ON BID NO. 1405 FOR THE PURCHASE OF SIX 66 KV OUTDOOR SF6 CIRCUIT BREAKERS FOR THE UTILITIES DEPARTMENT AND APPROVING AND AUTHORIZING THE EXECUTION OF AN EQUIPMENT PURCHASE CONTRACT AND THE ISSUANCE OF A PURCHASE ORDER RESPECTING SAID BID WHEREAS, the Utilities Department needs six (6) 66 kV SF6 Outdoor Circuit Breakers to replace the existing breakers at the Vernon and Leonis Substations; and WHEREAS, pursuant to Resolution No. 7690 adopted by the City Council of the City of Vernon on January 17, 2001, the City Clerk was directed to give notice inviting sealed proposals or bids for the purchase of the six (6) 66 kV Circuit Breakers in accordance with Specification No. ST-CB-1-2000 (Bid No. 1405); and WHEREAS, City of Vernon Specification No. ST-CB-1-2000 (Bid No. 1405) was approved by the City Council of the City of Vernon pursuant to Resolution No. 7690, and sealed bids were opened on February 13, 2001; and WHEREAS, the following bids were received on Bid No. 1405: Alstom USA Inc. bid a total of One Hundred Eighty -Two Thousand Eight Hundred Eighty Dollars and No Cents ($182,880.00) (excluding tax); and Wesco bid a total of Two Hundred Thirty -Seven Thousand Fifty -Three Dollars and Twenty -Eight Cents ($237,053.28) (excluding tax); and WHEREAS, the bids were reviewed by the Utilities Department; and WHEREAS, by letter dated March 1, 2001, Bruce V. Malkenhorst, City Administrator/City Clerk, recommended that Bid 1 1 1 No. 1405 be awarded to Alstom USA Inc., the lowest responsible bidder 2 meeting the requirements of Bid No. 1405. 3 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE 4 CITY OF VERNON AS FOLLOWS: 5 SECTION is The City Council of the City of Vernon hereby 6 finds and determines that the recitals contained hereinabove are true 7 and correct. 8 SECTION 2: The City Council of the City of Vernon hereby 9 awards Bid No. 1405 to Alstom USA Inc. and accepts and approves the 10 Equipment Purchase Contract, a copy of which is attached hereto as 11 Exhibit "A" and made a part hereof. 12 SECTION 3: The City Council of the City of Vernon hereby 13 authorizes the Mayor and the City Clerk to execute the Equipment 14 Purchase Contract on behalf of the City and authorizes the issuance.of 15 a purchase order for the six (6) 66 kV Outdoor SF6 Circuit Breakers 16 pursuant to Bid No. 1405. 17 SECTION 4: The City Council of the City of Vernon hereby 18 directs the City Clerk, or his designee, to send one fully executed 19 Contract to: 20 Alstom USA Inc. I NOW, THEREFORE, THE PARTIES HERETO DO MUTUALLY AGREE AS SET 2 FORTH HEREIN: 3 1. Purchase. Consistent with its bid, ALSTOM, c/o McAvoy, 14 agrees to sell and deliver to 2715 E. 50th Street, Vernon, California 15 the six (6) 66 kV Outdoor Circuit Breakers referenced above to the 16 City, and the City agrees to purchase said Outdoor Circuit Breakers 17 from ALSTOM for the total sum of One Hundred Eighty -Two Thousand Eight 18 Hundred Eighty Dollars and No Cents ($182,880.00), not including tax. 19 3. Warranties. ALSTOM shall provide, a five (5) year 20 labor and material warranty to begin upon installation of the Outdoor 21 Circuit Breakers by the City and which shall not exceed sixty-six (66) 22 months after delivery. All manufacturers' warranties, any warranties 23 typically provided by ALSTOM and any other warranties made applicable 24 by law shall apply to the City's purchase of the Outdoor Circuit 25 Breakers. 26 4. Governing Law. Fadi Aghnatios February 12, 2001 CA-USC-00265/1 Page 4 Comments The circuit breakers offered belong to a family of switchgear highlighted by the following features: - Third generation SF6 interrupter with advanced thermal effect interrupter - Mechanical spring/spring operating mechanism - More than 17000 units on order or In service since 1989, worldwide The circuit breakers have four hole NEMA bushing terminals, made of silver plated aluminum and arranged in a horizontal fashion(see dimension drawing). Terminal clamps to be provided by others. Anchor bolts to be provided by others. The breakers have one common gas density monitoring system for the three poles. The density monitor has two contact settings for the following functions for falling density: (1) alarm, (2) functional lockout. Surface protection. Ferrous parts exposed to ambient air are hot dip galvanized; aluminum parts -are not painted. A spring type operating mechanism is used to operate the circuit breaker. The stored energy in the springs is sufficient to perform one O-CO operation without recharging. The tripping springs are automatically recharged after every C- operation. Seismically rated to zone 4 Type tests have been performed previously on a similar unit. A repetition of any type tests is not included in the price of the circuit breaker. No special tools are required for installation or erection of the circuit breakers..
