A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
3 VERNON APPROVING AND AUTHORIZING NOTICE INVITING
SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF A NEW
4 DODGE INTREPID SEDAN AND A NEW CHEVROLET ASTRO VAN
FOR THE POLICE DEPARTMENT, DETECTIVE BUREAU

6 WHEREAS, the Police Department is in need of a new Dodge
7 Intrepid sedan and a new Chevrolet Astro van to replace unit Nos. 57
8 and 58 used by the Detective Bureau; and
9 WHEREAS, on October 16, 2000, the Finance Committee approved
10 the recommendation of Bruce V. Malkenhorst, the Director of Finance,
11 dated October 5, 2000, that authority be granted for the Purchasing
12 Agent, or his designee, to seek formal bids for the purchase of a new
13 Dodge Intrepid sedan and a new Chevrolet Astro van at an approximate
14 cost of Twenty -Five Thousand Dollars and No Cents ($25,000.00)._for
15 each vehicle (without tax); and
16 WHEREAS, a Bid Proposal for the purchase of the new Dodge
17 Intrepid sedan and new Chevrolet Astro van has been presented to the
18 Finance Committee of the City of Vernon; and
19 WHEREAS, the City Council of the City of Vernon has
20 determined that it is in the best interests of the City of Vernon that
21 bids be solicited in accordance with applicable State law and the
22 Vernon City Code.
23 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
24 CITY OF VERNON AS FOLLOWS:
25 SECTION 1: The City Council of the City of Vernon hereby
26 finds and determines that the recitals contained hereinabove are true
27 and correct.

1 SECTION 2: The Bid Proposal, which is attached hereto and
2 made a part hereof as Exhibit "A," is hereby approved by the City
3 Council of the City of Vernon.
4 SECTION 3: The City Clerk of the City of Vernon is hereby
5 directed to give notice, in writing, inviting sealed proposals or bids
6 for the purchase of two new passenger sedans and one sport utility
7 vehicle, in accordance with the Bid Proposal, and in accordance with
8 this resolution.
9 SECTION 4: There being no newspaper of general circulation
10 printed, published or circulated in the City of Vernon, the City Clerk
11 is hereby directed to post said notice, or cause the same to be
12 posted, in three of the most public places in the City of Vernon, to
13 wit: the northwest corner of 38th Street and Santa Fe Avenue, the
14 northeast corner of Leonis Boulevard and Pacific Boulevard, and on the
15 bulletin board in the lobby of the City Hall of the City of Vernon,
16 located at 4305 Santa Fe Avenue, in said City.
17 SECTION 5: The City Clerk of the City of Vernon is hereby
18 directed to post said notice forthwith and the first posting of said
19 notice shall be at least ten (10) days before the opening of the bids
20 for the proposed contract. Said notice shall provide that sealed
21 proposals or bids will be received by the City of Vernon at the office
22 of the City Clerk, or his designee, at the City Hall, 4305 Santa Fe
23 Avenue, Vernon, CA 90058-0805.

I SECTION 6: The City Clerk of the City of Vernon shall
2 certify to the passage of this resolution, and thereupon and
3 thereafter the same shall be in full force and effect.

Dodge Intrepid ES
The vehicle shall conform in all respects to the State of California Vehicle Code. The unit shall
be delivered assembled and ready to operate. All equipment normally furnished as standard
shall be included, whether called for by this specification or not, except where replaced by
equipment required by this specification. All equipment specified is considered minimum.
General Requirements: The vehicles shall be new current model year production and
equivalent in style, quality and appointments to those offered to the general public. The vehicles
shall be supplied with all equipment and accessories indicated as standard equipment in the
manufacturer's published literature.
Engine: 3.2 Liter, V6, 197", 24V, SFI.
Cooling: The cooling system shall be a liquid pressurized forced circulation
type. The manufacturer shall provide the maximum duty cooling
system available for the model vehicle supplied. A coolant
recovery system shall be furnished.
The cooling system shall be protected with a solution of permanent
anti -freeze providing protection to -20 degrees Fahrenheit.

The Police Department is requesting the replacement of two
detail units No. 57 and No. 58 used by the Detective Bureau.
Unit No. 57 is a 1995 Camaro with a mileage reading of 119,552
miles; unit no. 58 is a 1996 Monte Carlo with a mileage reading
of 108,090. Both units are no longer reliable for the demand
required of surveillance vehicles. The department is requesting
a Dodge Intrepid sedan and a Chevrolet Astro van as the new
replacements and has budgeted $25,000.00 for each.
The Purchasing Department is hereby requesting authorization to
go out and bid for the two replacements, $25,000.00 for the
Dodge Intrepid sedan and $25,000.00 for the Chevrolet Astro.

Re: Requisition
Attached for your approval is requisition #05963 and #05964. The Police department is
requesting replacement of two detail units #57 and #58 used by the Detective Bureau. Unit
#57 is a 1995 Camaro with a mileage reading of 119,552 miles. Unit #58 is a 1996 Monte
Carlo with a mileage reading of 108,090 miles. Both units are no longer reliable for the
demand required of surveillance vehicles. The surveillance units are consistently out on the
road and many times are driven beyond the city limit. The Bureau cannot afford the continual
down time, which occurs when the units are in for service and repair. The garage department
concurs with the Police department. The garage foreman also stated that the units are too
costly to maintain as fleet vehicles and recommends these units are declared as surplus.
The department is requesting one new Dodge Intrepid sedan and one Chevrolet Astro van as
the new replacements. The department has appropriated $25,000.00 for the new van and
$25,000.00 for the new sedan.
The Purchasing Section requests authorization to seek formal bids for the purchase of the
units.
