
13 bulletin board in the lobby of the City Hall of the City of Vernon,
14 located at 4305 Santa Fe Avenue, in said City.
15 SECTION 5: The City Clerk of the City of Vernon is hereby
16 directed to post said notice forthwith and the first posting of said
17 notice shall be at least ten (10) days before the opening of the bids
18 for the proposed contract. Said notice shall provide that sealed
19 proposals or bids will be received by the City of Vernon at the office
20 of the City Clerk, or his designee, at the City Hall, 4305 Santa Fe
21 Avenue, Vernon, CA 90058-0805.

SECTION 7: The City Clerk of the City of Vernon shall

1.0 SCOPE
This specification covers the requirements of the City of Vernon for single-phase, 60 Hz,
mineral oil filled, overhead type distribution transformers rated 500 kVA and below.
2.0 APPLICABLE STANDARDS
The transformers shall conform to the applicable parts of the latest revisions of the
referenced documents listed below. In case of conflicts between this Specification and
a referenced document, this Specification shall take precedence over the referenced
document.
American National Standards Institute (ANSI)
ANSI C57.12.00 General Requirements for Liquid -Immersed Distribution,
Power and Regulating Transformers.
ANSI C57.12.10 Requirements for Transformers 230,000 Volts and Below,
833/958 through 8,333/10,417 kVA Single -Phase, and
7501862 through 60,000/80, 000/100, 000 kVA Three -Phase.
ANSI C57.12.20 Requirements for Overhead -Type Distribution Transformers,
67,000 Volts and Below, 500 kVA and smaller.
3.0 TEMPERATURE RISE
The temperature rise of the windings at rated voltage and kVA shall not exceed 65 °C
above an ambient of 400C when measured by the resistance method. The hot spot
temperature rise shall not exceed 80°C. The temperature rise of the oil shall not exceed
650C when measured near the top of the tank.
4.0 CORE DESIGN
Transformer cores shall be silicon steel, amorphous iron cores are not acceptable.
5.0 HIGH VOLTAGE TAPS
All high -voltage taps shall be full -capacity taps. Unless otherwise specified by the City
of Vernon in writing, transformers shall be supplied with high -voltage taps as listed in
Table I.
6.0 WEIGHTS AND DIMENSIONS
A. The maximum weight for transformers 100 kVA and below shall be 1,400
lbs.

B. All 250, 333, and 500 kVA single-phase transformers shall be "lightweight"
transformers. The weights and dimensions of the "lightweight"
transformers shall not exceed the weights and dimensions specified
below.

7.0 TRANSFORMER ACCESSORIES
A. The arrangement of accessories on all single-phase transformers rated
167 kVA and below, with standard voltages -and kVA ratings, shall be as
specified in ANSI C57.12.20, except that transformers with 277 volt
secondary windings shall have a tank grounding provision.
B. The mechanical arrangement of accessories on single-phase "lightweight"
transformers rated above 167 kVA shall be as follows:
1. Support brackets are not required on any of the single-phase
"lightweight" transformers.
2. The arrangement of accessories on all single-phase, "lightweight"
transformers rated above 167 kVA, with standard voltage and kVA
ratings, shall be the same as normally furnished on single-phase
transformers rated 167 kVA.
3. The arrangement of accessories on all single-phase, "lightweight"
transformers rated above 167 kVA, with nonstandard kVA ratings or
nonstandard voltage ratings, or both, shall be either as specified in
ANSI C57.12.20 for 12,000 or 16,340 volt transformers, or as
specified above in section 7.0.13.2.
8.0 TANKS AND COVERS
Welded tank covers are not acceptable on single-phase transformers.
9.0 HIGH -VOLTAGE BUSHINGS
A. Transformers rated 15 kVA through 167 kVA shall be furnished with two
cover -mounted bushings. High voltage bushing terminals shall be in
accordance with ANSI Standard C57.12.20-1988, Paragraph 6.1.2.2.

B. The cover -mounted bushings shall be of the 15 kV insulation lass. The
creepage distance of the bushings shall be not less than 15 inches.
C. When the distance between live parts of cover -mounted bushings is less
than 12 inches, the bushings shall be equipped with approved bird guards.

