Resolution No. 7690L , s I RESOLUTION NO. 7690 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 3 VERNON APPROVING AND AUTHORIZING NOTICE INVITING SEALED PROPOSALS OR BIDS FOR THE PURCHASE OF SIX 4 66KV CIRCUIT BREAKERS TO REPLACE THE EXISTING ONES 5 6 WHEREAS, the Utilities Department is requesting that the City 7 purchase six (6) 66kV Outdoor Circuit Breakers to replace the existing 8 breakers at the Vernon and Leonis Substations; and 9 WHEREAS, the existing 66kV circuit breakers are approximately 10 40 to 70 years old, are oil filled, maintenance intensive, and costly 11 to maintain; and 12 WHEREAS, the new circuit breakers are expected to be 13 mechanically better than the existing circuit breakers and will 14 require minimal maintenance; and 15 WHEREAS, on January 16, 2001, the Finance Committee approved 16 the recommendation of Bruce V. Malkenhorst, the Director of Finance, 17 dated January 9, 2001, that authority be granted for the Purchasing 18 Agent, or his designee, to seek formal bids for the purchase of six 19 (6) 66kV Circuit Breakers to replace the existing circuit breakers at 20 an approximate cost of Two Hundred Forty Thousand Dollars and No Cents 21 ($240,000.00); and 22 WHEREAS, a Specification No. ST-CB-1-2000 has been prepared 23 for the purchase of the six (6) 66kV Circuit Breakers; and 24 WHEREAS, the City Council of the City of Vernon has 25 determined that it is in the best interests of the City of Vernon that 26 bids or proposals be solicited in accordance with applicable State law 27 and the Vernon City Code. 28 / / I NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 2 CITY OF VERNON AS FOLLOWS: 3 SECTION 1: The City Council of the City of Vernon hereby 4 finds and determines that the recitals contained hereinabove are true 5 and correct. 6 SECTION 2: The Specification No. ST-CB-1-2000, a copy of 7 which is attached hereto and made a part hereof as Exhibit "A," is 8 hereby approved by the City Council of the City of Vernon. 9 SECTION 3: The City Clerk of the City of Vernon is hereby 10 directed to give notice, in writing, inviting sealed proposals or bids 11 for the purchase of the six (6) 66kV Circuit Breakers in accordance 12 with the Specification, and in accordance with this resolution. 13 SECTION 4: There being no newspaper of general circulation 14 printed, published or circulated in the City of Vernon, the City Clerk 15 is hereby directed to post said notice, or cause the same to be 16 posted, in three of the most public places in the City of Vernon, to 17 wit: the northwest corner of 38th Street and Santa Fe Avenue, the 18 northeast corner of Leonis Boulevard and Pacific Boulevard, and on the 19 bulletin board in the lobby of the City Hall of the City of Vernon, 20 located at 4305 Santa Fe Avenue, in said City. 21 SECTION 5: The City Clerk of the City of Vernon is hereby 22 directed to post said notice forthwith and the first posting of said 23 notice shall be at least ten (10) days before the opening of the bids 24 for the proposed contract. ST-CB-1-2000 72.5 kV DEAD TANK THREE-PHASE, 60 Hz SF6 POWER CIRCUIT BREAKER CITY OF VERNON LIGHT AND POWER DEPARTMENT December 12, 2000 I SPECIFICATION NO. ST-CB-1-2000 1.0 SCOPE This specification covers the requirements for the design, construction, and performance for three-phase, 60 Hz, 72.5 kV, outdoor, substation type, vacuum or SF6 Gas power circuit breakers. The manufacturer shall follow good engineering and manufacturing practices necessary to produce a power circuit breaker that shall provide safe and reliable service in an electric power system application. 2.0 GENERAL The circuit breaker covered in this specification shall be designed, manufactured, and tested in accordance with the latest revisions of the following standards that apply to power circuit breakers and appurtenances: 1. ANSI/IEEE C37.04 through C37.011, AC High -Voltage Circuit Breakers 2. ANSMEEE C37.081, Guide for Synthetic Fault Testing of AC High -Voltage Circuit Breakers Rated on a Symmetrical Current Basis 3. National Electric Code 1 Specification No. ST-CB-1.2000 3.0 DEVIATION AND NON-CONFORMANCE -REQUIREMENT 3.1 Omission or error in this or the manufacturer's specification of an item of material or equipment necessary for the operation and matching of the offered equipment in conjunction with the other equipment, existing and future, shall not excuse the bidder from responsibility in this matter. 3.2 Deviation from this specification or changes in the material or design after purchase order has been placed must be approved by the City's Electrical Engineering Manager or his designated representative, and acknowledged by an addendum to the specification which shall be issued as a Purchase Change Order. 3.3 Units received with deviations or changes which are not approved or acknowledged by the City's Electrical Engineering Manager, or his designated representative are subject to rejection. The supplier of units rejected is responsible for any corrective action including but not limited to make the units conform to this specification. 3.4 Units with defects, discovered before or after installation, that are believed to be inherent to manufacturing problems or workmanship shall be rejected. 