RESOLUTION NO. 7613
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON APPROVING CONTRACT NO. 555 OF THE CITY OF
VERNON FOR VERNON GAS DISTRIBUTION SYSTEM,
REPLACEMENT OF GAS MAIN COUPLINGS AND AUTHORIZING
NOTICE INVITING SEALED PROPOSALS OR BIDS IN
ACCORDANCE THEREWITH
WHEREAS, the City is constructing a Gas Distribution System
(GDS) which, when completed, will be capable of servicing all customers
within the City; and
WHEREAS, gas main couplings have been installed through -the
GDS; and
WHEREAS, some of the gas main couplings appear to have been
installed improperly and must be repaired or replaced; and
WHEREAS, the City is interested in obtaining proposals for
replacements of the gas couplings as part of the maintenance and
operation of the,GDS; and
WHEREAS, there has been presented to the City Council of the
City of Vernon Contract No. 555 for Vernon Gas Distribution System,
Replacement of Gas Main Couplings; and
WHEREAS, the City Council of the City of Vernon has
determined that it is in the best interests of the City of Vernon that
said contract be advertised in accordance with applicable State law;

WHEREAS, the City Council does not necessarily intend to
award the contract based solely on the lowest responsible bidder, but
will consider the willingness of the original gas coupling installer in
replacing the couplings, the qualifications of the bidders and the
amount of the bid in addition to other factors in making its

determination.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: Contract No. 555, Vernon Gas Distribution System,
Replacement of Gas Main Couplings, is hereby approved and accepted by
the City Council of the City of Vernon.
SECTION 3: The City Clerk of the City of Vernon is hereby
directed to file in his office at the City Hall of the City of Vernon a
copy of said contract.
SECTION 4: The City Clerk of the City of Vernon is hereby
directed to give notice, in writing, inviting sealed proposals or bids
for Vernon Gas Distribution System, Replacement of Gas Main Couplings,
in accordance with Contract No. 555 and in accordance with this
(resolution.
SECTION 5: There being no newspaper of general circulation
printed, published or circulated in the City of Vernon, the City Clerk
is hereby directed to post said notice, or cause the same to be posted,
in three of the most public places in the City of Vernon, to wit: the
northwest corner of 38th Street and Santa Fe Avenue, the northeast
corner of Leonis Boulevard and Pacific Boulevard, and on the bulletin
board in the lobby of the City Hall of the City of Vernon, located at
4305 Santa Fe Avenue, in said City.
SECTION 6: The City Clerk of the City of Vernon is hereby
directed to post said notice forthwith and the first posting of said
notice shall be not less than ten (10) days before the opening of the

bids for the proposed contract. Said notice shall provide that sealed
proposals or bids will be received by the City of Vernon at the office
of the City Clerk of the City, at the City Hall, 4305 Santa Fe Avenue,
Vernon, CA 90058-0805, until the hour of 200 p.m. on the 26th day of
September, 2000.
SECTION 7: The City Clerk of the City of Vernon shall"
certify to the passage of this resolution and thereupon and thereafter
the same shall be in full force and effect.
APPROVED AND ADOPTED this 5th day of September, 2000.