10.0 INTERNAL HIGH -VOLTAGE CONNECTIONS
A. Each internal high -voltage lead shall be equipped with eight a ring -tongue
or a hook -type connector. Each connector shall be terminated on a fixed
threaded stud, a fixed threaded bolt, or a non -removable threaded bolt,
each having two nuts for holding and locking purposes.
1. Ring -tongue type: The ring -tongue terminals shall have mechanical
and electrical properties so as to contain the high -voltage leads,
without breaking, even under short-circuit conditions.. Burndy type
YAV are typical of the type desired.
2. Hook type: Hook terminals shall meet the same physical
requirements as specified above for ring -tongue terminals. In
addition to the above, both changing and locking nuts shall be held
captive to prevent their complete removal. AMP, Inc. Style No. 3,
"Hook" terminals are typical of the type desired.
11.0 TAP CHANGERS
A. Tap changers shall be in accordance with ANSI C57.12.10 except
provision for padlocking is not required.
B. Transformer specified with taps shall be equipped with externally operable
tap changer handle.
C. External operated tap changers shall be clearly and permanently labeled
"De -energized Operation Only".

12.0 PRESSURE RELIEF DEVICES
A. All transformers shall be equipped with an automatic pressure relief
device. The valve shall be of the indicating type with weatherproof cover,
and equipped with a pull ring for hook -stick operation. It shall have %-inch
NPT threads and be located on the tank wall above the oil level in either
segment 2 or 4 as designed in ANSI C57.12.20, Table S2. The valve shall
meet the following minimum operating characteristics:
Cracking Pressure: 10 PSIG
Re -seal: 5 PSIG
Flow Rates: 50 SCFM at 15 PSIG
100 SCFM at 50 PSIG
B. The valve body and various parts of the device shall be corrosion
resistant. Only the following pressure relief devices are acceptable.
1. Circle Seal Model No. P60-383
2. Qualitrol Model No. 202-032-01 or 202-33-01
3. Beta Model Nos. 1712K-1, -5, -6, or Model No. 1750K-5.
C. Required electrical clearance between pressure relief valve and live parts
shall be maintained.
13.0 TANK AND BUSHING FINISHES
A. The paint on all transformer tanks shall be grayish in color and conform to
Munsell Notation 5BG 7.0/0.4 with the following tolerances:

14.0 OIL AND OIL PRESERVATION
A. A sealed tank shall be provided on all transformers.
B. All oil furnished by supplier shall not contain any detectable trace of
polychlorinated biphenyls and shall meet the requirements of ASM
Standard D 3487 for mineral insulating oil
15.0 NAMEPLATES
A. Each transformer shall have a noncorrosive stainless -steel or anodized
aluminum nameplate permanently attached. Adhesive type nameplates

are not acceptable. The nameplate shall be secured using non -corrosive
metallic fasteners.
B. In addition to the nameplate information called for in ANS C57.12.00, the
nameplate shall identify each winding as to whether it is made of copper
or aluminim.
16.0 LOSS EVALUATION
Purchase of transformers shall be evaluated by lowest total ownership cost. The
formula used to evaluate annual ownership cost is:
TOC = C + (4.47 $/W)PNL + (2.90 $/W)PLL
Where TOC is the total ownership cost in dollars, C is the -initial cost in dollars, PNL is
the guaranteed maximum no load loss in Watts, and PLL is the guaranteed maximum
load loss in Watts.
17.0 RATINGS
The standard transformer ratings used by the City of Vernon and covered by this
specification are listed in Table I. This list does not preclude the possibility of ordering
voltage and kVA ratings not listed under this specification.
18.0 DOCUMENTATION
Certified test reports showing quoted losses, individual unit losses, and average losses
shall be sent within one month of shipment to:

3.0 SERVICE CONDITIONS
3.1 Environment
A. The transformers shall perform in accordance with
all provisions of the Specification while subject
to the service conditions specified in, ANSI/IEEE
C57.12.00.
B. The transformers shall be suitable for 30 years of
use on the City of Vernon's electric system when
installed in accordance with the service
conditions set forth in ANSI/IEEE C57.12.00-1987,
section 4.0, in its entirety.
3.2 Seismic and Impact Loadin
A. Before and during installation, the transformers
shall withstand, without damage, rough handling
such as bouncing on a truck when f illed. with
insulating medium and impacting against or upon
rigid structures at speeds up to five feet per
second, and being lifted by two bosses or lifting
bolts at any angle. Following these conditions,
the transformers shall be capable of - being
energized without a pre -operational test.
B. After installation and during the 30-year life of
transformer, transformer will be subject to
occasional earthquake motions (0.2g horizontal and
0.13g vertical) along with significant vibrations
from traffic and from adjacent equipment.
3.3 Pre installation Inspection
The City of Vernon will, at its discretion, provide a
pre -installation inspection of each transformer.
3.4 Operating Duty
For its 30-year life, each transformer shall be
suitable for operation under short circuit conditions
as stated in ANSI/IEEE C57.12.00-1987, Section 7.1.
4.0 RATINGS
A. Transformers shall be 60 Hz, class OA with voltage and