4.0 INSTRUCTION TO BIDDERS 4.1 The bidder shall submit the proposal in accordance with the City's Notice Inviting Sealed Proposals. 4.2 The bidder shall complete and submit with his proposal, Bidder's Data Sheet. The bidder shall guarantee all information submitted in the Bidder's Data Sheet as correct. 4.3 The bidder shall supply proposal information that shall include the complete design and construction details and is truly representative of any equipment to be furnished. 4.4 Any exceptions to be taken by the bidder to this specification shall be set forth clearly by written attachment by the bidder in his proposal. 4.5 The successful bidder shall submit all drawings and diagrams in complying with the specification to the City for approval within ten (10) weeks after bid award. The bidder's schedule shall include the time for transmittal of drawings for approval in addition to a minimum of ten (10) working days for review by the City. Revisions of the drawings to make them comply with the specifications shall be at the bidder's expense and without extension of the completion date. 2 Specification No. ST-CB-1-2000 4.6 Each drawing supplied by the bidder shall bear identification showing the City's purchase order number, date of the drawing release, and whether the drawing is for approval or approved for construction. 4.7 Shipping and storage shall be accomplished in such a manner as to prevent damage or deterioration of materials. 5.0 RATINGS The circuit breaker shall be rated as shown below, as defined in ANSI/IEEE C37.04, AC High -Voltage Circuit Breakers Rated on a Symmetrical Current Basis, and as listed in ANSMEE C37.06, Preferred Ratings and Related Required Capabilities for AC High - Voltage Circuit Breakers Rated on a Symmetrical Current Basis. 1. Maximum Operating Voltage: 72.5 kV 2. Continuous Current: 1200 Amps 3. Basic Impulse Level (BIL): 350 kV 4. Symmetrical Short Circuit Interrupting Current: 31.5 KA 5. Rated Interrupting Time: 5 cycles, maximum 6. Minimum Creepage Distance of External Insulation to Ground: 42" 7. Operating Voltages: Trip Coil Operating Voltage: 125 Vdc Close Coil Operating Voltage: 125 Vdc Motor Operating Voltage: 120 Vdc Heater Operating Voltage: 120 Vac 6.0 APPLICATION The circuit breakers shall be operated by protective relays, supplied by others. Supplier shall provide necessary provisions for connecting relays to the circuit breakers. 7.0 TESTS Tests shall be conducted on the circuit breaker in accordance with ANSI/IEEE C37.09, Test Procedure for AC High -Voltage Circuit Breakers Rated on a Symmetrical Current Basis. 3 Specification No. ST-CB-1-2000 8.0 OPERATING MECHANISM The circuit breakers and appurtenances shall conform to ANSI C37.11. The operating mechanism shall be designed with the circuit breakers to ensure positive opening of the circuit breakers and circuit interruption, whether the tripping impulse is received in the fully closed or any partially closed position. If the release or tripping circuit is completed through an auxiliary switch, electrical release or tripping will not take place until such auxiliary switch is closed. 8.1 Local operation of the circuit breaker shall be permitted. The breaker shall have mechanisms which allow for direct mechanical close and trip operations at the breaker. 8.2 Remote operation of the circuit breaker via SCADA shall be permitted. 8.3 Circuit breaker shall be equipped with an operation counter that operates only during the opening cycle of the breaker operation. 8.4 Circuit breaker shall be designed such that provisions and mounting facilities for the application of a time travel device shall be made. Instructions and required equipment shall be furnished for timing circuit breaker. 8.5 The operating mechanism shall be of the stored energy spring type sufficient for an Open -Close -Open operation without power supplied to the spring charging motor. The closing spring shall be charged with a DC motor and shall be recharged immediately after closing the breaker. The closing spring shall be capable of being manually charged. An indicator that shows the "charged" or "discharged" status of the closing spring shall be furnished. Provisions shall be made to prevent overcharging of the spring and to prevent insufficiently charged spring from attempting a close operation. 8.6 The circuit breakers shall be furnished complete with all necessary auxiliary relays for the following operations: 1. An anti -pumping device shall be included to assure that the operating mechanism makes only one closing operation with each closure of the control contact device, even though the breaker trips during the closing operation while the control circuit remains closed. 2. Once the closing control switch has been operated and the first device in the control scheme has responded, the circuit breaker mechanism shall make one complete closing operation even though the control switch is 4 Specification No. ST-CB-1-2000 3. The trip coil auxiliary "a" switch shall be so arranged that the trip coil circuit is opened within 2 cycles after the main breaker contacts part. Also, on the closing operation, the trip coil auxiliary "a" switch shall close before the arcing contacts touch. 