THE COMMUNITYSER VICES& WATER DEPARTMENT, THE
r YEAR= 2000 ANNUAL CITYSPIRITS A WARD AND
COMMENDING HIM FOR HIS EXEMPLAR Y SER VICES TO
THECITYOF VERIVONDURING THE YEAR 2000
WHEREAS, the City Council of the City of Vernon by Resolution No.
6355 adopted on November 23, 1993, adopted a Superior Performance and Ideas
Resulting in Tangible Savings ("SPIRITS') Program to recognize the value of
employees of the City of Vernon who strive to give superior performance and/or
who develop innovative ideas with cost savings to the City by the presentation of
various types of awards; and
WHEREAS, in accordance with said SPIRITS program, the Superior
Performance awards are given based on an employee's previous annual evaluation
of outstanding performance utilizing a three-tier level selection process; and
WHEREAS, Level 1 of the selection process consists of recommendations
to' the respective Department Heads of the names of outstanding employees a
a being made by the Department Head at their discretion to said `employee,M1 ,� ; `
the awards set forth in the SPIRITS program; and

y _ WHEREAS, an awards committee selects a Department aware
the recipients of Level 1 awards; and
WHEREAS, by letter dated January 10, 2001, Bruce V. Malkenhorst,City
�7inistrator/City Clerk, advised the City Council that the Community Services
'Water Department had selected Ying Kwan, Civil Engineer, to receive the
.PIRITS 2000 ANNUAL DEPAR TMENT A WARD (Level 2); and
WHEREAS, in order to advance to Level 3 of said selection process an
awards committee composed of Department Heads and/or their designees selects one
annual SPIRITS City award recipient from the recipients of Level 2 awards; and
WHEREAS, Ying Kwan, Civil Engineer in the Community Services
Water Department, has demonstrated a high degree of initiative and skill such that
the awards committee has selected him to receive the SPIRITS 2000 ANNUAL
CI7YA WARD (Level 3) in recognition of his excellent and superior performance;
and
WHEREAS, the City Council of the City of Vernon wishes to express its
appreciation and gratitude to Ying Kwan for his exemplary services to the City.
NOW, THEREFORE, BE IT RESOL VED BY THE CITY CO[
OF THE CITY OF VERNON AS FOLLOWS:
