Resolution No. 7720r T 1 RESOLUTION NO. 7720 2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF VERNON ACCEPTING THE BID OF WESCO DISTRIBUTION, 4 INC. ON BID NO. 1404 FOR THE PURCHASE OF FOUR 16 KV 5 OUTDOOR CIRCUIT BREAKERS FOR THE UTILITIES DEPARTMENT AND APPROVING AND AUTHORIZING THE 6 EXECUTION OF AN EQUIPMENT PURCHASE CONTRACT AND THE, ISSUANCE OF A PURCHASE ORDER RESPECTING SAID BID 7 8 WHEREAS, the Utilities Department needs four (4) 16 kV 9 Outdoor Circuit Breakers to replace the existing breakers at the 10 Vernon and Leonis Substations; and 11 . WHEREAS, pursuant to Resolution No. 7691 adopted by the City 12 Council of the City of Vernon on January 17, 2001, the City Clerk was 13 directed to give notice inviting sealed proposals or bids for the 14 purchase of the four (4) Circuit Breakers in accordance with 15 Specification No. ST-CB-2-2000 (Bid No. 1404); and 16 WHEREAS, City of Vernon Specification No. ST-CB-2-2000 (Bid 17 No. 1404) was approved by the City Council of the City of Vernon 18 pursuant to Resolution No. 7691, and sealed bids were opened on 19 February 13, 2001; and 20 WHEREAS, the following bids were received on Bid No. 1404: 21 Alstom c/o McAvoy & Markham bid a total of Eighty Thousand Nine 22 Hundred Twenty -Six Dollars and No Cents ($80,926.00) (excluding tax); 23 ABB c/o Wesco bid a total of Eighty -Seven Thousand Three Hundred 24 Twelve Dollars and No Cents ($87,312.00) (excluding tax); and S & C 25 Electric Co. bid a total of One Hundred Twenty -Eight Thousand Seven 26 Hundred Sixty Dollars and No Cents ($128,760.00) (excluding tax); and 27 WHEREAS, the bids were reviewed by the Utilities Department 28 and it was determined that the bid of Alstom c/o McAvoy & Markham did M1 a 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16' 17 18 19 20 21 22 23 24 25 26 27 28 not meet the specification requirement of a breaker rating of 600 amps; and WHEREAS, by letter dated March 1, 2001, Bruce V. Malkenhorst, City Administrator/City Clerk, recommended to the City Council that Bid No. 1404 be awarded to ABB/Wesco, the lowest responsible bidder meeting the requirements of Bid No. 1404. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF VERNON AS FOLLOWS: SECTION 1:. The City Council of the City of Vernon hereby finds and determines that the recitals contained hereinabove are true and correct. SECTION 2: The City Council of the City of Vernon hereby awards Bid No. 1404 to Wesco Distribution, Inc. and accepts and approves the Equipment Purchase Contract, a copy of which is attached hereto as Exhibit "A" and made a part hereof. SECTION 3: The City Council of the City of Vernon hereby authorizes the Mayor and the City Clerk to execute the Equipment Purchase Contract on behalf of the City and authorizes the issuance of a purchase order for the four (4) 16 kV Outdoor Circuit Breakers pursuant to Bid No. 1404. SECTION 4: The City Council of the City of Vernon hereby directs the City Clerk, or his designee, to send one fully executed Contract to: WESCO Distribution, Inc. Attn: Greg S. Purchase. Consistent with its bid, WESCO agrees to sell 12 and deliver to 2715 E. 50th Street, Vernon, California the four (4) 16 13 kV Outdoor Circuit Breakers referenced above to the City, and the City 14 agrees to purchase said Outdoor Circuit Breakers from WESCO for the 15 total sum of Eighty -Seven Thousand Three Hundred Twelve Dollars 16 Dollars and No Cents ($87,312.00), not including tax. 17 3. Warranties. WESCO shall provide, at a minimum, a one 18 (1) year labor and material warranty to begin upon acceptance of the 19 Outdoor Circuit Breakers by the City. All manufacturers' warranties, 20 any warranties typically provided by ABB Power T & D Company Inc., and 211 any other warranties made applicable by law shall apply to the City's 22 purchase of the Outdoor Circuit Breakers. 23 4. Governing Law. The validity, interpretation and 24 performance of this Contract shall be controlled and construed under 25 the laws of the State of California. 26 5. Notices. Insulating entrance bushings are attached to the roof assembly by bolt and compression type clamps. Removal or replacement does not disturb existing breaker adjustments. Bushing current transformers mount inside the HV compartment. The accuracy class required determines the number that may be mounted. Internal Vacuum Interrupter Construction A Ceramic Envelope 8 Butt Type Contacts C Voltage Grading Shield D Main Shield - Suspended from the center seal, the metal shield provides a condensing surface for the vaporized contact material generated during the arcing period. This action prevents conta- mination of the internal ceramic surface. E Bellows - Brazed to the moving contact stem and end plate, the flexible stainless steel bellows allows the contact to move during operation while maintaining a her- metic seal. Interrupter Assembly The Type V vacuum circuit breaker design features two vacuum interrupters per phase connected in series. The pair of interrupters is driven by a com- mon insulating push rod through a unique linkage which ensures simultaneous operation. Each rupter has individual contact pressure spring and provisions to measure contact wear. Roller contacts transfer the current from the moving contact stem to the main bus. C) Vecuum Bottle Interrupter JIM, 10"' Type V Vacuum Circuit Breakers Low Voltage Compartment The low voltage compartment contains all relay, metering and mechanical functions and is completely insulated from the high voltage section. Control Wiring Panels located in the low voltage com- partment are used to mount terminal blocks and the 52X and 52Y control relays. Secondary voltage circuits are normally wired through fused knife switches for circuit protection and easy disconnect. The trip. circuit is connected through a knife switch, but is not normally fused. Bushing current transformer leads are brought from the high voltage com- partment and connected to shorting type terminal blocks. Operating Mechanism The operating mechanism is the stored energy type, spring close - spring open. A motor driving through a ratchet mecha- nism is used to charge the main closing i springs. Energy is stored in the tripping. spring during the closing sequence to ensure adequate tripping energy whenever it is required. The mechanism is electrically and mechanically trip free. The operating mechanism drives directly to the main shaft which connects all three phases. Each phase .is operated from this shaft through an independently adjustable linkage.