8.7 The circuit breaker shall be electrically and mechanically trip free. 8.8 Overcurrent protective devices shall not be used in the circuits containing the closing control devices, the tripping devices, the indicating lights, and the associated auxiliary relays, wiring and contacts. Direct current motors used for spring charging shall be furnished with a two -pole, single -throw 250 V, 30 A, knife switch fused to protect the motor from thermal damage due to overcurrents caused by a locked rotor. 8.9 The stationary and moving contact assemblies shall be designed so that loading springs, retaining pins, and parts other than the main or arcing contacts do not form an essential part of the current -carrying circuit. 8.10 The current interrupting contacts shall be so guided that positive and complete contact and latching, without rebound, is assured on all closures up to rated making and latching currents. 8.11 The power -carrying circuit shall be capable of carrying its rated current at rated frequency continuously without excessive maintenance. The terminals and connections between parts shall be so designed as to assure permanent low - resistance connections. 8.12 A latch check switch shall be installed. 8.13 Auxiliary and Momentary Contact Switches The circuit breaker shall be furnished with the following switches for use by the City. These contact switches are in addition to any contacts used for the factory wired operating circuits of the breaker control. Five single -pole "a" auxiliary switches, closed when the breaker is closed. 2. Five single -pole "b" auxiliary switches, closed when the breaker is open. 2. One each of the single -pole "a" and "b" switches will be used for 5 Specification No. ST-CB-1-2000 switchboard indicating lights. They shall be arranged so that they are connected in series between the positive and negative polarities and so that both do not close simultaneously during circuit breaker operation. One wire will be used by City to connect the common of the two auxiliary switches to the common of the two switchboard indicating lights. The red switchboard indicating light shall be operated by the "a" switch and the green light shall be operated by the "b" switch. 8.14 Mechanical Operation Indicator The operating mechanism of each circuit breaker shall be equipped with a mechanical operation indicator that will show whether the circuit breaker is open or closed. The operation indicator shall be located in a visible position. 9.0 BUSHINGS General 9.1 Bushings shall be copper conductor material with threaded studs. External bushings studs shall be silver plated. Bushing shells shall be of wet process porcelain. 9.2 Bushings shall be furnished with terminal connectors. NEMA Standard pads should be provided to accommodate termination of high and low voltage conductors. 9.3 Bushings shall have nameplates which show, as a minimum, the information listed in ANSI Standard C76.2. 9.4 The current ratings of the bushings and bushings leads shall be suitable for the maximum rating of the circuit breaker. 9.5 Bushings shall meet the temperature limitations specified in ANSI Standard C76.1. Proof of compliance with this requirement shall be furnished. 9.6 The minimum external clearances shall be as specified in NEMA Publication No. TRl . 9.7 Minimum creepage distance shall be not less than 1.3 inches per kV rms (phase to ground). 9.8 All bushings shall have provisions for insulation power factor testing. 6 Specification No. ST-CB-1-2000 9.9 Bushings shall withstand ANSI Standard 60 Hz applied potential and impulse test voltages required for their indicated BIL, rating. 9.10 Bushings shall have electrical characteristics which conform to ANSI Standard C76.2. 9.11 Bushing shall meet the dimensional requirements of ANSI Standard C76.2. 9.12 Bushings shall be ANSI #70, light gray in color. 10.0 CURRENT TRANSFORMERS Bushing mounted current transformers with accuracy class of C200 shall be furnished with the circuit breaker bushings. The current transformers shall have 1200:5 multi -ratio with 5 taps per ANSI Standard C57.13. Current transformers shall be wired to the breaker. The secondary wiring shall be free of splices and shall be terminated on shorting terminal blocks in the breaker mechanism cabinet. Nameplates for the current transformers shall be mounted in the mechanism cabinet. Provision shall be made at terminal blocks for convenient and adequate grounding of current transformer secondary circuits. 11.0 METHOD OF INTERRUPTING The circuit breaker shall be vacuum or SF6 gas insulated. 11.1 S&Gas l . There shall be sufficient amount of SF6 gas to fill the breaker to normal operating levels. 2. SF6 fill connections shall be located inside the mechanism cabinet. 3. Temperature compensated S176 gas pressure gauge or density monitor shall be provided for each S176 gas space. The gauges or monitors shall be clearly marked indicating the maximum and minimum range for normal breaker operation. 