RESOLUTION NO. 7704
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
VERNON EXPRESSING THE CITY'S INTENT AND DESIRE TO
BECOME A MEMBER OF THE WEST SAN GABRIEL VALLEY
CONSORTIUM (AKA CAREER PARTNERS) PURSUANT TO THE
TENETS OF THE CONSORTIUM'S JOINT EXERCISE OF POWERS
AGREEMENT DATED MARCH 24, 1993
WHEREAS, the West San Gabriel Valley Consortium, aka Career
Partners (the "Consortium"), is a joint powers agency that was formed
on September 30, 1976, to deliver employment and training services; and
WHEREAS, the Consortium consists of the cities of Alhambra,
Bell, Bell Gardens, Commerce, Montebello, Monterey Park, Rosemead, San
Gabriel, Temple City, and the Alhambra and Montebello School Districts;

WHEREAS, since its formation, the Consortium has successfully
operated programs under the Federal Comprehensive Employment Training
Act, Job Training Partnership Act and the current Workforce Investment
Act; and
WHEREAS, the Consortium recognizes the important role which
economic development plays in its member cities and is active with
numerous organizations to enhance economic development in the San
Gabriel Valley; and
WHEREAS, staff of the City of Vernon and the Consortium have
engaged in discussions about the benefits that will result to both
entities if the City of Vernon joins the Consortium; and
WHEREAS, the success which the City of Vernon has achieved in
economic development and partnership with business would be
strengthened by Vernon's formal affiliation with the Consortium; and

WHEREAS, in order to become a member, the Consortium has
advised that its Executive Board will consider the City's membership
after the City expresses its intention to become a member, but that the
City will not be required to execute the Consortium's Joint Exercise of
Powers Agreement; and
WHEREAS, Vernon's membership in the Consortium would not
result in any costs or liability to the City; and
WHEREAS, by letter dated February 1, 2001, Bruce V.
Malkenhorst, City Administrator/City Clerk, has recommended that the
City advise the Consortium of its intention to become a member.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF VERNON AS FOLLOWS:
SECTION 1: The City Council of the City of Vernon hereby
finds and determines that the recitals contained hereinabove are true
and correct.
SECTION 2: The City Council of the City of Vernon hereby
expresses its desire and intention to become a member agency of the
Consortium, subject to the approval of the Executive Board of the
Consortium.
SECTION 3: The City Council of the City of Vernon hereby
instructs the City Administrator, or his designee, to represent the
City of Vernon on the Consortium's Executive Board when Vernon becomes
a member.
SECTION 4: The City Council of the City of Vernon hereby
directs the City Clerk, or his designee, to send a certified copy of
this resolution to:

SECTION 5: The City Clerk of the City of Vernon shall certify
to the passage of this resolution, and thereupon and thereafter the
same shall be in full force and effect.