B. Oil Gauge
All transformers shall have a dial -type, magnetic,
oil level gauge to provide a positive means of
determining the required oil height.
The
preferred location of the gauge is above the
switch handles, to ensure the switch remains under
oil.
5.3 Drain and Replacement Provisions
Insulating medium drain and replacement provisions
shall be furnished as specified in ANSI C57.12.26.
5.4 Transformer Tanks
A. The transformer tanks, and all external
appurtenances, shall be in accordance with ANSI
C57.12.26.
B. Transformer tanks shall be within the overall
dimensions shown on Exhibits shall C a

C. Transformers shall have bolted handholes and
either bolted or welded tank covers. Handholes
shall have large enough dimensions to permit
inspection and to permit easy replacement of
fuseholders, bushings and other accessories.
Bolted handholes shall be gasketed. Gasket
material shall be Nitrile rubber. Where required,
gasket splicing shall be accomplished by using
scarfed joints. Butt joints are not acceptable.
5.5 Terminations
Transformer bushings shall accommodate cable
terminations in accordance with ANSI/IEEE 366.
5.6 Nameplates
A stainless steel nameplate shall be attached with
noncorrosive hardware to the inside of the low voltage
compartment. Viewing the nameplate shall o be
obstructed by the low voltage bushings, cables

compartment. In addition to the nameplate requirements
shown in ANSI/IEE C57.12.00-1987, Section 5.12, the
total weight, including oil, shall be indicated.
6.0 COATING
6.1 Painting
Each transformer and terminal enclosure combination
shall be painted a forest green color such as Dulux
Bell Telephone Green No. 183-Y-546 (munsell
7.5GY2.95/2.1) or City of Vernon -approved equivalent.
The.primary and finishing coats shall have a combined
minimum dry -film thickness of three mils. Manufacturer
shall furnish 1/4 pint of touch up paint for each
transformer.
6.2 Underside Protection
The underside of each transformer shall be coated with
an asphaltic material or with City of Vernon -approved
paint system.
7.0 HIGH VOLTAGE SWITCHES
7.1 Loadbreak Switches
Each transformer shall have a three-phase, self-
contained, oil immersed, high voltage, loadbreak gang -
operated sectionalizing switch. The switches shall be
inside the transformer tank and be so located that
current interruption occurs under oil. The loadbreak
switches shall provide circuit connections as shown on
Exhibits A, B, C and D. Operation of the switch shall
be clockwise to close.
7.2 Handles
The operating handle shall be located in the high
voltage compartment and be suitable for hot stick
operation. The position of the switch, whether open or
closed, shall be clearly indicated. The handle shall
be located in such a manner as to be identifiable with
the associated circuit -transformer or line B loop.
Stencils or decals to indicate switch positions are not
acceptable.

7.3 interlocks
A. The switch shall have an interlock. which will
prevent removal of fuses when the switch is in the
closed position and also prevent the insertion of
fuses when the switch is in the closed position.
Line B or looping switch does not require any
interlocking devices.
B. Line B Switch - Provisions for mounting keyed
interlock similar to that shown on Exhibit E shall
be provided on all looped transformers.
7.4 Ratings
The switches shall have the following ratings when
completely assembled and installed in the transformers.
A. Voltage Rating: 17,000 volts.
B. Loadbreak Capability: 200 rms amperes at 17,000
volts and 0.6 power factor.
C. Short -time Current Rating: 10,000 rms symmetrical
amperes for 15 cycles.
D. Closing and Holding Current Rating: 10,000 rms
symmetrical amperes for 15 cycles-
E. There shall be no arcing time after the switch
blades have traveled from the closed position to
the fully opened position.
8.0 OVERCURRENT PROTECTION
8.1 High Voltage Protection
A. Transformers shall be protected against
overcurrent by means of City of Vernon -approved
externally replaceable fuses in the primary
circuit. The fuses shall be suitable for hot
stick operation and shall have a minimum of 20,000
rms symmetrical ampere interrupting rating. The
fuses shall have City of Vernon -approved safety
devices which prevent insertion directly into a
fault.

8.2 Low Voltage Protection
Low voltage overcurrent protection is not required.
9.0 BUSHINGS, BUSHING WELLS AND PARKING STANDS
9.1 Low Voltage Bushings
A. Transformers shall have bushings which conform to
ANSI Standard C57.12.26. on "Wye" connected
transformers, the neutral shall be connected to,a
fully insulated bushing. An additional tank
ground pad with removable neutral bushing ground
strap shall be provided and suitably sized for the
short circuit current rating of the transformer.

B. External spade terminals shall have a heavy tin
coating process. If the terminal extension is not
an integral part of the bushing, it shall be
securely pinned to the stud. Bolted -on extensions
are not acceptable.
C. External spade terminals with six holes

designed by the manufacturers, at the end farthest
from the tank wall without interfering with the
use of any of the holes. Refer to the table below
for the number of terminal holes.

9.2 High Voltage Bushing Wells
A. Two circuit transformers shall be provided with
six City of Vernon -approved, 15 kV high voltage
bushing wells rated 95 kV BIL, and marked and
located as shown on Exhibit A.
B. One circuit transformers shall be provided with
three City of Vernon -approved, 15 kV high voltage
bushing wells rated 95 kV BIL, and marked and
located as shown on Exhibit B.

9.3 Parking Stands
A. Transformers shall be equipped with non -load break
parking stands, ESNA No.. 151-PS or City of Vernon
approved equivalent. They shall be located as
shown Exhibits A, B and C in accordance with ANSI
Standard C57.12.26. Parking stands shall be
unpainted.
10.0 IDENTIFICATION
A. All bushings shall be identified by yellow paint
stencils, a minimum of one inch high, on the tank wall
adjacent to the bushings. Line A and B of two circuit
transformers shall also be identified. See Exhibits A,
B and C.
B. A removable identification tag or sticker which shall be
legible at time of receipt shall be attached to the
exterior of the terminal compartment. The tag or sticker
shall indicate the name of the manufacturer, serial
number, kVA and voltage ratings.
C. In addition to the nameplate information called for in
ANSI C57.12.00, the nameplate shall identify each winding
as to whether it is made of copper or aluminum.
11.0 PRESSURE RELIEF DEVICES
The following pressure relief devices are approved:
A. Circle Seal Model No. P60-383
B. Qualitrol Model No. 202-32-01
C. Tomco Model No. 1712K-1, -5, or -6, or Model No. 175OK-5
12.0 ADDITIONAL REQUIREMENTS
12.1 Barriers
A barrier shall separate the high voltage section from
the low voltage section in the terminal compartment.
See Exhibits A, B and C. Barrier shall be of
sufficient strength to prevent deformation which my
reduce the required clearances to various components.

12.2 Conduit Entrance
A 2-1/2 inch conduit entrance hole, with a cover which
is removable only from the inside, shall be provided in
the center of the low voltage sill, in accordance with
Exhibits A, B and C.
12.3 Terminal Arrangements
Terminal arrangements shall be in accordance with
Exhibits A, B and C.
12.4 Access to Terminal and Switching Compartments
A. Transformers shall be provided with -hinged doors
for access to the terminal and switching
compartments. Access to the high voltage portion
of the terminal and switching compartment shall be
possible only after access has been gained to the
low voltage section.
B. The low voltage compartment door shall be further
secured by means of a captive and recessed 1/2
inch pentahead bolt. A blind bolt hole shall be
provided. Bolts shall be corrosion resistant and
the design shall minimize the possibility of a
misalignment and cross -threading. Design of the
bolting, padlocking and three-point latching
provisions shall be coordinated such that, only
after the padlock and bolt have been removed,
shall it be possible to open the low voltage
compartment door.
13.0 TESTS
13.1 General
Transformer tests shall be performed as specified in
ANSI Standard C57.12.00.
14. DESIGN LIFE
The Apparatus shall be designed to have a minimum life
expectancy of 30 years.
15. OPERATING PERFORMANCE
The Apparatus shall perform in accordance with the conditions
set forth in this Specification.