4. Low SF6 gas pressure alarm - Two normally open auxiliary alarm contact that will close when the SF6 gas pressure reaches its minimum for normal breaker operation. 5. Breaker lockout alarm - Two normally closed auxiliary alarm contacts that will open when the breaker is locked out due to insufficient SF6 gas 7 Specification No. ST-CB-1-2000 pressure or density, and will prevent breaker closing. 6. Breaker low S176 trip — The SF6 pressure sensing device shall automatically trip the breaker when S176 pressure drops below minimum recommended values. 12.0 BREAKER MECHANISM CABINET All wiring shall be terminated on terminal blocks inside a weatherproof cabinet which shall be provided as an integral part of the outdoor circuit breaker. Heaters shall be provided to minimize condensation. Heaters in areas subject to accidental contact shall \ be equipped with guards. 13.0 CONTROL AND SECONDARY WIRING 13.1 All terminal of control wires and instrument transformer circuits shall be identified with permanent wire cable markers. Identification shall be the same as shown on the breaker elementary and wiring diagrams. 13.2 Current transformers, and control and instrument transformer secondary wiring, where apart of the breaker or its assembly, shall be located or protected by metallic coverings so as to provide adequate shielding for voltages induced by switching surges, from arcing in or around the circuit breaker, and to minimize the possibility of insulation failure introducing line potential on this wiring. 13.3 The insulation class of all control and instrument transformer secondary wiring shall be coordinated with the voltage conditions it may be expected to encounter and shall in no case be less than 600 volts. 13.4 The control and instrument transformer secondary wiring shall be oil-, water-, and flame -resistant, and shall.be provided with oil stops where it enters a chamber and is exposed to oil vapor. Polarity, phase, and tap identification shall be provided. 13.5 Closing and trip coil leads, instrument transformer secondary leads, solenoid valve leads, and similar wiring shall be securely anchored to the coil. 13.6 Wire sizes for control wiring and instrument transformer secondary leads shall be coordinated with the inherent current requirements and voltage drop limitations of the breaker. Wire shall be stranded copper and in no case shall be smaller that No. 14 AWG. The wire ends shall be permanently fitted with pressure -type connectors before attachment to terminal studs. Splices shall be avoided wherever practicable, but, if required, they shall be brazed or made by permanently fitted pressure -type connectors. 8 Specification No. ST-CB-1-2000 14.0 DATA, DRAWINGS, MANUALS, INSPECTION, AND TEST PLAN 14.1 All drawings shall be furnished in electronic format using AutoCAD Version 14, or later. 14.2 Supplier shall furnish four full sets of outline and bushing drawings, wiring diagrams, conduit and terminal details for all control and auxiliary devices; and any other drawings and documents that clearly describe the construction, installation and operation of the circuit breaker. Data furnished shall include a listing of guide values for,static and dynamic forces that influence the foundation loading requirements. 14.3 Supplier shall submit complete instruction manuals, including part numbers of assemblies, components, and all devices furnished with the circuit breaker. The manuals shall provide complete and detailed instructions for erection, installation, operation, adjustment, and maintenance. One manual shall be located in a pocket attached inside the mechanism cabinet when the circuit breaker is shipped. Then manual shall be furnished in electronic format using MicrosoftTM Word. 14.4 Copies of the certified test reports for all specified tests shall be submitted by the supplier. Data shall include: 1. Actual contact opening time from energization of trip coil to contact parting. 2. Travel record curve for application of a time travel device. 3. Maximum do resistance of power carrying circuit from terminal to terminal. 4. Power factor of bushings. 14.5 A detailed inspection and test plan shall be submitted by the supplier. 14.6 Supplier shall provide a list of recommended spare parts with price schedule to be maintained as spares by the City. 14.7 Supplier shall submit detailed inspection and test plan. City shall have the right to witness testing of the circuit breaker. 15.0 SPARE PARTS Supplier shall furnish, on request, repair replacement parts for a period of at least 20 9 Specification No. ST-CB-1-2000 years, by maintaining an inventory of all necessary spare parts. 16.0 PROPOSAL REQUIREMENTS Vendors responding to the request for proposal shall furnish all information necessary to completely describe the circuit breaker intended to be supplied in accordance with this specification. The information required shall include but not limited to: 16.1 Circuit breaker type and manufacturer's model number. 16.2 Drawings and photographs that clearly describe the construction and operation of the circuit breaker, including a listing of guide values that affect the foundation loading requirements. 16.3 Ratings and Required Capabilities 1.
